RESOLUTION NO.
A RESOLUTION authorizing and directing the City Manager of the
City of Yakima to file an application with the
Washington State Department of Community Develop-
ment for funding of a grant to repair substandard
housing.
WHEREAS, the City of Yakima administers an elderly and
handicapped persons housing repair program to assist in repair
of substandard housing; and
WHEREAS, current funds are inadequate to meet the demand
for such repair services; and
WHEREAS, additional funds for such repair may be avail-
able for administration through the City's Housing Program
from Washington State Housing Trust Fund; and
WHEREAS, the City Council of the City of Yakima deems it
to be in the best interest of the City that an application be
filed for such funding for the purpose mentioned above, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk are hereby authorized and
directed to execute and file the 1990 Washington State Housing
Trust Fund Pre -Application, a true copy of which is attached
and incorporated, and if authorized by the Washington Depart-
ment of Community Development to execute and file an applica-
tion for such grant, including all understandings and
assurances which may be required by the Washington State
Department of Community Development and the City Manager
further is hereby designated as the official representative of
the City to act in connection with that grant request and to
provide such additional information as may be required.

• Briefly describe your project, detailing the use of Housing
Trust Fund dollars.
This project will use Housing Trust Fund dollars to purchase 20 weedy lots
and abandoned dangerous buildings at a cost of approximately $10,000
each. These acquisitions will be transferred to low income families who
work in partnership with the Habitat for Humanity. This partnership
builds a new home on the lot for the family. This provides new
homeownership to families who are low income, living in substandard
conditions or homeless.
• Describe your organization's experience in managing low-
income housing programs or other similar activities.
The City of Yakima Office of Housing and Neighborhood Conservation has
been administrating federal and state funded programs for fifteen years.
These programs are under annual monitor review for compliance. The
Housing Division has eight full time employees.
The City of Yakima's finance, legal and other divisions offer
administrative support and other needed services in relationship to the
operation and maintenance of programs and. projects.

February - March - Inventory and review lots
April - June - Purchase 20 parcels of land
April - July - Applicants receive lot ownership and start new construction
of their home.
• "But -For" Statement:
Without the Housing Trust Fund monies to acquire lots in the City's target
area, the number of dangerous/abandoned buildings will continue to house
transient drug users and dealers.
The Housing Division also has many families thatdo not qualify for
subsidized homeownership because of their very low income status.
Without this project homeownership opportunities avaiilable to these
families would not be possible.
