The. City Council 'met in regular session, Mayor Larson presiding, Councilmen Brown, Keith,
Lambert., Lust, McNeice and Robinson,, City Manager McMicken, and City ' Attorney Andrews

The Invocation was given by Councilman Lust.
The of the regular meeting of June 29, 1970., having been duly certified accurate
by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor
Larson declared. said minutes approved as recorded.
In accordance action taken'by the City Council on June 29, 1970, and a Resolution
affirming the Planning Commission's action and denying the rezone,'application filed by
Safeway. Stores, Inc., having 'been prepared, it was MOVED by Keith,'seconded . by McNeice
that ResolutionNo. D -1510 affirming said action and denying said rezone application, be
passed as read: carried, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on
roll call. .Brown not voting. ' .

.RESOLUTION.NO. D -1510, A RESOLUTION affirming the action of the Planning Commission and
denying 'the application of. Safeway. Stores,. Inc., authorized agent of Mr.and Mrs. Ray K.
Embree,..owners,.requesting rezone of 'property situated at the southwest corner of.Summit-
view Avenue. and 56th Avenue, in the City of Yakima, Washington, from.R -3, Multiple Family
Zone, to•B -2`, Local Business Zone. .
It was MOVED by - McNeice, seconded by Robinson that' Ordinance No. 1229. adopting a classi-
fication plan and salary ranges, which shall be in force as of. July 1, 1970, be 'passed as
read: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on
roll call. City Manager McMicken explained that this follows the action taken last week
by `the City Counc it . He further , explained' that this does; not include any . part -time •
employees.`

ORDINANCE NO. 1229, AN ORDINANCE adopting a classification plan, and salary ranges. for city
employees; amending Section. 2.20.100 of the City 'of Yakima Municipal' Code; and declaring
an emergency.

An Ordinance appropriating money in various funds to the salaries and wages classification,
having been read in its entirety at this meeting, was laid on the table for one week or
until July 13, 1970. City Manager McMicken explained that the appropriations provided for
'in-this Ordinance are necessary to pay salaries'of city employees for the balance of the
current year.
A letter having been received from the Central Washington Fair requesting the City Engi:=
neer's Department to design. and outline new water .mains and fire hydrants, City Manager
McMicken explained that in accordance with previous meetings, the Board of Directors of
the Central Washington Fair Association requests the approval of the City of Yakima, for
this work to be done under the supervision and according to the city regulations, with the
understanding that the improvements will be paid for by the Central Washington.Fair
Association. He further explained that the Engineering staff has designed several alter-
natives for the Fair Board to consider, which have been_referred.,to in this letter from
the Central Washington:Fair: There was discussion regarding annexation of this property.
Councilman Lambert stated that she feels that it is in the best interests of the City as a
whole to actively seek to have this area annexed, as they do enjoy a number of City
services at the present time. She further stated that she feels annexation would benefit
the Fair people and the people who attend the Fair, because they would have the services
of the City Fire and Police Departments, and suggested that authorization be given to.
grant this request, but that an outside hookup agreement be signed, which would,obligate
them to annex at a future date. Councilman Robinson stated that the Central. Washington
Fair does not pay any real estate taxes, that he does not see that there would be any
benefit in annexing this property, and that he would not be.in favor of exacting any out-
side hookup agreement with them. Councilman Lambert stated that there are times when
cities do not necessarily receive financial benefit in an annexation. It was then MOVED
by Lambert, seconded by Keith that we do cooperate with the Central Wasington Fair request
ing the City Engineers to design the water mains and fire hydrants, with the condition
that they sign an outside hookup agreement. ,Councilman Brown indicating that although
he is interested in annexation, he doesn't see why the Central Washington Fair should have
to sign an outside hookup agreement and is favor of assisting them in any way we
possibly can. Councilman Keith stating that :we do receive some revenue in the way of
Sales Tax and Admission Tax, indicated that requesting them to sign an outside hookup
agreement does not mean that there will be annexation proceedings in the near future.
• Councilman Robinson again indicated that he feels it would be a serious error to raise the
issue of annexation and the signing of an outside hookup agreement. After due discussion,
Mayor Larson called for the voice vote on the Motion to grant this request, with the con-
dition-that an outside hookup agreement be signed and it failed for want of a majority
vote, Keith, Lambert and Lust voting aye by voice vote. Brown, Larson,. McNeice and Robin-
son voting nay by voice vote. It was then MOVED by Robinson, seconded by McNeice that we
continue to cooperate with the Central Washington Fair Board and that authorization be
given to proceed with the plans as recommended for the design of the water mains and fire
hydrants: carried, Brown,. Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye
by voice vote. Councilman Lambert stating that although she is still interested in annex-
ing the property, she will vote yes on the Motion as stated.
City Manager McMicken stated that at the.request of the City Council for a study of the
use of P.V.C. plastic pipe and fittings in commercial buildings, the Chief Building In-
, spector and Plumbing Inspector have researched the technical materials supplies by the
manufacturers of P.V.C. and A.B.C. plastic pipe and fittings. Mr. Newell Pock,•Chief
Building Inspector, stated that the latest material received by their office limits the
use of P.V.C. plastic pipe and fittings to residential occupancies not over two stories
.in height and certain limited applicable industrial waste applications as shown by a re-
port of the Recommendations of the International Association of Plumbing and Mechanical
Officials dated June, 1969. He further stated that while most of the test date of these
products shows no failure of P.V.C. plastic pipe, they specifically call attention to the
• fact that certain chemical waste drainage systems demand specific chemical resistance
service requirements. Mr. Pock indicated that it is felt by his office that each problem
of drainage waste from commercial establishments be handled on an individual basis rather
than an overall allowable use of plastic pipe in commercial buildings, and that each new

