A RESOLUTION authorizing the City Manager and City Clerk to execute
an agreement with HDR Engineers, Inc., of Bellevue,
Washington to perform analysis and make
recommendations on concrete basin structures at the
Wastewater Facility.
WHEREAS, concrete structure deficiencies have been observed in the
concrete basin structures at the wastewater treatment facilities in the activated
sludge process, and
WHEREAS, the City of Yakima does not have the appropriate
engineering expertise to accurately analyze the situation and make
recommendations for remedy, and
WHEREAS, HDR Engineers, Inc., consulting engineers of recent record
for the City of Yakima Wastewater Facility, does have such special expertise to
provide the appropriate consultant advice, and
WHEREAS, HDR Engineers, Inc. has significant historical familiarity
with the treatment facility to allow expeditious analysis and recommendation for
this urgent problem, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
The City Manager and City Clerk of the City of Yakima are hereby
authorized and directed to execute an agreement with HDR Engineers, Inc.,
consulting engineers, for the purposes mentioned above, and entitled
"Agreement For Engineering Services ", is attached hereto and by reference
made a part hereof.

AGREEMENT FOR ENGINEERING SERVICES
THIS AGREEMENT is made this 29th day of June, 1990, between City of Yakima,
Washington ( "OWNER ") a municipal corporation, with principal offices at 129
North 2nd Street, Yakima, Washington 98901, and HDR ENGINEERING, INC.,
( "ENGINEER ") a Nebraska corporation, with principal offices at Building C -200,
11225 S.E. Sixth Street, Bellevue, Washington 98004 for services in connection
with the project known as nondestructive examination of the existing concrete
in the aeration basin tankage ( "Project ");
WHEREAS, OWNER desires to engage ENGINEER to provide professional engineering
consulting services ( "Services ") in connection with the Project; and
WHEREAS, ENGINEER desires to render these Services as described in Section I,
Scope of Services;
NOW, THEREFORE, OWNER and ENGINEER in consideration of their mutual covenants
herein agree as follows:
SECTION I. SCOPE OF SERVICES
ENGINEER will provide Services for the Project, which consist of the
Scope of Services as outlined on the attached Exhibit A.
SECTION II. RESPONSIBILITIES OF OWNER
OWNER- provided services as provided for in paragraph No. 6 "Terms and
Conditions of Engineering Services" attached hereto and made a part
hereof.
SECTION III. COMPENSATION
Payment terms as provided for in paragraph No. 11 "Terms and Conditions
of Engineering Services" attached hereto and made a part hereof.
Compensation for services provided under this Agreement shall be on the
basis of (per diem).
Compensation terms are defined as follows:
Per Diem shall mean an hourly rate equal to Payroll Cost times a
multiplier of 2.30 to be paid as total compensation for each hour an
employee works on the project, plus Reimbursable Expense.
Payroll Cost shall mean salaries and wages, (basic and overtime) paid to all
personnel engaged directly on the Project, plus the cost of customary and
statutory benefits including, but not limited to, social security
contributions, unemployment, excise and payroll taxes, worker's compensation,
health and retirement benefits, sick leave, and vacation and holiday pay
applicable thereto. For this Agreement, the amount of customary and statutory
benefits of all personnel will be considered equal to thirty -six point eight
percent (36.8%) of salaries and wages.
Reimbursable Expense shall mean the actual expenses incurred directly or
indirectly in connection with the Project for transportation travel,
subconsultants, subcontractors, computer usage, telephone, telex, shipping and
express, and other incurred expense. ENGINEER will add ten percent (10 %) to
invoices received by ENGINEER from subconsultants and subcontractors to cover
supervision, administrative, and insurance expenses.
An estimate of costs under this Agreement are outlined on the attached Exhibit
B.
SECTION IV. TERMS AND CONDITIONS OF ENGINEERING SERVICES
The attached Terms and Conditions of Engineering Services are herein made
a part of this Agreement.
IN WITNESS WHEREOF, the parties hereto have executed this Agreement as of the
day and year first written above.

