priation is necessary because the •Department of and Urban' Development, who are

have indicated that the_.City paid•.the Adams.family less than Market Value for property
bought from them forthisproject and_in. order to :.receive reimbursement money for this pro-
ject, the City will have to.pay.. the. Adams...family ; -an: additional $1,000 to meet HUD's price .
.concurrence. He further.explained..that the.reason.for the difference in price is due to
the time lapse.between:the application.and completion of the sale.

City should participate at the. same time as the.County_.does this work. Other Council mem-
bers indicating thatthey.would like_to. :cooperate wi.th..the Count.y,.but feel that they
haven't given us enough time•.to..discuss the matter,.to come.to.an agreement -the

City Manager McMicken.read..a. Notice. from Yakima_..County • of intentions to administer anti-
poverty program .with O.E.O....assistance•and stated - that there..will be - a meeting on June 15,
1971, regarding this matter... It. was brought out that the .City Council had previously noti-
. . fied the County Commissioners-.that they them. to_ sponsor the.CAP program and would
cooperate _with :them in .any .way.. they • can, and. it was felt that no further formal action is
necessary.

RESOLUTION NO. D -1673, A- RESOLUTION authorizing the purchase of right of way property for
Mead Avenue Improvements. .
Councilman Keith asked about. the .possibility__of . submitting .a request to HUD for funds for
at -grade railroad crossings. _After some discussion.,. _it -was MOVED by .Keith, .seconded by
Lust that the Staff investigate this possibility and bring..back.information regarding at-
grade crossings on "B" Street and Lincoln Avenue. City Manager McMicken reported that per-
sonnel from HUD ..will .be in Yakima this week to talk about.. the First Street to Third Avenue
street work., railroad crossing work., .traffic signal work and railroad crossing safety de-
vices. .
City Manager McMicken brought' on for discussion an off-.the-Agenda .matter regarding the
Annexation program:,. stating that on all annexation" petitions there is County Boundary Re-
view Board action which calls for a.- $25.00- filing fee, and ... the question is who 'should pay
this fee, the City or the person requesting the annexation. It was brought out that many
times the City requests the annexation and' should pay .._this .fee. .After due discussion, it
was informally agreed that the City should pay this .$25.O0.fee for all- annexations.
Councilman Keith asking. to be excused from the next meeting.. :.of June 21, 1971, it was MOVED
by Lust, seconded by Lambert _that he be excused: carried,.. Brown -., Lambert, Larson and Lust
voting aye by voice vote.. McNeice and Robinson absent.
