RESOLUTION NO.
A RESOLUTION authorizing submission of an application to the
State of Washington for a Development Loan Fund
(DLF) Project on behalf of Cascade Fruit Products.
WHEREAS, DLF funds are available to support economic
development projects which are ready to implement and for which
jobs created or retained will be made available to lower-income
persons; and
WHEREAS, the Cascade Fruit Products DLF Project represents a
substantial commitment of private resources towards enhancing the
vitality of the area and expanding the City of Yakima tax base and
employment opportunities; and
WHEREAS, it is necessary that certain conditions be met as
part of the application requirements; and
WHEREAS, the City of Yakima will provide citizens with
reasonable notice of, and an opportunity to comment on, any
substantive change proposed from one eligible activity to another;
and
WHEREAS, the City of Yakima shall agree to comply with all
applicable federal and state regulations in the event that this
application is selected for funding, including federal and state
regulations in regard to the environmental impact of the project;
and
WHEREAS, the City of Yakima will provide opportunities for
citizen participation comparable to the state's requirements, and
has complied with all applicable public meeting requirements; and
WHEREAS, the City of Yakima will conduct and administer its
program's in conformance with Title VI and Title VIII of the Civil
Rights Act of 1964, and affirmatively further fair housing; and
WHEREAS, the City of Yakima DLF Project will not result in
the displacement of persons, or use of Community Development Block
Grant funds for public improvements; and
Now, Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF YAKIMA
That Patricia A. Berndt, Mayor is hereby authorized to submit
an application to the state of Washington on behalf of the City of
Yakima in the amount of $350,000 to assist with the Cascade Fruit
Products DLF Project; and
BE IT FURTHER RESOLVED:
That Patricia A. Berndt, Mayor is hereby authorized to
provide such additional information as may be necessary to secure
approval of this grant application; and
BE IT FURTHER RESOLVED:
That Patricia A. Berndt, Mayor is authorized to enter into an
agreement with the state of Washington for the Cascade Fruit
Products DLF Project upon review and approval of the grant
documents by Patricia A. Berndt, Mayor of the City of Yakima, WA.

distressed communities are eligible. Please refer to Department guidelines for

II. Application Summary
City of Yakima (name of city/county) has agreed to sponsor an
application for Washington State Development Loan Fund financing in the amount
of $ 350,000 on behalf of Cascade Fruit Products
(name of business applicant). This project, if approved, is projected to
create/retain 40 (number) jobs in our community and is otherwise
necessary and feasible to further economic growth and/or stabilization. As
Mayor (title of your office), I acknowledge that the financing, if
approved, will be granted to City of Yakima (name of city/county)
for the sole purpose of furthering the business project described in this
application. I further acknowledge that repayments of the loan, including
principal and interest, shall be made to the Washington State Development Loan
Fund excepting those amounts which are agreed to be payable to
City of Yakima (name of city/county or agent) as expenses for
contract servicing.

This project when approved will utilize an existing, but—now vacant fruit

40 new jobs. The replacement of lost jobs will add to the stabilization of the
economic base.

SUBJECT: Cascade Fruit Products State Local Deveiopment
Loan Fund Application
Through contact with the Yakima County Development Association (New Vision) and
the State of Washington Department of Community Development, a group of three
new investors doing business as Cascade Fruit Products, has been preparing a
financial package that would allow the reopening of the fruit processing facility in the

Development is providing financial packaging and loan assistance in cooperation with
U.S. Bank and the State Business Administration. The State, with the Local
Development Loan Fund, is proposing to lend $350,000 to Cascade, with $300,000
from SBA, $500,000 from U. S. Bank, and $500,000 equity from the company. The
owners of the company are Leroy Fletcher, Sherm Carlson, and Jim Sackman. Mr.
Sackman is the local contact.
The State Local Development Loan Fund, commonly known as a "mini UDAG" since
its intent and operation is similar to the former Federal Urban Development Action
Grant Program, grants the money to the local governmental jurisdiction to then be
loaned under conditions agreed to by the private lending institution and, in this case,
SBA, to the private company. The local government serves merely as a pass through
entity, and in this case the funds are repaid to the State.
The City has been asked to serve as the conduit on behalf of this project which will
result in 35 new jobs the first year, 5 additional jobs the second year, and $1.6 million
total investment. An application and appropriate resolution will be on the June 6, 1990
agenda for Council authorization to submit,

9. At the conclusion of the program, but no later than September 30,
1990, the City shall provide a written program report and evaluation
to the Grantor which shall, at a minimum, contain attendance figures
per day, an analysis of program activities and an overall program
evaluation including recommendation for future programs.
10. The term of this agreement shall be from June 1, 1990 to October 1,
1990.
