Avenue., asked . why the-Parking has' been, changed from parallel to angle the west of.N;.4th Avenue, between. "B Street and Lincoln Avenue.;'and.stated that he and other.property owners'on this street are against this- change in the parking... Others present and also speaking' against this change in the parking, because. they..feel.that the street is too-narrow, which makes the cars protrude too far.out into the street, thus creating a.traffic hazard, and do not feel there is a need for_more.parking spaces.on.this street, were Mrs. Johnson and.. Mrs. Lulu Shockley, 212 N. .4th,Avenue,.and a.letter from Mrs. Jessie.Redfern, 214 N. 4th Avenue was filed by Mrs. Johnson,.coicurring.with the..other property. owners. .Mr. A1'Ra.y, Traffic Engineer explained that.this change in.parking from parallel..to angle is.the..normal pro- cedure of changing...parking where. the- Traffic -Department feels.- ..it.. should, be done and in accordance with 'the.. Yakima. ,. Municipal. Code-; ,.the..Trafffic Engineer..is authorized to make - these changes without any. additional. authorization or notice.. He further. explained that this is a wide street and.additional.parking . is- needed. .In discussion, Coun.cil.membersindicated that they would .like to.study this matter further and Mr. Ray stated that he will make a scale drawing of this block. for the information and study..of the Council. It was inform- ally decided that this matter will be studied by and.a.report will .be brought back to the Council for their.information and action. Mr. Bill Hutsinpiller, Director-.of.Parks.and Recreation, gave a brief report.on the recom- mendations.of the Parks and Recreation..Commission concerning the Site Development Plan for .. Washington Park, stating that on April 27; 1971,`.they - met and reviewed the.preliminary plan and recommended two changes, ( 1 ) the.proposed fire pit should.be changed to a- shelter area, and (2) eliminate grass intrusions in pool area as .this would conflict with State Health Regulations, and on May 11, 1971, the•colored schematic design.was reviewed and . approved for finalization. He stated.that the final presentation will be made to..the Parks and Recreation .Commission and the City:Council on=. :this date, and .introduced Mr. Terry Jerrard of Jongejan /Jerrard /Associates.; who showed the colored schematic design....drawings and explained in .detail the..- proposed _ Site..Development P.lan..for.. Washington. Park : _ . Mr. Hut - sinpiller stated that this is a preliminary plan and subject,to change and the'final.plan ' will be incorporated.iri the review of the proposed bonding. After due discussion, it was informally decided that before the Council acts, they will get.together with the Parks and 1R.e.c.reation Commission, to finalize the plans. - City Manager McMicken referred the matter of the Traffic.Report on prohibition of.parking on certain streets, to Traffic Engineer.A1 Ray, who reviewed this report. Mr. -Ray stated. that it is.a.draft.of proposed changes -in the.Yakima.Municipal Code reflecting the changes . . in the parking on the streets.. Discussion brought out that in several areas, this removal of parking has been held up for some..time.in order for the property owners to make arrange- ments for off - street.parking. City Manager McMicken indicated that.legislation will be prepared making the proposed .changes and property owners involved will be notified that this matter is'to be"cohsiderd,.which will probably be in approximately two weeks. No formal action was taken on this matter at this time. City Manager McMicken. referred to. the matter of :designation.of certain streets in the.City 'of Yakima as bicycle..routes and explained.that inaccordance with action taken by the Coun- cil on June 14, 1971, a Resolution has been prepared establishing said bicycle routes as . recommended. He further explained that teh matter reducing the speed limits on these routes will be .further discussed at this.meeting. Traffic Engineer Al Ray again reviewed his memo of June 4, 1971, regarding..the establishing of bike routes,' pointed out the pro- . posed routes and explained the costs of signing these routes. After due discussion,. it was MOVED by.Brown, seconded by Keith that Resolution D -1687 establishing bicycle routes along certain streets, be passed as read: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on roll call. There was discussion regarding the proposed reduction in the speed limits. on these routes to 20 miles per hour. Traffic Engineer Al Ray explained the additional cost of signing. of the routes and the additional work it will take to do this.. Those present and speaking in favor of reducing the speed . limits on these routes, were Mr. Lynn Buchanan, Lois Clark, Sonja Dodge, - Donald Schwab and several others. Sgt. Stevens of the Police Department explained that they do not have the personnel to enforce the 20 mile an hour speed limit this six miles of street and is afraid that reducing the.speed on•these streets will tend to take away from the effective= ness of the 20 mile an hour speed limit in school zones. After due discussion by Council members, it was MOVED by Keith, seconded by Lust that legislation be prepared establishing 20 mile per hour speed limits on all bike routes: carried, Keith, Lambert, Lust and McNeice voting aye.byvoice vote. .Larson and Robinson voting nay by voice vote. 'RESOLUTION NO. D -1687, A RESOLUTION establishing Bicycle Routes along certain designated streets in the City.of Yakima, and.directing such routes to be marked with appropriate signs. City Manager McMicken referred .the matters. :of the Southeast Community Center. to..Homer Mat- son, Chief,. Housing and Renewal,. who stated that the two proposed Resolutions are the ones referred to.at the previous meeting of June 21, 1971,.and have been prepared in accordance with instructions from HUD. He indicated.'that these documents will finish. up the applica- tion.to HUD and have.to do with assurances of compliance with the land acquisition require- ments and the relocation assistance.provisions of the Uniform Relocation Assistance and • Real Property Acquisition.Policies Act of 1970. After due discussion, it was MOVED by . Robinson, seconded by McNeice.that Resolution No. D -1688 authorizing the undertaking by the City of Yakima to comply with the land acquisition requirements of said Act, be passed as read: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on roll call. - RESOLUTION NO. .D -1688, A RESOLUTION relative.to assurances„ with.respect to compliance with the land acquisition requirements of Title..III of the Relocation Assistance and R Property Acquisition Act of 1970. •221 ■ JUNE 28, 1971 It was then MOVED by. Yeaman. Construction. .to .be an -bid,: - and...recommends that the bid. be awarded, . subject to HUD .approval, to. the_ second :lowbidder.,.Mountain..States Construction Company, Sunnyside.- Mr. Andrews stated the deviations in the bid.of Yeaman Construction, were: '(1).the bid bond required to be-used in it a waiver that in the . event the bid was not awarded within the specified time, that the .bondsman would extend the bond.,. and this was not done by Yeaman Construction, (2) after the bid call was let and before the bids were due, an. addendum which.consisted of.a change..in the work, was.drafted and included,'and the instructions we.re_that this•addendum-.must be acknowledged, which was done. by the other two.bidders and Yeaman 'Construction..did,not,.and (3) the .bid, being..a HUD'bid, contains a.:requirement.•that.every bidder must make a certification regarding equal employment.opportunity,.which was not.done.- .by_Yeaman Construction. After.due discussion, it was MOVED by Keith,.seconded by Lust•that the recommendation of-the City'Attorney and • Project Manager Homer.
