A RESOLUTION ratifying and approving an agreement with the Federal Bureau of
Investigation for coordination and cooperation of personnel in the Eastern
Washington Violent Gang Safe Streets Task Force - Yakima
(EWVGSSTF -Y) and approving the cost reimbursement agreement
between the agencies related to task force investigations.
WHEREAS, the mission of the EWVGSSTF-Y is to identify and target for prosecution
criminal enterprise groups responsible for drug trafficking, money laundering, alien smuggling,
crimes of violence such as murder and aggravated assault, robbery, and violent street gangs,
as well as to intensely focus on the apprehension of dangerous fugitives where there is or may
be a federal investigative interest., and
WHEREAS, the EWVGSSTF -Y will enhance the effectiveness of federal /state /local law
enforcement resources through a well- coordinated initiative seeking the most effective
investigative /prosecutive avenues by which to convict and incarcerate dangerous offenders; and
WHEREAS, the FBI has authority to pay overtime for police officers assigned to the
formalized EWVGSSTF-Y for expenses necessary for detection, investigation, and prosecution
of crimes against the United States; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Chief of Police is hereby authorized and directed to execute an Interlocal Agreement
with the Federal Bureau of Investigation (FBI) for the purpose of formalizing the relationship
between the City of Yakima and the FBI, and for cost reimbursement by the FBI for personnel
assigned to the Eastern Washington Violent Gang Safe Streets Task Force

SUMMARY EXPLANATION:
The purpose of this MOU is to delineate the responsibilities and costs for the Eastern Washington Violent
Gang Safe Streets Task Force - Yakima (EWVGSSTF -Y) personnel and formalize relationships between
participating agencies for policy guidance, planning, training, public and media relations; and maximize
inter - agency cooperation.
The mission of the EWVGSSTF-Y is to identify and target for prosecution criminal gang enterprise
groups responsible for drug trafficking, money laundering, alien smuggling, crimes of violence such as
murder and aggravated assault, robbery, and violent street gangs, as well as to intensely focus on the
apprehension of dangerous fugitives where there is or may be a federal investigative interest. The
EWVGSSTF -Y will enhance the effectiveness of federal /state /local law enforcement resources through a
well- coordinated initiative seeking the most effective investigative /prosecutive avenues by which to
convict and incarcerate dangerous offenders.
The Cost Reimbursement Agreement details the FBI's authority to pay overtime for police officers
assigned to the formalized Eastern Washington Violent Gang Safe Streets Task Force - Yakima
(EWVGSSTF -Y) for expenses necessary for detection, investigation, and prosecution of crimes against
the United States.
