W 5 2 2 A RESOLUTION authorizing participation in the Yakima Valley Council of Government Highway Planning and Research Study for SR -24 between I -82 and the City of Moxee. WHEREAS, the City of Yakima is concerned about the current and future needs for the Yakima Urban Transportation System, and WHEREAS, Yakima Valley Council of Governments (hereinafter called COG), has the authority to contract for consultant services to conduct a study of current and future transportation impacts of SR -24 on the I -82 corridor area in the Yakima Urban Area; and WHEREAS, the City of Yakima has an interest in the SR -24 Highway Planning and Research Study, hereafter called "Study" because of its utility in assisting in future City of Yakima transportation planning; and WHEREAS, City of Yakima cost participation of $500 for a $25,000 "Study" provided by the COG is beneficial to the City of Yakima because the same information would cost the City of Yakima alone far in excess of $500, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to allow the City of Yakima to participate in the Highway Planning Research Study for SR -24 in the amount of $500. B -24 Yakima, Washington 98901 509 -575 -4372 • SCAN 665 -4372 March 13, 1990 Denny Covell, Director Engineering & Utilities City of Yakima 129 North 2nd Street Yakima, WA 98901 Dear Denny: The Yakima Valley Conference of Governments, as the Metropolitan Planning Organization (MPO) for the urban area, is continuing its activities in looking at current and future needs for our urban transportation system. As you are aware, we have undertaken several special Highway Planning and Research (HPR) studies (I -82/ Valley Mall Blvd., Selah, Yakima /Nob Hill) in the last two years and have made long -range transportation planning and design recommendations for these facilities. Continuing in that activity, the Technical Advisory Committee of the urban transportation program has identified SR -24, from the City of Yakima to the City of Moxee, as its next project area to address. SR -24, between Yakima and Moxee, is heavily impacted by the effects of growth and dated design. The highway is frequently inadequate for current traffic volumes and the ability of that system to deliver adequate transportation services is doubtful for the future. As you are aware, the City of Moxee has recently annexed large land areas adjacent to SR -24 and is proposing to annex more. The majority of this land has been zoned light industrial. Of primary concern to this study is projected traffic volumes on the highway once the corridor is fully developed. Additionally, the type of system, whether interchange or intersection, that will most efficiently handle those numbers is important. A number of factors contribute to current congestion. SR -24 is the only direct route from Yakima to the Hanford Nuclear Reservation and, as such, sustains large volumes of commuter traffic. Commercial development in Yakima has occurred immediately east of the I -82 Interchange and additional development is continuing to be proposed. Due to the presence of a freight company and a pre -mix concrete company, the number of trucks utilizing the intersection of SR -24 and Riverside continues to grow. MEMBER JURISDICTIONS Grandview • Granger • Harrah • Mabton • Moxee • Naches • Selah Sunnyside • Tieton • Toppenish • Union Gap • Wapato • Yakima • Yakima County • Zillah Mr. Denny Covell March 13, 1990 Page 2 The purpose of the study will be to design alternatives that will outline future area transportation needs for the continued economic enhancement of Moxee, the City of Yakima, and Yakima County We have discussed this proposed study with WSDOT Headquarters and they have advised us that $18.750 is available to conduct this study described above. Our match to that study would be $1.920.O0 each. Funding: City of Moxee $ 1.080.00 Yakima County 1.02O.UO City of Yakima 500.00 WSDOT District V 1.920.00 HPR (WSDOT Headquarters) 18 $25.V00.00 There is considerable incentive to consider this study now. 1. This HPR study will extend the planning of the I-82 corridor to one of its main traffic contributors. 2. The area towards Moxee on SR-24 continues to grow and has the potential of being the major industrial area for the urban area. 3. Development of this land in a logical and planned fashion will greatly enhance the urban area's long-range economic growth. 4. Corr*otly, a safety problem does exist for the residents of the urban area. 5. The study will create a forum to receive public input on their long-range goals and thoughts for this corridor. Iberefore, l recommend that the HPR study be supported by all the jurisdictions listed in the budget above. Please notify the YVCOG as to your involvement as soon as y000ible, so that we will be able to proceed with this HPR study. As in past otudiva, with the small amount each jurisdiction has invested into the study, the potential gains for our residents is substantial.
