ORDINANCE NO.. 1266., AN.ORDINANCE_ annexing property to the City-of Yakima, and zoning said property. - This being the'time fixed for the Hearing on.Petition No..676, filed by Harvey M. ORDINANCE NO. 1268, AN ORDINANCE annexing property to the City of Yakima, and zoning'said property. • In accordance with action taken.by the City Council on November 30, 1970, and an Ordinance having been prepared, it was MOVED .by Lambert, seconded*by McNeice•that Ordinance No. 1269 reducing certain business license fees, passed as read: carried, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on call. Brown absent. City Manager McMicken explained that this change in fees corresponds with the adoption of the 1971 Budget. ORDINANCE NO. 1269, AN ORDINANCE relating to licenses and business regulatiorns; levying and specifying rates of general occupationtaxes; saving-certain taxes -and penalities; and amending Section 5.52.030 of the City of Yakima:Municipal -Code. • It was.MOVED by Keith, seconded by McNeice that Ordinance No. 1270 adopting the 1971 Budget be passed as read: carried, Keith,..Lambert; Larson Lust, McNeice and Robinson . voting aye on roll call.. Brown absent. City Manager explained that-this Ordinance adopts the 1971 Budget in_its final form in accordance.with adjustments - and changes made to the 1971 Preliminary Budget as determined. hearings held the City Council and the formal public hearing.held_on December 1, 1970. ORDINANCE NO. 1270, AN ORDINANCE adopting a Budget for theCity of Yakima, Washington, for the year 1971; and appropriating funds for estimated expenditures. It was MOVED. by Robinson,.seconded by Lust that Ordinance No...1271 relating to traffic control by amending the schedule of parking meter zones.on Naches Avenue, be.passed as read: carried, Keith, Lambert, Larson,.Lust, McNeice and .Robinson voting aye on roll call. Brown absent. Public Works Director; John Mayo, reported that the west side of Naches Avenue is -now metered for - four -hour parking - and'because.of the Mall construction - and the loss of 100's of parking spaces, there is.an. extreme shortage of parking. He explained that the Chamber of Commerce, as .well.as others, have asked that-the four -hour parking be changed. to two- hour..parking and that other metered parking be 'added,, and'this Ordinance amends the Yakima Municipal. Code to carry out that request. ORDINANCE NO. 1271, AN ORDINANCE relating to traffic control; amending the schedule of parking meter zones established by Section 9:75.030'.of the City of Yakima Municipal Code. by adding Subsection 9.75.030 (a) (13) and by repealing Subsections 9.75.030 (b) (11) and (12); and declaring an emergency. In accordance with hearings and recommendations meetings, and corrections having been made, it was MOVED by Lust, seconded by :Keith that Resolution No. D -1559 amend- ing the General Plan by adding the Land Use for Nob Hill Boulevard and the Land Use Plan for Vicinity of Yakima.Valley College, be passed as read: carried, Keith, Lambert, Larson, Lust,.McNeice and Robinson voting:aye.on.roll call. Brown absent. Director of Planning and Community Development, explained the corrections that had been made to the • Preliminary Plans of both the Yakima Valley Vicinity Plan and the Nob Hill Boule- vard Land Use Plan, as recommended at the previous meetings and hearings on this matter. RESOLUTION NO. D -1559, A RESOLUTION amending the General Plan of the City of Yakima by adding, as supplements thereto, a Land Plan for Nob Hill Boulevard and a Land Use Plan . for Vicinity of Yakima Valley College. • Mr. Robert Schultz, Chairman, Housing and Renewal Committee, presented the recommendation of the 15- member Housing and Renewal Committee for establishing a Public Housing Authority. He stated that in a meeting,.after several public meetings and 'committee meetings,.a vote �( on the matter was .taken by the Committee and the vote was 11 - 2 to recommend to the City /\ Council, the appointment of a Public Housing authority for Yakima. Mr. Schultz; read the 136 . DECEMBER 7, 1970 report of the Committee which. explained.. ;that-.this.R_.15 -man Committee which.was. appointed by the City:Council-,.had spent..a.gr.ea.t- deal.of time studying- the,need.for and._.alternatives to the establishment_ of. a.. Housing Authority and the development of.low -rent public ; housing for our many very low income citizens, and,feelthat - there is an urgent need for a Public Hous- ing Authority, that..there are no..available.alternatives for:housing of these..families'and that positive action, therefore, should be•taken:by the- City•Council at an..early date. He also stated . that the...Committee had . received "the support in._their recommendation.. to the Council of three .. other.groups,..a group the Church, the Leagueof Women Voters and the Herald - Republic.. There being many•persons present to speak to this 'matter, Mayor Larson opened the meeting for discussion on'the - subject. Mr. Henry Beauchamp spoke in favor of the appointing.of..a Housing._Authority. Mr. Lorne House, representing the Property Owners. Protection Association, Inc,, theirreport in..opposition..to the crea- tion of a Housing Authority.in.Yakima, which lists 11 objections, and urged the -City Coun- cil to delay consideration..of -:the •formation• of a-Housing .Authority, giving. reasons, and listed some suggested alternatives to consider.' Others speaking to this matter, for and against, in the order that they appeared,. were as follows: Mrs. Addie Perry, 1010 S. 9th Street, spoke for the.Housing Authority; Mr. Larry Robinson, opposed; Mr. 0. F. Gilbert, opposed; Mr. Larry Richey, opposed; Marguerite Hackett, opposed and suggested bring =ng.....the matter to a vote of the people;- Mr. Richard Lee, of O.E.O., spoke for the Housing Authority, explaining the need for one; Mr$. Pat Nagle, for; Mrs. Rice, opposed,. -and re- quested vote of the people; Mr. Zahler, opposed; Mr. Tom Halahan, a memberof the Housing and Renewal Committee, spoke for the program, explaining that it will be under the control of the City.Council and not in competition with local builders; Mrs. Ransom, against; Mr. Elbert Moreland, stated he is neither for or against, but like to see the matter brought to a vote of the•people; Mr. Elwin Kelty, also would like the matter to be brought to a vote; Don Tate, opposed; Alice Nyland, 1012 N. 4th Street, against; Mr. Gary.Swenson, against, and for a vote of the people; Mr. Henry Beauchamp again .spoke in favor, stating that lots of people need housing; Mrs. Janet Russell, asked how it is determined what is adequate housing; Mr. Ed Doran and Mr. Bill Stillwater also spoke to this matter. City .of Yakima to the United States Departmen.t.of Housing and. Urban fora :.Neighborhood. Facilities 'Grant. D -1560, A.RESOLUTION undertaking an obligation by theflCity.of.Yakima as'" surety for payment of the contribution pledged - :by Operation Coalition as partial payment of the local share project costs for the SoutheastYakima Community Center project. City Manager McMcken explained that Superior Asphalt and-Concrete-Company has completed a substantial portion of the work contemplated on the .& West Avenue Arterial'Improv,•- ment Project, and there will be an unreasonable delay in the completing of the :remaining portion of the contract because of inclement weather and because construction permit's necessary to complete the project .have not yet been issued by Burlington Northern and' . Oregon- Washington Railroad and Navigation Company and that it will be in the best interests of the City to terminate the existing contract and execute -.a new contract without calling for further bids to perform the unfinished work at a later time..
