For Meeting of:August 1, 2022 ITEM TITLE: Resolution of Interest directing staff and the Yakima Arts Commission to study and prepare the background information on the formation of a"Creative District" in the City of Yakima SUBMITTED BY: Joan Davenport, Community Development Director Randy Bonds, Jr, Senior Full Stack Developer SUMMARY EXPLANATION: At the July 5, 2022 City Council Study Session, a presentation was made by the City Arts Commission recommending that the City pursue the formation of a "Creative District". City Council endorsed this idea and requested staff to prepare a Resolution of Interest to form a district, including direction to pursue a study, discuss a potential district with stakeholders and bring a detailed report back to the City Council. R-2022- A RESOLUTION declaring that the City of Yakima is interested in forming a creative district within the City of Yakima, directing staff to move forward with any necessary activities to evaluate formation of such a district, and bringing a report back to City Council with findings from staff and the City of Yakima Arts Commission. WHEREAS, the Washington Arts Commission, or ArtsWA, has a program where municipalities can form a creative district and receive resources, grants, technical assistance, and recognition from the ArtsWA group of the district; and WHEREAS, creative districts work to grow the creative sector of a municipality and helps turn cultural and creative activities into economic growth; and WHEREAS, creative districts can benefit communities in many ways, including, but not limited to, promoting a community's creative identity,job growth, increased tourism, and live/work artist spaces; and WHEREAS, on July 5, 2022 during a City Council held a Study Session and recived information in a presentation by the City Arts Commission regarding the potential formation of a Creative District; and WHEREAS, this resolution shows the City's intent to evaluate, research and plan for a potential creative district within the City and directs staff to bring back its findings so that the City Council can determine if it should apply for a Creative District Certification from Arts WA; and WHEREAS, the City Council finds that it is in the best interest of the City of Yakima and its residents to move forward to study whether to apply for Creative District Certification, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. It is the intent of the City to research, study, and evaluate how a creative district would work within the City with the hope that the City can apply for Creative District Certification; and 2. The City of Yakima Arts Commission and City staff are directed to conduct all necessary research and studies, and provide a written report and evaluation to the City Council when complete, which should include creating a community planning team and a rough draft plan for a creative district for Council's review.
