RESOLUTION NO. ` �
A RESOLUTION authorizing and directing the Chief of the Fire
Department of the City of Yakima to execute a
Letter of Agreement with the Yakima Air Terminal
Board for closure procedures relating to emergen-
cies at the Yakima Air Terminal.
WHEREAS, the City has a responsibility for the safety of
persons and property at the Yakima Air Terminal and such
responsibility devolves upon the City Fire Department during
responses to the terminal, and
WHEREAS, the Air Terminal Board has submitted a proposal
to address the City's concerns and to meet Federal Aviation
Administration requirements on responses during emergencies,
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Chief of the City of Yakima Fire Department is hereby
authorized and directed to execute a letter of agreement with
the Yakima Air Terminal Board for the purpose described above,
a copy of which agreement is attached hereto and by reference
made d part hereof.

LETTER OF AGREEMENT
EFFECTIVE: June 26, 1990
SUBJECT: AIRPORT CLOSURES DURING EMERGENCIES.
1) PURPOSE:
This Letter of Agreement establishes procedures for partial
or total closures of runways, taxiways, and associated ramps
during emergencies, whether manmade or natural disasters.
2) DISTRIBUTION:
Yakima Air Terminal Board, Yakima Airport Traffic Control
Tower, Seattle Flight Service Station, FAA Northwest
Mountain Region Headquarters - Air Traffic Division, City of
Yakima Fire Department.
3) ACTION:
A) The Yakima Air Terminal Board hereby authorizes the
following actions and procedures:
1) during any emergency on, or in close proximity to,
the Airport which would affect the safety of aircraft
operations all or portions of the Airport can be
closed to aircraft operations by:
a) While the tower is in operation: any Yakima
Air Terminal representative who is present on Air
Terminal grounds;
b) During any time the tower is not in operation
or any time a Yakima Air Terminal representative
cannot be located at the terminal; the emergency
equipment operator of the City of Yakima Fire
Department responding to an emergency at or in
close proximity to the Airport which would affect
the safe operation of aircraft at the Airport.
2) If all, or portions of, the Airport are closed as
outlined in 1b, the person initiating the closure must
make every reasonable attempt to inform a
representative of the Yakima Air Terminal as to the
type and nature of emergency, the extent of areas
closed and an expected duration of the closure.
3) Upon any closures outlined above, the person
initiating the closure shall immediately notify the
Yakima Air Traffic Control Tower and /or Seattle Flight
Service of said closure, and issue NOTAMs of
appropriate nature.
4) Once the emergency situation is under control, and
it is determined that aircraft operations can safely be
resumed, the person or organization initiating the
closure shall cancel said NOTAMs by contacting the
Yakima Air Traffic Control Tower and /of Seattle Flight
Services.
5) Effective date June 26 , 199_.
