McMicken - referred the :matter*of revision.of Railroad crossing design by- ._ Burlington Northern -for. Mead Avenue.and.Washington Avenue crossings to Public Works.Direc- .. tor John Mayo,,who explained. that because of some correspondence Burlington Northern headquarters .has from._Yakima citizens,•that they now planning to revise the crossing designs to include gates.and.other safety: measures which will delay this construc- tion many months ...and".will_cost...theCity'a great deal more than the previously planned crossing designs'. City Manager McMicken noting that Dick Smith, Attorney, being present in connection with the matter of the.recommendation for eliminating..parking on Stanley Boulevard, later on the Agenda, asked that...this .matter..be brought on discussion at .this time. . He stated - that` several" property ".owners -on..StanleyBoulevard have .requested that the parking be re- moved because of .young people parking there, blocking traffic and being 'a nuisance, and they do not need this parking for their own use. Public Works Director John Mayo referred to the Traffic Engineer's..Report and map which indicated- .that•all the property owners had . been contacted and with the exception of one, Mr Robinson, all are favor of re- moving the remaining parking on the west side of this street and Traffic Department and Parks Department see no reason for not _doing this. City - , Manager McMicken referred the matteraof..authorization for the City Manager to make application for -a Federal Grant in.connec.tion with ".:theinstallation of Washington Avenue Interceptor Sewer Extension #4,. to .Public Works Director John Mayo, who explained that this . Resolution is necessary to. authorize the execution of said application. for.a..federal...grant, . in accordance with the Federal_Water- Pollution Control Act, as amended, (33 U.S.C. 466 et seq.) _to the Department of Health.., ..Education and' Welfare.. of the.,United States Public - Health Service... D- 1637, A RESOLUTION. authorizing. and directing the 'City Manager of the City of Yakima to : make. an application for a federal.grant in connection with the installation of the Washington..Avenue Interceptor Sewer Extension #4. City.Manager McMicken referred to.his Report. #112, Staff Assistance for Housing Authority, which.he reviewed briefly and explained that as a result of'several meetings and..field • trips, the Yakima Housing Authority has requestedistaffing'assistance from the City so that it may proceed as fast as possible to solve some of Yakima's low income housing,- problems. He reported that the City Attorney.has.,.drawn up.an.agreement which will make available cer- tain members of the.Department.of Planning and Community Development staff for services to the HousinglAuthority on an as needed" basis, and in accordance with a proposed budget, . ,would make a loan.of $4,152 for the. 1971.fiscal.year to the Housing Authority. Mr. McMicka further reported .that once a working agreement funding have been worked out between the City and the Authority, the-Authority..wishes.to proceed as rapidly toward the preparation • of an application for a .minimum of .200 housing units (or.more) and submission to HUD, and have indicated.a desire.to scatter the low rent units throughout the community, possibly from -5 .to: 30 units_..per ,;site, and that .conside•ration may also be given. to a program called Turnkey III,' which.results.in publicly- built..single family units being ultimately owned by the tenant. After due•discussion,.it was MOVED'by Lambert; seconded by Lust that Resolu- . tion No. D =1638 authorizing the execution of an Agreement for Interim Assistance between the City of- Yakima.. and the Housing Authority of the City of, Yakima, be passed as read: carried, Lambert, Larson, Lust, McNeice and•and'Robinson °voting ayeon roll call. Brown and Keith absent. _ .RESOLUTION NO. D -1638, A..RESOLUTION.authorizing and directing the City Manager and City Clerk of the:.City of Yakima to execute an.Agreement for Interim Assistance Between the City of Yakima and the Housing Authority of the -City' of Yakima. City Manager McMicken referred to a request for .Outside Utility Service to property located at 1308 S; 44th.Avenue, owned by Russell.J. Young, and explained that this is a single family residence and..i.t is not economically practical to annex one lot. He stated that the Outside Hookup Agreement has been signed by the applicant and °recommended that this Outside Utility Service be approved. After due discussion, it was MOVED Lambert, seconded by McNeice that said Outside Utility'Service be approved: carried, Lambert, Larson, Lust., McNeice and Robinson voting aye by voice vote.