EXHIBIT A
CITY OF YAKIMA
SCOPE OF SERVICES
General
Nondestructive examination of the existing concrete in the aeration basin
tankage (Basins 3 and 4). Project will be separated into two phases to
permit work to proceed in a systematic manner.
Phase I consists of testing with a Windsor Probe and drilling cores to
develop a correlation between probe embedment and measured compressive
strength of the concrete. Phase II consists of core drilling to a depth
of 3 feet into the concrete and testing the bottom 6 inches for
compressive strength.
Phase I
Windsor Probe tests around the perimeter of basins 3 and 4 at 10 foot
spacing (approximately 60 tests). Ten locations will be cored to a depth
of approximately 6 inches and tested for compressive strength. In
addition, existing specifications, concrete mix design and testing data
from Contract No. 5 (RW Beck) will be reviewed by our structural
engineer.
All information will be summarized in a Technical Memorandum with
recommendations prepared on whether to proceed with Phase II services or
possible alternate actions to be taken.
Phase II
Services in Phase II would be provided only if required by the results of
Phase I testing. Core drilling and testing would be performed around the
perimeter of basins 3 and 4 at 25 foot spacing (approximately 24 tests).
All information will be summarized in a Technical Memorandum with
recommendations prepared on further remedial design requirements.
Subconsultant
All on -site concrete strength testing (Windsor Probe), core drilling and
core testing will be performed by Pacific Testing Laboratories, 3220 -
l7th Avenue West, Seattle, Washington 98119 (telephone: 206 - 282 - 0666).
All subconsultant services will be coordinated and under the direction of
HDR Engineering, Inc.
Additional Services
Additional services may be requested by the City of Yakima under this
Agreement. Services are to be authorized in writing by the City of
Yakima.

Four Aerator Basins
Dear Mr. Kock:
In regard to our conversation today, May 16, 1990 at 3:30 p.m., we are
providing you this proposal for nondestructive examination of concrete on
two of your aeration tanks. Since the exact scope and nature of the work is
undetermined at this time as far as the number of tests and duration of time
commitment on site, we are providing you a proposal which will address
mobilization and demobilization, mileage, daily labor rates, and estimated
material charges for Windsor Probe testing.
Although testing of these concrete tanks and foundations could be performed
using (1) Windsor Probe methods, (2) core drilling, (3) ultrasonic examina-
tion or (4) waveform capture methods, we feel the best initial method to
identify the ccxrpressive strength of concrete in the perimeter foundation
and under your topping slabs is use of the Windsor Probe test method.
The following costs will apply to a one person crew using the Windsor Probe
test method:
(A) Mobilization/detrnbilization (336 miles
round trip, apprcodimately 5 hours) $ 475.00
(B) Labor rates, one person crew:

Dear Mr. Koch:
Pacific Testing Laboratories is pleased to provide this addendum proposal
for concrete strength testing, which includes the additional information you
requested. The prices listed in this proposal are based on rates provided
in the original proposal for this job, dated May 16, 1990. The rates in the
original prposal will remain in force unless specifically changed in this
addendum.
This proposal is divided into two phases, I and II. phase I consists of
testing with the Windsor Probe and drilling cores to develop a correlation
between probe embedment and the compressive strength of the concrete. phase
II consists of core drilling to a depth of 3 feet into the concrete and
testing the bottom 6 itches for compressive strength.
It is our understanding that there are two 60 -foot by 90 -foot basins to be
tested. The Windsor Pry tests are to be performed around the perimeter of
the tanks at 10 -foot spacings (60 tests total). Ten of these locations will
• also be cored to a depth of approximately 6 inches and tested for
compressive strength. The phase II coring is dependent on the results of
the phase I testing and will also be performed around the perimeter, but at
a spacing of 25 feet or greater (maximum of 24 tests total)
The following are those applicable rates not included in the original
proposal:

unforseen complications with access or equipment.

or service of projects or items outside the scope of Pacific Testing
Laboratories work. The client agrees to actively defend Pacific Testing
Laboratories and pay legal fees and costs arrising from these related
possible claims.

The prices quoted in this proposal are net thirty (30) days unless otherwise
noted. Statements of the net balance of this account will be rendered on a
monthly basis, and may include late charges of one - and -one -half percent
(1.5%) per month, eighteen percent (18 %) per annum, on delinquint accounts.
Late payment charges will be computed on the principal unpaid balance of the
previous statement.
