The -Invocation was given by .Councilman Lambert. .; - The minutes of the regular meeting of. March 16, 1970, having been duly certified - accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said ,minutes approved as recorded. _ _ This being the. time ,fixed..for •the :Hearing on-Resolution of . City Manager McMicken referred .the matter of the presentation of preliminary site:and -building design of the Southeast Center to Mr. Robert Williams of Doudna & Williams, Archi- tects, who displayed the, preliminary plans and explained them briefly. Mr. Williams stated that the reason for.presenting the. preliminary plans at this meeting is .so ques- tions may be asked and any suggestions might be before_the submission.of_the. final site and building plans. -After some discussion, and there being no further questions, or ,suggestions, . Mr.. Williams ;stated .•that,ithe final .plans will be ready next week. .Police Chief Madden reported that the .State Law and Justice which was formed a few years ago, now has quite a few committees formed, one of which has been working for a grant to update the communications system of the City of Yakima and this past week this grant was received, which will amount to a little over $9,000. He further reported that they have already started to get equipment such as 11 a remote.control unit and will have an emergency frequency in the'Yakima Valley which will eventually tie in with five counties. He reported that other committees, such as the Juvenile Committee, Mental Health Committee and others are also doing fine work and representatives from all of the committees will be attending the Providence Heights Seminar. Lt. Bernard Kline of the Police Department reported on the Gold Shield Program, explain - ingthat it is designed to provide a sanctuary for those persons, both young and old, who are made victims in some form of criminality of the streets of Yakima. He stated that they hope to have at least one home and preferably two each block designated as Gold Shield homes. .Lt..Kline reported that they have been working with the P.T.A.'s and have had good response to the program and now have almost 200 designated Gold Shield homes and hope to have around 500 to 600 within the next month. City Attorney Andrews gave a progress report dealing with the Justice Court Districting Program. He reported that he attended a meeting on March 6, 1970,-of the Justice Court Districting Committee. He_further reported that amendments to the Districting.Plan recommended by the Steering Committee to the Justice Court Districting Committee, are re- viewed and that the Plan may be amended only in January of any year, and must be reviewed by the County Commissioners. Mr. Andrews stated that the present plan that was developed last year, has.been reviewed by the Steering Committee and the County Commissioners will have a hearing on the proposed amendments, most of which do not affect the City of Yakima. He reported that the District Court, besides sitting in the County Courthouse with its two and three court rooms, has retained one court room for the purpose_of arraigning City prisoners, which would make it necessary to transport them across the street each morning. Mr. Andrews indicated that it is his recommendation and that of the City Police Department that a small Municipal Court Room be retained in City Hall as a court room of the District Court, for the sole purpose of arraignment and that this recommendation will be made to the Commissioners at the Hearing, which he will attend and follow through on this matter. He stated that it would seem more satisfactory to have a Judge come to this room every - morning to make the arraignments instead of transporting the pri:s.o_ners across the street to the Court House. City Manager McMicken stated that the matter regarding the combining of the Statewide - City Employees and State Retirement System is brought on as a matter of policy. He indicated that the Staff in reviewing this matter, feels that it would be less costly to improve the Statewide City Employees Retirement System than to combine it with the Public Employees Retirement System at this time and would like to work toward this idea, and recommends that the City Council approve the following letter to be presented at the Pub- lic Hearing on this matter to be held in Olympia, March 24,.1970: 'City of Yakima March 23, 1970 State of Washington Public Pension Commission Legislative Building Olympia, Washington' 98501 .Atten: Mr. Walter Williams, Chairman Gentlemen: With reference to Consolidation of Statewide City Employees Retirement System with the Public Employees Retirement System, the City Council of the City of Yakima is interested in providing adequate benefits to employees and appreciate the efforts expended to accomplish -this. However, -we feel this can be accomplished adequately through amendments to the Statewide City Employees Retirement System. City Manager McMi.cken stated that in connection with the request for extension of retire- ment age for certain Park employees, that this matter was discussed when the Metropolitan Park District was dissolved and the City Park District was formed. He explained that there are six older 'men overf65 years of age that work as temporary seasonal park care- takers and in order for these men to continue working for the City as recommended by Park Director William Hutsinpiller, it is necessary to amend Resolution No. D -435, adopted August 13, 1962, by which the City Council declared its policy regarding retirement age for city employees to be that no extensions of the retirement age beyond the age of sixty - five years would be granted. Mr. Hutsinpiller explained that these men are experienced park caretakers and are willing to