D -1515, A RESOLUTION fixing the.time and place for hearing on a petition for the.vacationof a portion of the alley south of McKinley Avenue'betweeri Lewis Avenue and North 16th Avenue, within the'City'of Yakima..' "' - • An Ordinance authorizing a loan from the Transit.Fund to-the-Airport-Fund, extending -the repayment date of a previous - loan and appropriating the money :loaned to the Airport Fund, having been read it ints entirety-at this meeting, was laid on the table for.:one'week or until July 27, ,1970. - City. Manager McMicken explained that the cost of the capita- outlay for this-Fund is more_ than -was :anticipated,,- which.,is _ causing the _loan .to be - made at this time. - ... - A. letter having'been received from Mr. W.J. Beerman, 2 416 'South 1st' Street lby the City Clerk on July 15, 1970; requesting review of proposed essments - - -for LD,.• 980, South First Street and East Washington Avenue Sewer District. City Manager McMicken explained that several other propexr .owners who had attended .the .hearing on the matter creating this.District felt they .had not been,givena chance to .be heard at- that__ time,, and recommended that the Council. hear this matter_ again. ",After due discussion, it Was': MOVED by Keith:, seconded by Robinson that August 3, 1970 be set as the ,time of hearing by the City Council on.this matter ; ,, carriedBrown, Keith, Lambert,. City Manager McMicken ," referred - to.the' matter of a. study of average gross'rentals which' would mainly involve. the Southeast.Community Area.. He stated that there are three parcel - which are being purchased and, that this study has to 'be._made in order that the City may apply for assistance for various projects, to the United States Department of Housing Urban Development. He further stated that the Department of Planning Community Development has performed such a study,and has prepared.a schedule of gross rentals for standard housing'in the Yakima locality which requires the approval of the Council. It was then MOVED by Robinson, seconded by Brown, that Resolution No. D -1516 approving said schedule of gross rentals for standard housing,' passed as read: carried, Brown,'Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1516, A RESOLUTION approving a schedule of gross rentals for standard housing in the Yakima locality. City Manager McMicken referred the matter of the purchase of .certain tax title property from Yakima County and the sale of such property to City Attorney Andrews. Mr. Andrews explained that he_had met with the City Treasurer and found that the City can purchase this property from Yakima County for the amount of unpaid county taxes together with.cost- or $16.69. Mr. Andrews further explained that Mr. Eugene Roberts, 25 Belgold Drive offer=. to buy said property for the purchase price of $65.00, together with the fee for recordin. the deed. After due discussion, it was MOVED by Keith, seconded by Robinson that Reso- lution No. D -1517 authorizing the purchase and sale of said property, be passed as read: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting on roll call. RESOLUTION NO. D -1517, A RESOLUTION authorizing the Yakima City Treasurer to purchase certain tax title property from Yakima County, and authorizing the. sale of that property. City Manager McMicken referred to his Report No. 93 regarding changes in garbage rates. He_ stated that the rates haven't been raised since 1961 and that at the present time the City rates are 20% below average in other cities similar to Yakima. Mr. McMicken gave the :following figures for Eichler Garbage. Eichler pays a $100.00 a year Business Licens= $100.00 per truck Regulatory License and they pay the City $26,000 for the use of the disposal cite. Mr. Les Watkins, 613 South 17th'Avenue, stated that. at first he could not understand the reasons for raising the rates but that in listening to the explanation by the City Manager and City Council assumed that the real reason for raising the rates was for the additional expenses for carry out and for grass clippings and that he felt this was justified. City Manager McMicken recommended that the basic residential one can curb side service be raised.$.15 per month and carry out service be raised $.25 per month and that the basic charge for additional cans be $.50 per month, effective. October 1, 1970. • He also stated that Multiple dwelling rates should be raised-and that the plastic bag for grass trimmings be studied further. After due discussion, it was MOVED by Robinson, seconded by Brown that an Ordinance be drawn up in accordance with these recommendations and that a Hearing date be set for August 10,1970: carried, Brown, Keith, Lambert, Larso Lust, McNeice and.Robinson voting aye by voice vote. City Manager McMicken referred to his Report #92 regarding the Adoption of the 1970 Building Codes. He stated that we are now using the 1967 Edition and that it has been th- practice of the last number 'of yea's, that these Codes be revised every three years. Mr. • . ■ 81 ' JULY 20:1970 ' . • McMicken that before these Codes, are adopted, the various Departments, Builde•rs,• plumbers and other affected persons should be given an- opportunity to review them. He fur- ther stated that a meeting of the people affected by. the Building Codes beheld on • Wednesday, July 22, 1970, at,7:30 P.M: After•due discussion, it MOVED by Robinson, seconded by that August 3, 1970, be fixed asthe time of hearing by the City Council on the matter :of adopting the amendments•and any•other'changes along:with the Building . Codes: carried, Brown, Keith, Lambert, Larson, Lust,'MCNeice and Robinson voting aye by voice vote. •, City Manager McMicken referred to a letter from the. Department of, Ecology requiring the expansion of• the City Industrial Water Treatment Plant'. The. letter indicated that the • Water Pollution-Control Commission adopted water quality standards for intrastate waters, which includes the Yakima River on :,:Jan•uary•"8 , - 1970.. •_, Mr. ' McMicken.' stated t_ ha,t • a•, timer • schedule "which would begin March 31,'1971 and end June 30, :`1973, has, been set up to accom- plish the necessary improvements and that there will be grant -funds available to assist in the construction, modification, or improvement of facilities. He further - stated that • appliotions for these grants will be available after the engineering. report for the•projec. S� is completed and. approved by the Department of Ecology, and that this 'application must be . received by the Department before May 15, and November:l5,.•for - the June and December • priority rating period. Mr,. McMicken requesting that the Council authorize -a meeting :with CH2M to discuss the steps that should be' • taken, it was MOVED by Robinson, seconded by McNeice that authorization be :given•to contact CH to plan a meeting to discuss expansion of the City Industrial., Waste Treatment Plant is recommended: carried, Brown, Keith, Lam - bert, • Larson, Lust, McNeice and Robinson. voting aye by voice. vote. City -Manager McMicken referred to a letter from the Department of Ecology concerning Water •Pollution Control and Abatement Plans for Sewage Drainage Basins and stated that this is fo information• Only. - • . .
