Coun- cilman Robinson. indicated that it.is more important to get the tracks smooth,. but that there should be :an. option..in_.requesting UAB. funds-,: that if we .can't get - funds' for the at -grade improvements at'Lincoln Avenue and "B Street, that we should seek-to have the. "B "•Street Overpass funds.continued to:.be made-available. Gilman Brown indicated that he gradually changed his viewpoint and would also like to pursue the at- grade..improvements as-quickly as possible and. abandon the overpass. idea. ..: . .. Mayor Larson stated that he is opposed toabandoning the "B" Street overpass project but will vote for anything that can'be done °for'at -grade crossings and seeking financing. • . City Manager McMicken explained that the Department of Motor Vehicles.- .of.the State of Washington has sent instructions for obtaining.motor:vehicle excise tax and authorizing Municipal Corpora - tionstto levy.1% on the fair market value of any motor vehicle owned by any resident of the City. ,He.further.:- explained that.this must be budgeted for transit purposes and is not an additional tax, nor a new tax, but is the means'of getting .it back from. the State. City Attorney Andrews explained that this.change-merely refers to the computation of the .penalty on each year-separately when it is delinquent rather than to compute the 10% on the total amount. He further explained that this has been computed correctly;,, but the State Auditor found that the present Ordinance was not correct and this change brings the Ordinance in line with the practice. • 2.1 ) .
