Hearing. on = Petition No....,682,.filed by Empire Home Builders Inc., requesting annexation.of property-situated. northeast of.the..intersection of 50th and 0 Englewood, -. having .been.. continued to this' date so that the matter ,of the. zoning could be - .brought... before. the.. .Boundary.Review.Bbard;'..which hearing was waived as permitted by law,.it .. was .MOVED. by. Mr.. Jim. ORDINANCE NO. 1300, AN ORDINANCE annexing property to the City.of Yakima, and zoning said property. 0 %AnOrdinance appropriating..$3.,500.within thee Cemetery _..Fund...to.resurface.roads at Tahoma .... Cemetery, being..read in its. .entirety.at:'.this .was..lai.d...on.. the table for one or until_April 26, 1971. City..Manager' :McMicken' explained that this ..appropriation is neces- sary in order..to pay costs. for said esurfacing :of -roads.at Tahoma Cemetery; which had not been allowed for.in.the 1971...Budget. . . Mr. Jay Otto, Director .of Planning and :Community: Development, referred..to the.. Petition • signed by 16.property owners,...a copy .of which has Councilman which stated . . that they are willing to dedicate the necessary 22 feet right of way'for the public side- . . walk. and tree plantings .re..theSouth Third Avenue street widening project between Pierce and. Mead Avenues, and.r.equesting. that .the CouncilOreconsider:their decision at the.Hearing .on.March.l5, 1971,..to use Plan:A,.which.does not .require the acquiring of any right of way, . . and use P1an...B,_on their side of.,the street:and.Plan.A,..on the.other side. He reviewed the City Council .Hearing'on.this.matter - at which.time they•had.considered a petition signed by 18 of the.19 property owners that were dedica.ting.of any of:their property.for .. this street widening.project.. Mr. Otto explained that since -that time, Mr. Charles • Robey• has .visited .property .owners .on. -.his side:0of the street, which .had signed the. first petition, • . and. after - discussing .the .matter with them, :they: 'signed -.the Petition being presented . on• this date. Mr...Robey being present, spoke in..favor the petition.... Several Council'members indicated that.they would be-interested changing.their..decision and use Plan A on the one side of the.:.street.and.Pian B on theother;°'feeling.that it would be better to have tree plantings on only one side the street thanf :not to have any on either side.•'City Manager McMicken. stated .that. he feels that job should. be .done right on both sides of . the, street and .proposed that.an.attempt be: made'tooget.right of way property on both sides • . of the street before amending the previous action.. After due discussion, it was MOVED by McNeice, seconded by Lust that the Staff be..directed..to. see what can be done about acquir- . ing right,of way .on.both.sides of the - street and - then .report back to the.Council • at which time previous action can be amended accordingly :..carried, .Brown, Keith, Lambert, Larson, Lust, McNeice and voting aye by-voice' vote. . Councilman Keith reported that the Youth Involvement Study.fCommittee to.which he was .- appointed at the time this Committee.formed, has meeting approximately once each week and have formulated some. plans . Walker- Martin, Chairman of the Committee and a member from Yakima.Valley.College and Don..Gough, also of'Yakima Valley College, being present at this meeting., Walker Martin stated that - they have been on.a summer program for youth and .. .. have also been..working..with.City Attorney Andrews and that next week will have a report and Resolution to present to the. City Council..for._action. A - letter. having.been.received_from the.Kittitas - - Yakima Regional.Clearinghouse Board re the proposed•Yakima.County Health. Center; City McMicken reported that this is the first time that we have had.a Clearinghouse function - to perform authorized by Intergovern- mental.Cooperation Act of 1968, which a procedure -Ain which any and public projects will have a referral..process _so that thedifferent forms:_.of Government will be .asked to re- .view and comment on the.various..projects. The County Health Center plans and a pic- ture of.the proposed_project were discussed being noted that the'Agency Response . • Form needsto be returned. with any comments as soon as possible,.it was MOVED by Robinson, .. seconded..by.McNeice that the-..Yakima City'Council go on record as having reviewed, with . interest, the- Yakima County Health Center - project, and makes no adverse comments: carried, . Brown, Keith, Lambert, Larson., Lust, McNeice and Robinson voting aye by voice vote. • A recommendation by the Housing and Renewal Advisory Committee for appointment of Housing Advisory and Appeals Board_.as..provided in Chapter 11.20 of the Municipal Code, it was MOVED . .by..Brown., seconded by Lust..that this.matter'be referred to the City Manager and Staff for study and recommendation: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robin- son voting aye by voice ' . . A letter_ having -been received...from...the YakimaoCounty Overall.Economic Development Program •Committee inviting proposals for - grants funded through the.. Economic Development Administra- tion., City Manager.. McMicken.statedthat include with this letter, copies of the attached material which.. explains the requirements` for submitting applications and explained : these briefly. He further..stated that.the E.D.A. isanxious.and willing to see money in- - vested in Yakima..County because.it.is.the'largest and most populated county that does.not. have.an E.D.A. project... Mr.. McMicken reported that he attended a meeting was.held . . -...... April 16, 1971, with Gary._Webster of the Chamber of.Commerce, Ray Pitman represent- . ing the Visitors and. Convention .Bureau, members John Mayo, Jay Otto and Homer Matson, • at which.various projects.were discussed that might.come'under this program and he'reviewed . these for.the information.of the Council. .,.City Manager McMicken.read a.letter from the Yakima Valley College which offers to commit . $4.,800 for materials in the repair and improvement Larson Park tennis courts.
