Lewis, being..present :_on...behalf of Operation..Coalition re Southeast Community Center, referred to his.letter..of'April_19,.1971; and'.the attached ninety day operating . budget for .theSoutheast .Yakima,.Community Center briefly reported on this situation: • He stated that they have..had.several meetings and'have._come up' with two main problems and requests. to. the City; (1) They. are_ becoming concerned with the failure of' HUD to respond to the next.step..to a contract on the Southeast Community Center building and that they feel that perhaps they would get a better response if the City Council take action • and request HUD to respond to the next step, as adequate funding is available for the.build- ing; (2) The matter of holding..the.program.to.gether financially for clerical and_..manage- ment services, .for the.90 or. more days it`will require to execute a. new federal funding package ,.They would like .to ask, the City Council to involve, itself in the. administrative cost at the Center,'which.deals..with the leadership .financing - cost, which would be that of paying the salary of..the Director,. Henry.Beauchamp,, for 90 days to six months :tntil the program is financially.covered_ again.. .After due discussion, it was MOVED by Keith, secon- . ded by .Lambert that the. Council_. authorize the City Manager and Staff to proceed with the proper. steps .to respond .Mr.. It.was then MOVED by Robinson, seconded.byvLust that the Council go, on record.as urging the Department Housing and Development to.take action on the Application that is before them regarding' Southeast Community Center building contract: carried, Brown.,.. Keith,. Lambert, Larson, Lust,,McNeice and Robinson voting aye by .voice vote. It. was brought out_ that.there:is some pending.legislation•regarding these matters.and.su that_action.be delayed for one week. It.was.MOVED by Robinson,' . seconded by McNeice that action on this matter be continued for one week: carried, Brown, Keith, Lambert.,. Larson, Lust, McNeice and Robinson voting aye by voice vote. Mr. Bob West, of.DeSal'Corporation, speaking on behalf of the K -Mart request for outside City utility.services,_stated that..at.a special Planning Commission meeting..on this matter later this ,week, they will..be presenting new plans on landscaping. City Manager McMicken . reported that after this..special Planning Commission Meeting, that this matter will be brought back before the City Council.. Councilman Robinson stated that he would like to have additional information relating. to the feasibility' and procedure or method annexa- tion of the.. area, and an explanation of the financial;aspects.of water and sewer service, at the.time that this matter comes before the City Council for action. There was no formal action taken on this matter at this -time. Reports.having been received.from.the Planning Commission on the rehearing of the Rezone • Application..filed byMr...& Mrs. George - Tucker,requesting`rezone of property located at 2002 West. Lincoln Avenue, and_on the. Rezone Application filed by Mrs. Bertha Cochran and. Mr. Wilmer A.
