HomeMy WebLinkAbout10/13/1970 Business Meeting 1i5 OCTOBER 13, 1970 The City Council met in regular session, 'Mayor Larson presiding, Councilmen-Brown,•Keith, - Lambert, Lust, McNeice and Robinson, City Manager McMicken and City Attorney Andrews present on roll call. The Invocation was given by City Manager McMicken. The minutes of the regular meeting of October 5, 1970, having been.,duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly,, Mayor Larson declared said minutes approved as recorded. This :being the time fixed for the Hearing on the Assessment Roll for L.I.D. . No. 976, 1969 Street and Alley Paving District and there being only one protest in writing, it was MOVED by Brown, seconded by Keith that Ordinance No. 1253 confirming said district and every part thereof, be passed as read. The City Clerk read the one protest letter, filed by.Mr. Gordon•Skjelstad, 1121 S. 20th•.Avenue, who had purchased this property in July, 1969, and knew nothing about this proposed improvement at the time of purchase. He feels that his property is-not improved by this construction and that it is an unnecessary expense to him. City Engineer Fritz Jaeger reported that this property had been checked, and ex- plained how the charges were based in this District. He stated that one other letter had been received from a property owner in this L.I.D., Mr.• C.J.Wiltsey, 812.S. 16th Avenue, who was not protesting the cost of the improvement but the quality of work that was done in his area. . Mr. .Jaeger explained that this particular property had been investigated and it was found to be a drainage problem and the contractor has already been contacted to correct the situation. Council members discussed the matter of Mr. Skjelstad's protest and it was suggested that the City Engineer write a letter to him explaining how these assessment charges are fixed. .After due discussion,. Mayor Larson called for the roll call vote on the Motion to pass Ordinance No. 1253 confirming said district and it carried, Brown, Keith, Lambert, Larson,,Lust,,McNeice and Robinson voting aye on roll call. ORDINANCE NO. 1253,,, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 976 as created and established by- Ordinance No. 1178 of the Ordinances of the City of Yakima,. Mr. Kenneth Walton of the Washington Committee to Stop Litter Committee,•being present, referred to the Fact File bulletin about the Model. Litter Control Law, stating that it explains thoroughly the purpose of the Washington Committee to Stop Litter, which is to sponsor an initiative petition signature campaign to support the proposed Model Litter Control Law, and also explains in detail what the Model Litter Control Act is. Councilman Robinson indicated that he,does not feel the proposed Model Litter Control Law would be a solution to the :Litter problem, and that he believes that this is primarily designed to be against Initiative 256. He further stated that he feels that other methods should be tried first, that he feels that lowering the penalty for littering is not the answeras the problem is catching the violators. Other City Council members indicated that they are in favor of supporting the Model Litter Law as they feel it is the nearest thing to a solution to the problem at the present time. After due discussion, it was MOVED by Brown, seconded by that the Yakima City Council go on record as supporting the proposed Model Litter Control -Act: carried':, Brown, Keith, Lambert, Larson, Lust and McNeice voting aye by voice vote. Robinson voting nay by voice vote. Mr. Donald Picatti,, being present, representing the owners of the Skookum Bowling Alley Building, explained that they have- leased, at a low rental rate, a portion of the building in the basement, to the Washington,Association of Retarded Children, which they are using for a State funded program for young trainable adults, and are manufacturing ceramics as a training program and to sell. He further explained that this will be a State - Federal funded program and the State has asked that they install a lavatory facility and in ' inquiring of the C:Lty inspector about tieing into this line presently serving the Bowling Alley, they found that this cannot be done according to the City Plumbing Code. Mr. Picatti stated that the State has provided $500 to install the needed lavatory facilities, but if they have to follow the City Code to put in the necessary sewer line, it will cost approximately.$1500 and they do not have the funds available. Building Inspector Newell Pock explained that according to the City Plumbing Code, matters such as this may be handled administratively, if easements are provided and recorded as a definite easement for a certain time, and for a certain purpose only. In discussion Council members indi- cated their interest and support of this training program and ceramics manufacturing business as being carried on by the Washington Association of Retarded Children. City Manager McMicken stated that at this time the Staff is not prepared to report on.this matter as to what specific City. Council action may or may not be necessary, or if the matter can be handled. administratively. It was informally decided that this matter will be studied by the City Manager and Staff and a report will be brought back to the City Coun- cil of action taken, or if any Council action is needed. City Manager McMicken referred to his Report #98, Proposed Pol °ice Cadet Program and the attached report from Police Chief Robert Madden, which proposes a Cadet Training Program within the Police Department aimed at- recruiting young men of minority races who are in- terested in a career of law enforcement and explains the proposed program in detail. He explained that it is anticipated that the costs of schooling in connection with the pro- posed program would be funded under the Federal_Law and Justice program. He further ex- pta.ined that while he and Chief. Madden both recommend the program, the decision on funding the salaries will have to be considered during the time of budget approval for the 1971 budget. Mr. Don Tate, a member of the Support Your Local Police Department committee, being - present, explained in detail that he is against this proposed program. because Federal Funds will be involved and he is against any Federal Government support. He further explained that he feels that if. Federal funds are involved that the Civil Rights Law must be followed and that eventually there may be the possibility of a Black Panther or other such person being hired to work along with our City Policemen. Mr. Ritchie, being present, concurred with Mr. Tate. Police Chief Madden explained that theFederal funds referred to in connection with this program would be in connection with the Yakima Valley College Police Science courses, that they are controlled at the State level, and subject to local control. He reported that through. Federal funds, we are getting a Communications Center and equipment that we would not have been able to get without this help. Chief Madden also explained that when these cadets have finished their training, they must pass the same rigid Civil Service Test and other Personnel investigation as any other applicant for Police work. Council members indicated their approval of the proposed Police Cadet Pro- gram as recommended by the Police Chief and City Manager, and expressed interest in the comments of those present speaking to this matter. No formal action was taken or.is necessary on this matter at this time, but it will be considered at budget time. I 116 OCTOBER 13, 197.0 City Manager McMicken referred -to his Report #99, A Study of City of Yakima Fire Defenses, and the report as prepared by Mr. Jack Rider, stating that this report should serve as a source of information as problems arise and for making improvements to the City's fire defenses. There being no further business to come before the Council, it was MOVED by. Lust, seconded by McNeice that we do now adjourn at the hour of 4:30 P.M.: carried, Brown,.