chemical or .product that has not been previously tested, should be so tested before a. •
decision is made to allow the. use of. P.V.C. A.B.S. plastic.pipe in commercial build -
ings. He further indicated that the inspectors work with architects and the' plumbing_ .
industry in the use of certain plumbing materials. City Manager McMicken indicated that
this report is for the information of the City Council as requested, and that he relies on
the Uniform Building Code as being tested and approved, which designates that the Building •
and Plumbing Inspectors are to administratively determine alternate materials to be used,
when necessary, in certain types of buildings. • •
City Manager McMicken referred to the matter of granting authorization to implement the

plan creating the one -way couplet on "B" Street and ,Lincoln Avenue from 6th Street to 5th
Avenue, and, explained "that this had been introduced when the CBD Plan Hearing was held.
He further explained that because of its connection with the overpasses, it was decided
that this would be taken•up at a• later date and it was excluded.from getting Council appro-
val along with the other CBD projects approved at that time. • Mr. McMicken "stated that
. now that the construction on the Bridge overpasses has been delayed, the work on the couple
could be done at the same time as other street projects in the CBD Plan. Public Works
Director John Mayo explained that certain street projects are scheduled to be started in
June, July and 'August and recommended that authorization be given to go ahead.with. "this
work on the'one -way couplet on "B" Street and Lincoln Avenue. .Council members discussed
the matter and asked questions about the necessity of beginning work'on this project before
work on the bridge overpasses is started. Mr. Mayo explained that the material is avail-
able for this work and some Federal funds are available for some of the street projects in
the•.CBD Plan to be started at this time, and if they are not used, they may be lost.
Councilman Robinson indicated that he feels that the work on this couplet should not begin
until shortly before the bridges are completed. After.due discussion, it.was MOVED by
McNeice,_ seconded by Lambert.that the proper legislation ,be prepared giving authorization.

There being no further business to come before the Council, it was MOVED by Lust, seconded
by Keith that we do now adjourn at the hour of 5:05 P.M.: carried, Brown, Keith, Lambert,
