A Report having been received from the Planning Commission on the Rezone Application,filed by Michael M. City Manager McMicken referred an off - the - agenda item, Selection.of Firms for Park Plan- ning, to William Hutsinpiller,. Director, Department of Parks and Recreation, who explained that the Park and Recreation Commission met on January 8, 1971, for the purpose of recom- mending the hiring. -of.certain firms -to complete preliminary -plans on several proposed park and recreation projects. Mr. Hutsinpiller referred to his report listing the four firms recommended by the Park and Recreation Commission, the projects .on which'they will be work- ing and a brief report of the qualifications.of each. He stated that 13 firms, 4 of which were Landscape Architects, had. been interviewed inthree.evenings and recommended that the City Council give authorization for the City Manager and- -Mr. Hutsinpiller to negotiate a contract agreement.with the following-recommended firms: .Doudna - Williams, Miller Bath- house and Senior Citizens Center; Olsen- Richert- Bignold, Franklin Pool Cover; Richard Carothers, Randall Site Plan and Jongejan /Gerrard /Associates, Washington Site Plan. After due discussion, it was MOVED by.Lust, seconded by Lambert that .the report of the Director of Parks and Recreation be approved,.that the City°.Manager and Director be authorized to proceed with the negotiations of_contracts with four..recommended firms and that the contracts be brought to the consideration: carried,..Brown, Keith, Lambert, Lar- son, Lust and McNeice voting aye_by voice vote. City Manager.McMicken referred to.his Report #106, River Road Pump Station. -- Proposed Master Site Development.Plan, which. reviewed Yakima's Domestic Water Improvement Program, which includes besides the.Pump:..Station, the construction of a water. treatment plant, a 48 -inch transmission line,. and an equalizing reservoir.•.He..reported.that on..September 14, 1970, the Council authorized R.. S. Cameron and Associates,. A.I.A., to- develop a Master Site Development Plan .for the City's .proposed River Road Pump Station and that revised plan and his Report #106 are being presented for Council.review'and approval. He reviewed this Master Site Development Plan.in detail,'including - an explanation of Phase I and Phase II of the project, the review and approval of the Parks and Commssion and the Planning Commission, and a detailed explanation of the financing. Mr. McMicken recommended Council approval of this River Road Pump.Station.Master Site Development Plan based on the advice of members of.the City staff and the appropriate Commissions, Mr. .Cameron, being present,. .spoke to this matter and displayed the explaining it in detail and also the plans of Gray & Osborne, Consulting Engineers, who are Contract . I of Phase I. After due discussion,.it was MOVED by Keith, seconded.by Lust'that.the River Road Pump Station - Pro- posed Master Site Development Plan approved as:recommended by the City Manager's Report #106: carried, Brown, Keith :, Lambert., Larson, Lust and McNeice voting aye by voice vote. Robinson. absent. City Manager McMicken referred to his-Report #105, Data Processing Equipment Selection, which stated that with. City. Council. approval City Mana- ger Report #96, Joint Computer Center, proposals were requested from data processing ven- dors for a computer.to be used jointlyby the City and theCounty, and that proposals were received on October 16, 1970, from International Business Machines, National Cash Register, and Univac. His Report #105 explained in..detail the evaluation of the proposals, the award procedure and stated that on January 8i'1971, tentative award was.made to Univac, with the next phase.being.to negotiate a mutually contract. Mr. McMicken ex- plained that no action is necessary at this' time, unless' directed otherwise, a con- tract with Univac will be prepared for Council action. Council members indicating that they feel that this is a big step, .no formal action was taken on this matter at this time. Senator Magnuson, Chairman - of the Committee. -on °-.Commerce,., r-eferring'to matters between -the .City of .Yakima and the Federal Aviation Administration, in :connection with Federal funds for Airport improve - ments : - Mr.. McM..cken.explained that in :.March,:1970,.when the F :A.A.. had given notice of . - •final payment for.said airport and disallowed $26,235.59, and the`Council had indicated.thatthey felt a••further attempt. hould.be made to obtain the funds originally approved by F.A.A., that Senator Magnuson, as well as others, had been contacted and asked .- to check.into this matter further.