come back each year to work on this temporary seasonal basis, and that it is difficult to find younger men to work on this basis. After due dis- cusion, it was MOVED by Brown, seconded by McNeice that Resolution No. D -1460 declaring the policy of the City regarding extension'of the retirement age of certain City employees beyond the age of 'sixty -five, be passed as read: carried, Brown,. D- 1460,.A RESOLUTION declaring the policy of the City of Yakima regarding extension of the retirement age of city employees beyond the age of sixty -five years, and amending Resolution No. D-435 adopted August 13,: 1962. . City Manager McMicken explaining that Cornell,. Howland, Hayes and Merryfield is presently performing engineering services for. the City in accordance with an Agreement to Furnish Engineering Services to the City of Yakima, for Water System Improvements, dated May 6, 1966, and it is now recommended that this agreement be amended;to include engineering services for the design and supervision of construction of an equalizing reservoir, it was MOVED by Keith, seconded by Lust that .Resolution No. D -1461 authorizing the execution of an Amendment to said agreement, to add-design of equalizing reservoir to the engineering services being performed by Cornell, Howland, Hayes and Merryfield, be passed as read: carried, Brown,. D -1461, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an Amendment to Agreement to Furnish Engineering Services to the City of Yakima,. Washington, for Water_System 'Improvements to include engineering services for the design and supervision of constructions of an equalizing reservoir to be performed by Cornell, Howland, Hayes & Merryfield. City Manager McMicken explained that the United States Department of Agriculture occupies space in the Central Building at the Yakima Municipal. Airport and is being supplied elec- tric service for which they have not been paying anything up to this time. He further explained that there is no separate meter to measure the amount of power used, but an estimate has been made which amounts to about $70.00 per month, and he recommends that an agreement be executed to this effect. .After due discussion, it was MOVED by Lust, secon- ded by McNeice that Resolution No. D -1462 authorizing the execution of an agreement with the United States Department of Agriculture for electric power service to premises occu- pied by them in the Central Building at the Yakima Municipal Airport, be passed as read: • carried, Brown,. D-1462, A RESOLUTION authorizing and directing the City Manager to execute an agreement with the United States Department of Agriculture for electric power service to premises occupied by the United States Department of Agriculture in the Central Build- ing at the Yakima Municipal Airport. e . City Manager McMicken explained that in the widening and improving of a portion of South 24th Avenue, a street right -of -way needs to be obtained from School District No. 7, and the School District has offered to convey said right-of-way in exchange for some repairs and improvements relating to McClure School, in accordance with an agreement which he is recommending be executed between the City and School District No. 7. After due discussion, it was MOVED by Brown, seconded by Keith that Resolution No. D -1462 authorizing the exe- cution of an Agreement for Repairs and Improvements with the Yakima School District No. 7, be passed as read': carried, Brown, Keith,.Lambert, Larson,. Lust and McNeice voting aye on roll call. Robinson absent. RESOLUTION NO. D -1463, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an Agreement for Repairs and Improvements with the Yakima School District No. 7. City Manager McMicken referred to City Attorney Andrews' Memo which explains that the damage claim filed by Mrs. Robert A. Kelley, Jr., 1214 South 24th Avenue, for damages in the amount of $108.85, caused by a sewer backup, has been investigated and recommends that said damage claim be paid. After due discussion, it was MOVED by Lambert, seconded by Brown that Resolution No. D -1464 authorizing payment of said damage claim, be passed as read: carried, Brown, Keith, Lambert, Larson, Lust and McNeice voting aye on roll call. Robinson absent. RESOLUTION NO. D -1464, A RESOLUTION authorizing payment of a Claim for Damages filed against the City of Yakima by Mrs. Robert, A..Kelley, Jr. City Manager McMicken explained that some time ago the City signed a Consent to Assumption and Assignment relating to the lease of space by Air West, Inc., in the Terminal Building at the Yakima Municipal,. Airport, to Hughes Tool Company, which is now Hughes Air Corpora- tion, and makes it necessary to do this again with the right name. He reported that the amount now past due owed to the City and which will be received the first week in April, is $26,650.67. After due discussion, it was MOVED by Keith, seconded by Lust that Resolu- tion No. D -1465 authorizing the execution of said Consent to Assumption and Assignment, be passed as read: carried, Brown,. D -1465, A RESOLUTION authorizing and directing the City Manager of the City of.Yakima to execute a Consent to Assumption and Assignment relating'to - the lease of space by'Air West, Inc., in the Terminal Building at the Yakima Municipal' Airport. • City Manager McMicken explaining that it is necessary to execute the annual agreement for the year 1970 with each of the various towns.and districts for the continued operation of Fire Alarm Headquarters, it was MOVED by'Lust, seconded by McNeice, that Resolution No. • D -1466 authorizing the execution of agreements for the operation of Central Fire Alarm Headquarters, be passed as read: carried, Brown,.Keith, Lambert,- Larson, Lust and McNeice voting aye on roll call.
