The two overall phases of construction will be further separated into sub-phases (i.e. Phases 1A, 1B, and 2A) •Project Cost $2.2 Million -100% paid for by the FAA Project Details: •Contractor: Central Washington Asphalt (lowest bidder) •Project Start: May 2, 2022 •Projected Completion: July 22, 2022 4 Serco Business CSPPConstruction Safety Phasing Plan 5 Serco BusinessTaxilane Charlie Project Elements: •New taxilane will provide the infrastructure to develop new hangars with runway access on the south side of the airport. •Included in the project: demolition/modification of 2-3 hangers, safety area grading, and utility improvements •Designing is almost complete and anticipate having the contract documents ready for Owner/FAA review •Prior to bidding we intend to coordinate with FAA on the funding outlook and if FAA concurs on bid timing. Construction for the project is scheduled for the spring/summer of 2023. Project Details: •Design Cost: $220,000 (grant application submitted) •Estimated Total Cost: $2 Million (90% paid for by FAA, 10% paid from Airport’s PFC’s) 6 Serco Business Design 7 Serco BusinessTerminal Building Project Elements: •Environmental evaluation (Cat Ex. On 24JAN22) determined by FAA that “No further NEPA review required” •Currently scoping for the Terminal Reconstruction Concept Study •Provides City/Airport opportunity to make early key decisions regarding the building footprint, layout, height, theme, delivery methods •Next Steps: finalizing scope of work, City review/approval, FAA approval, IFE concept study consultant fees, negation (as needed), and contract. •Concept study estimated to take 10-18 months •Next Phase: design, bidding, pursuit of funding for construction phase •COY has applied for a competitive terminal grant program under BIL. Currently awaiting a status report. •Current funding: $5 Million in the form of a congressional earmark •Provides funding for concept study and design •In position to receive a second $5 Million earmark in 2022 federal budget •Provides funding for preliminary construction efforts •Estimated total cost $35 Million •FAA will help secure discretional funding for construction 8 Serco BusinessRunway 09/27 Extension Project will consist of the following project elements: •Design and Engineering services and Construction. •This project will need to move up in priority as Alaska Airlines recently announced that the current Bombardier Q400 will be phased out for the Embraer ERJ 170/175 fleet. •Current MPU has identified this aircraft will require approximately 7,800 feet of runway (current length 7,604’). •There is room for an extension to the west, but early coordination will be key in order to make this happen. •This project may bump other projects currently identified in the airport SCIP. . 9 Serco Business Design 10 Serco Business •New multi -use ARFF Building (ARFF, COY Fire and Police) •Proposed adjacent to coffee stand / North of airport administration office •Safety enhancements •Decreasing critical response time •Provide local police presence •Currently creating site plan alternatives to determine a building footprint and efficient building orientation •Next steps: Environmental Cat Ex (NEPA ) and/or concept study, or a full architectural design effort •Seeking funding to assist in local match offset •Estimated total project $10 Million •Submitted ARPA grant for $5 Million to help fund this project. Aircraft Rescue and Fire Fighting (ARFF) Building 11 Serco BusinessSnow Removal Facility Expansion and Equipment Purchase Facility •Currently in planning phase •Will be used to house equipment for maintenance and snow removal operations •FAA requires new SRE equipment that is acquired must be stored indoors to increase the life of the equipment •Once plans progress, we will be in pursuit of a Cat Ex through a project specific NEPA finding •Estimated total cost: $5 Million •Funding through FAA and AIP will be sought Equipment •Currently have two 1992 Oshkosh runway plows that have exceeded their useful life span with major maintenance projects •Procurement would consist of purchasing of two high speed runway plows that are essential to keep the airport in operation during winter months •Estimated project cost: $1.5 Million •FAA will pay 90% through BIL infrastructure grant and 10% from Airport’s PFC’s 12 Serco BusinessRunway 04/22 Rehab and Construction •Rehabilitating runway 4/22 in the form of mill and overlay •Included in the project •New runway lighting system •New lighted runway signs •Runway narrowing to 75’ width •Asphalt and concrete pavement removal •Pavement milling •Crack seal •Paving fabric •RSA/OFA grading •Drainage concerns •“Hot Spot” mitigation •Installing new fillets at all intersections •Updated pavement marking •Surface rehab and geometry revision to meet B -II standards •Estimated total cost: $3.5 Million 13 Serco Business Jaime Vera Interim Airport Director 509-575-6010 Jaime.Vera@yakimawa.gov THANK YOU 14
