HomeMy WebLinkAbout12/06/1971 Special Meeting / Regular Meeting 284 DECEMBER 6, 1971 MINUTES OF SPECIAL MEETING YAKIMA CITY COUNCIL - - DECEMBER 6, 1971 Pursuant to a call by the Mayor, a special meeting of the Yakima City Council was held at 1:30 P.M. in the Conference Room at Yakima City Hall. Councilmen present at the meeting were: Mayor Larson, Wray Brown, James Lust, Royal Keith, Don McNeice, Lenore Lambert and Walter Robinson. Also in attendance were Councilmen- elect Bill Whitaker and Bert Broad. Others in attendance were City Manager McMicken, Finance Director Leonard Crose and City Attorney Andrews. The Councilmen discussed the reorganization of the Parks and Recreation Commission and in- structed an ordinance to be prepared to increase the number of members from five to seven on that commission, and that a resolution be prepared designating John Chesterly as an honorary emeritus of that commission. . The Council discussed various legislative committee meetings and hearings to occur in the • month of December, but decided that no Council members will attend any of those meetings. A position paper will be sent to the committee conducting a hearing on uniform statewide business and occupancy taxes in opposition thereto. - The Council discussed the 1972 Budget and instructed a budget ordinance be prepared for a subsequent regular meeting. The special meeting adjourned at 3 :00 P.M. REGULAR MEETING - MONDAY, DECEMBER 6, - 1971 - 3:00 O'CLOCK P.M. ' The City Council then met in regular session at the hour of 3 :00 P.M., Mayor Larson, Coun- cilmen Brown, Keith, Lambert, Lust, McNeice and Robinson, City Manager McMicken and City Attorney Andrews were present on roll call. The Invocation was given by Councilman Brown. The minutes of the regular meeting of November 29, 1971, having been duly certified accurat:, by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. A Damage Claim having been filed with the City Clerk on December 2, 1971, by Mount Hope Baptist Church, 615 South Third Street, for damages in the amount of $20.56 caused by a sewer backup, it was MOVED by Keith, seconded by Brown that said damage claim be referred to the City Manager and Staff for study and recommendation: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye by voice vote. It was MOVED by McNeice, seconded by Brown that Ordinance No. 1361 relating to traffic con- trol, designating speed limits on certain streets in the City of Yakima and amending the City of Yakima Municipal Code, be passed as read: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on roll call. City Engineer Fritz Jaeger explained that because of the pedestrian traffic problems by Yakima Valley College the Police Depart- ment requested this amendment to the traffic code, which would reduce the speed limits on South 12th Avenue between Nob Hill Boulevard and West Washington Street and West Washington Street between 12th and 16th Avenues, from 25 miles per hour to 20 miles per hour. ORDINANCE NO. 1361, AN ORDINANCE relating to traffic control; designating speed limits on certain streets in the City of Yakima; and amending subsection 9.75.010 (a) of the City of Yakima Municipal Code. City Manager McMicken referred the matter of recommendation by the Parks and Recreation Commission for the next steps in the park bond issue to William Hutsinpiller, City Parks Director, who presented to the Council and audience for their review, several plans for park improvements. He indicated that the carrying out of the 10 per..person swim fee at municipal pools next summer is of top priority, and that in order to institute the 10 swim fee we will have to complete the following projects: (1) Replace Miller Bathhouse. Mr. Hutsinpiller explained that the main design characteristics involved with the bathhouse are centralized checking and as easy access and egress from the bathhouse as possible. (2) Purchase pool lockers for Lions, Miller, Washington, Franklin and Eisenhower. Mr. Hutsin- piller explained that some remodeling is being done at Franklin and Lions now. (3) Com- plete some minor remodeling at Lions, Franklin and Washington. Mr. Hutsinpiller explained that we will be redeveloping the existing facility at Washington Park, making the park of more valid use for the people in that area. Mr. Hutsinpiller further indicated that other park projects scheduled for 1972 include replacement of fencing around the tennis courts at Larson Park, resurfacing of the tennis courts at Franklin Park, paving of the parking lots at Gilbert, Franklin and Milroy Parks, and acquisition of two residences located north of Miller Park to permit construction of a new senior citizens center. He reported that prior to implementing any projects involving schools, we will have to obtain a working agreement which will be handled by our administrative staff and the City Manager. Mr. Hutsinpiller reported that there is one park site being considered for acquisition, that being the P.P.