decision, filed . by Mr. .and . Mrs:.. Robert. Lansing,-requestingr.rezOne. of property :situated at
4300 West Way, Director of . P.lanning Community - Development, :.Jay `0t -to., - spoke to this matter
reviewing the Planning Staff .Report...and the Planning Commission•Minutes of •March 2, 1971,
both of which recommended that... this .. rezone. request...be•..denied. _.He explained .that three of
the parcels .of land in question..are . presently ..develo.ped . o ,parcels faith duplexes and
one parcel with .a single family residence, :and - the ..Lansings :wish .to..build 'a duplex - on :the
fourth undeveloped lot. Mr. Otto -further.explained that the: General- Plan indicates that
this area should be•developed.. primarily -as low density:.residential and-that-the Staff•and
Planning..Commission had..r.ecommended denial for the following reasons:,
1. If. zoned R =.2, Two Family,_ Zone, the undevelope be 'subdivided .'
into three.duplex
2 •With the existing development plus three'additional duplexes, the traffic' ' •
generated 'on-: West 'Way-:would. be nearly doubled. • -
3..- While the-General: Plan proposes a mixture of housing..types in :planning • •
areas within a..1 /2 mile , radius . of the - property..in ,questibn., ;a :number .of.'

duplexes, .: triplexes , , and: apartments exist:; which . generates • •a density higher
than is recommended.for this area. ,' ..
There 'was no one• present .to speak ..in. favor .of - this. :rezone.. Property,.owners in this vicin-
ity, present at this.meeting and. speaking.against the rezone were•Mrs :'..Jeanne. Crawford,_
Mrs. Mary . Bloxom, Mrs . .Miller:; Mrs.. William Emhoff, Mrs . . William .Regimbal and Mt. Chet •.. .
Cooney. Mrs. - Regimbal brought letters from .Mrs.. Francis :.Bendit..and Mrs. Michael Kirk -.
patrick stating that they were.al_so. against this rezone.- These property owners agreed •
with the Planning Commission in that they felt more duplexes would generate traffic
lems. After due discussion, it was MOVED.by'Robinson,seconded by. Brown that Resolution
No. D -1619 affirming the action the planning' Commission :in :denying said rezone applica-
tion, be passed as Brown,' Larsbn, Lust, McNeice and - Robinson vot-
ing aye.on roll call. Keith. absent.

Petition No. 687, Notice of Intention to Commence' Annexation Proceedings, having been filed
with the City Clerk on .March 23,. 1971, by Pat Roche et al, requesting annexation of prop
erty.situated. southwest of the intersection of S...lst Street and Old Town Road, it was
MOVED ,by Robinson, seconded by McNeice that. .this.: date. be- set .as the time for a meeting with •
the initiating parties who signed the Notice-of Intention to- Commence Annexation Proceed- .
ings dated March 23, 1971, those initiating parties being Pat Roche, and Victor L. Saat-
hoff, Assistant Vice President and - Trust - Officer, Pacific National Bank of Washington,
Trustee, for.W. E. Roche :' carried, Brown, Lambert','Lar.son.,.Lust, McNeice and.Robinson
voting aye by voice vote. Keith absent. Mr. Pat Roche..and'Mr. •Victor Saathoff being .
present and indicating that they are.willing_to assume the'City's existing indebtedness,
it.was.duly moved, seconded and passed that the annexation proposed by petition no. 687,
(Notice.of Intention to Commence Annexation Proceedings) be accepted by the City of Yakima
and that the area sought to be annexed be required to assume the City's existing indebted-
ness. The above Motion was made by Robinson, seconded by McNeice and carried, Brown,
Lambert, Larson, Lust, McNeice and Robinson voting aye by voice vote. Keith absent.
Petition No...688, Notice of Intention.to Commence.Annexation Proceedings, having been
filed with the -City Clerk on March.29,:1971, by Glascam Inc., . requesting annexa -
tion of property situated at 58th and Chestnut Avenues, it MOVED by Robinson, seconded
by Brown that this date be set.,as the time for a meeting with the initiating party who
signed the Notice of Intention to Commence Annexation Proceedings dated'March 29, 1971,
said initiating party being Mr. Lee Campbell', President, Glascam Builders, Inc.: carried,
Brown, Lambert, Larson, Lust,..McNeice and Robinson'voting aye by vote. Keith absent.
Mr. Campbell, being present and indicating.that he is willing to assume the City's exist-
ing indebtedness, it was duly moved, seconded and.passed:.that the annexation proposed by
petition no. 688, (Notice of Intention tb.Commence Annexation Proceedings) bei accepted by
the City of.Yakima and that the area sought to. be.annexed required to assume the•City's
existing indebtedness. The Motion was. made - by.Robinson,.seconded.by - Brown and
carried, Brown, Lambert, Larson.,.Lust, and•Rbbinson voting aye by voice vote.

An Ordinance appropriating money within the Domestic Water Improvement.,Fund, having been
read in its entirety.at the previous. meeting of March 22,•1971, and being read Title
only at this meeting, it was MOVED-by Robinson, seconded-by that Ordinance No. 1292
providing for said appropriation, be passed as read: carried, Brown., Lambert, Larson', Lust,
McNeice and Robinson.voting aye on roll call. Keith absent.
