A RESOLUTION authorizing the publication and dissemination of
a "fact sheet" related to the utility tax lid
lift election.
WHEREAS, pursuant to RCW 35.21.860, the City Council
desires to present to the voters at the September 18, 1990
primarN
election, a ballot proposition on whether to raise
ta\es on the gross revenue of electrical energy, telephone,
and natural gas businesses for anti-crime purposes; and
WHERE, the City Council is mindful of the restrictions
on the use of public money for campaign purposes found in RCW
42.17.10 and WAC 390.05.271-273, and
WHEREAS, the Citv Council desires to publish and dissemi-
nate a "fact sheet" concerning the above -referenced ballot
proposition, the purpose of which is to encourage voter par-
taipation in said election and to furnish an objective and
fa r presentation of facts relevant to said proposition; and
WHEREAS, the Cit. l Council has historically authorized
publ_cation and dissemination of such "fact sheets" on elec-
tion issues at public expense, and
WHEREAS, the Citv Council in publication and dissemina-
tion of such fact sheet does not desire to persuade voters
either for or against such proposition but rather it desires
that 'oters be informed and participJite on the proposition
before them, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council finds and declares as follows:
1. That it is in the best interest of the City of Yakima
to publish and disseminate a "fact sheet" on the above -refer-
enced ballot proposition written in a fair and objective man-
ner.

2. That publication and dissemination of such "fact
sheet" is part of the normal and regular conduct of the City
of Yakima.
3. That such publication and dissemination of such "fact
sheet" is authorized by this resolution which is the usual and
ordinary means by which the Council exercises its power in
these matters. That the Council has broad powers to authorize
such "fact sheet" under Article I of the City Charter.
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA
The City Manager or his designee is hereby authorized and
directed to publish and disseminate a fact sheet which shall
contain a fair and objective presentation of facts relevant to
the ballot proposition described herein.