& L. property on Lincoln Avenue, which would involve preservation of an Historic building and would be classified as a special use area, having a direct relationship to a proposed trail system. He pointed out that prior to any action being taken on the P.P. &L. Park, and in order to receive State and Federal matching monies, a Master Site Plan is needed for the area, and that the Parks Commission recommends that Don Rothe be considered for completion of this plan. He also pointed out that the Commission has discussed the need for a Compre- hensive Parks and Recreation Plan and has recommended that the firm of Olsen, Richert and Bignold be considered to work with the Parks and Recreation Commission, Planning Department and a Citizens Committee in order to complete a new plan. Council members discussed the pros and cons of the park improvements. City Manager McMicken explained that in reference to the need for a Comprehensive Parks and Recreation Plan, it is not necessary for the Coun cil to make a, decision on a plan, but it is appropriate at this time to give the architect authorization to proceed with his design and specifications preparation, and we will simply by letter give him authority to proceed with the plans. City Manager McMicken explained that if the Council. concurred with the recommendation'of the Parks and Recreation • Commission in hiring Don Rothe to. complete a Master Plan in connection with the P.P. &L. Park, a contract will be negotiated and brought back at a meeting in the near future. After. due discussion, it was MOVED by Robinson, 'seconded 1y 'Lambert that'the City Council auth- orize the hiring of Don Rothe to prepare :a preliminary site for the P.P. &L. Park:.car- ried, Brown, Lambert, Larson, Lust, McNeice and Robinson voting aye by voice vote. Keith voting nay by voice vote. , City. Manager McMicken reported that Mrs. Norma'Morrow has submitted an outside utility re- quest for service to property located at'421 South "50thAvenue, that this application*is for sanitary sewer to serve an existing single dwelling, and that the Planning Staff redommends' approval. After due discussion,- it was MOVED by McNeice, seconded by Keith that said outside service be approved in accordance with the recommendation of the Planning Staff and the usual signing of an outside utility agreement: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting'aye by voice vote. City Manager McMicken referred to his report #139 Free' Bus Passes for the Blind, and.ex- plained that the Lions Club has assisted in carrying the cost of bus transportation for the blind in Yakima since 1967,- and would like to have the City take over and permit these people to ride our busses free of charge as other cities are doing. He further explained that if the City decides to allow free rides for the blind, it would be with the under- standing that the Lions Club pay for printing of the passes, along with distributing them to the eligible blind persons. He stated that other cities are handling their blind passes the same way. T. S. McGinnis, representing the Lions Club, concurred with City Manager McMicken's proposal. After due discussion, it was MOVED by Keith seconded by McNeice that the policy in City Manager's Report #139 be followed and proper legislation be prepared granting free passes to blind persons:. carried,- Brown, Keith,- Lambert, Larson, Lust, Mc- Neice and Robinson voting aye by voice vote. Council members indicated that they would like to have a written report on this matter, 'and City Manager McMicken explained that the matters of free bus passes. for the blind and extending Senior Citizen bus passes to those that live outside the City limits, but pay transit tax will 'be combined in a resolution that attains to the original. resolution for, Senior. Citizens receiving bus passes. :Robert Knight, Transit Manager, indicated that we should not extend .free 'passes: to any.:;other dis- abled persons. • City Manager McMicken reported on suggested guidelines for selecting members Boards and Commissions. He explained. :that vacancies will be more widely advertised and the community at large will be invited to submit names of persons willing to be appointed to city boards and commissions. He further explained that the names should be submitted in writing to the Mayor and City Council not later than December 31, 1971 to be considered for appoint- ment to current vacancies.. Mr. McMicken indicated that names submitted for consideration will be confidential and that the City Council will be grateful for all suggestions, but will not acknowledge nor reply to senders. Keith absent. :1 In accordance with Councilman Lambert's request, City Attorney Andrews reported on the amount of money the City has paid in damage claims for sewer backup. He stated that during the current year of 1971 we have paid i$4:61.32 total for five claims. He further stated that this is in comparison to $823.00 total paid last year for seven claims. City Manager McMicken explaining that Charles C. Countryman is a member of' the Board of Trustees-for the Yakima Regional Library District whose term will expire December 31, 1971, and that the City Council desires to reappoint him as a member of this board, it was MOVED by Robinson, seconded by Lambert that Resolution No. D -1766 reappointing Charles C. Country man as a member of the Board of Trustees of the Yakima Regional Library District for the ' term to commence January 1, 1972, and to terminate on December 31; 1978; or.until such'time thereafter as a successor is named and appointed, be passed as ready carried, Brown, Lam- bert, Larson, Lust, McNeice and Robinson voting aye on roll call.
