HomeMy WebLinkAbout12/01/1970 Special Meeting _ 184 DECEMBER 1,1:97O . - SPECIAL MEETING _ TUESDAY, DECEMBER "1, 1970 -, 3:00 P.M: Due Notice having - been given in accordance with the City Charter and Ordinances of the City of Yakima to each member of the CityCouncil and Councilmen having acknowledged receipt of said notice,.calling a special meeting at the hour of 3:00 P.M. on Tuesday, December 1,.1970, for the purpose of fixing the final budget for theCity of Yakima for the fiscal year of 1971, Mayor Larson, Councilmen Keith,• Lambert, McNeice and Robinson, City Manager McMicken.and City Attorney Andrews were present on. roll call. .Councilmen Brown and Lust were absent on roll call. 'It was.MOVED by Keith, seconded by McNeice that Coun- cilmen Brown and Lust be excused from this meeting: carried, Keith; Lambert, Larson, McNeice and Robinson voting aye on roll call. . The Invocation was by Councilman Keith. • There being no one present in the audience to speak to this matter, Councilman Keith stated that he noticed a reduction in the. Contingency Fund,.of. $63,.000. Mr. Keith..explaine., that he felt that more consideration. should be given to the Police•Cadet Program. He . - further explained that this program will not "be instituted. until far into the 1971 budget year. City Manager McMicken felt that an expression. of this. fact by the Council to the Staff would be appropriate and helpful. If the program would.be.instituted then money could transferred from the Contingency Fund. Councilman Keith stated that,the amount contemplated for the Police Cadet Program is $9,000. Discussion indicated that this • would amount to. approximately $350 per month salary for these men and a six hour day. The remainder of the time would be spent.at'Yakima Valley College in the Police Science Course It was MOVED by Keith,•seconded by Robinson that the City Manager and Staff be directed to proceed to.implementthe Police Cadet Program:.carried, Keith,. Lambert, Larson, McNeice and Robinson voting aye voice vote. ."Brown and Lust absent. • . • Councilman Lambert then referred to the matter of the-Sundown, M Ranch.• Mrs. Lambert stated that there is an application being considered by the State Law and Justice Committer which will mean an $80,300 program which can help divert people'and•.put them in places where they will receive help and treatment. Councilman Lambert.stated,that she felt that the Sundown M Ranch_should =be supported by the County of Yakima as well as the. City of Yakima. Discussion that a.letter.should.be sent by the City Council to the . Health Board and other involved citle.s._: reminding them of their share in this responsibi- lity: «It was MOVED by Lambert, .seconded by Keith•that the budget be changed to show $4,000 for the continued suppoft of. Sundown M Ranch: carri"ed,•Keith,.Lambert; Larson, McNeice and . Robinson voting aye . by voice vote. Brown and Lust absent. It was MOVED -by Robinson, seconded by Keith that the final budget reflect the following •changes: the Airport Fund be raised $1,000 for-engineering for air conditioning; that the compactor fortheCity Garage Fund be removed from the 1971 budget: carried, Keith, Lambert Larson, McNeice and Robinson . voting aye by voice vote.• Brown and Lust absent_... Discussion indicated that the compactor has been purchased'in the 1970 budget year. This being.the only business to be. considered at this, a special meeting of,the City Coun- cil, it "was MOVED by Robinson:,•seconded by•Keith that.the 1971 Budget Hearing be closed. at 3 :30 P.M carried, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice • vote.
