Councilman Keith asked about. the .possibility__of . submitting .a request to HUD for funds for at -grade railroad crossings. _After some discussion.,. _it -was MOVED by .Keith, .seconded by Lust that the Staff investigate this possibility and bring..back.information regarding at- grade crossings on "B" Street and Lincoln Avenue. City Manager McMicken reported that per- sonnel from HUD ..will .be in Yakima this week to talk about.. the First Street to Third Avenue street work., railroad crossing work., .traffic signal work and railroad crossing safety de- vices. . City Manager McMicken brought' on for discussion an off-.the-Agenda .matter regarding the Annexation program:,. stating that on all annexation" petitions there is County Boundary Re- view Board action which calls for a.- $25.00- filing fee, and ... the question is who 'should pay this fee, the City or the person requesting the annexation. It was brought out that many times the City requests the annexation and' should pay .._this .fee. .After due discussion, it was informally agreed that the City should pay this .$25.O0.fee for all- annexations.
