A RESOLUTION ratifying the declaration of an emergency and authorizing the City
Manager to execute all applicable contracts for the repair of the roof
and water damaged interior at Fire Station 92, located at 7707
Tieton Drive
WHEREAS, Article VI, section 6 of the City of Yakima Charter and the Yakima
Municipal Code Chapter 1.80 provide that the City Council may declare an emergency
dispensing without the necessity for bidding for services, material, and equipment and
supplies costing more than $25,000, and
WHEREAS, the building roof of Yakima Fire Station 92, 7707 Tieton Drive,
suffered damage and substantial leakage caused by storms that occurred in May 2015,
and
WHEREAS, in order to secure the property, prevent further damage to the
building and equipment within the building, and to repair the damage as quickly as
possible, the City of Yakima has sought and received cost estimates for the necessary
repairs of such structure; and
WHEREAS, the City Council finds and determines that the damage to Fire
Station 92 constitutes an emergency requiring immediate repair in order to preserve the
ability of the City's fire department to provide emergency response, and finds and
determines that it is in the best interest of the City to declare an emergency and
authorize the execution of all necessary documents to repair the roof and water
damaged interior at Fire Station 92; now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
An emergency is hereby declared pertaining to the damage to, and need for
immediate repair of, Fire Station 92, and the City Manager is hereby authorized to retain
emergency repair services and to execute all necessary and appropriate documents to
accomplish the repair of the roof and water damaged interior at Fire Station 92, 7707
Tieton Drive, without calling for bids.

SUMMARY EXPLANATION:
Recent heavy rains exposed weaknesses in the aging roof of the Tieton Drive fire station facility, and
allowed water to migrate past the roofing material and decking — saturating insulation and interior ceiling
panels. To avoid future damage to this facility, necessary to take quick action to replace the roof and
perform the associated interior ceiling repairs. Completing a lesser repair today will surely result in a more
systemic and costly repair in the future.
This is a resolution declaring an emergency, thereby authorizing the City Manager to execute a contract
for the repair without asking for bids.

My division's recommendation for an emergency purchase order and waiver of the quote or bid requirements is based
upon an objective review of the emergency situation and appears to be in the best interest of the City.
1 understand that if this purchase is over $24.999. or if any change orders to this purchase increase the amount to
$25,000 or over, that our division must initiate and prepare necessary information (Resolution) to advise City Council that
