HomeMy WebLinkAbout02/16/1970 Business Meeting 14 FEBRUARY 16, 070 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Keith, Lambert, Lust, McNeice and Robinson, City Manager McMicken and City Attorney Andrews present on roll call. . The Invocation was given by Councilman Keith. The minutes of the regular meeting of February 2, 1970, having been duly certified accu- rate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. On the regular meeting date of February 9, 1970, a quorum not being present, no minutes were signed by the Council. This being the time fixed for the hearing on the matter of considering amending the General Plan for the City of Yakima by adding as a supplement thereto, a volume entitled Parks & Recreation Plan, Yakima, Washington, it was MOVED by Robinson, seconded by Brown that Resolution No. D -1442 amending the "General Plan for the City of Yakima" to add said supplement, be passed as read. Principal Planner Ed Loidhamer presented the Parks & Recreation. Plan and Plan Map and explained that this plan.was developed in 1965 by the Metropolitan Park Department and the City Planning Department. He further explained that this was a general plan of the parks at that time and describes future plans and improve- ments to existing parks. Mr. Loidhamer stated that the plan has some unique, but rather general concepts, regarding park and recreational facilities from Gap to Gap and the development of greenways througho,.0 t the City. He indicated that present plans are to bring this Parks and Recreation Plan more up to date and to submit a new Park Plan in the future. Park Director William Hutsinpiller explained that the adoption of this Plan by the City is one of the requirements by HUD prior to application for Federal funds and that the Parks and Recreation Plan-has been approved by the City Planning Commission. After due discussion, Mayor Larson called for the roll call vote on the Motion to pass Resolu- tion / - 1442 amending the General Plan by adding as a supplement, the Parks & Recreation Plan, and it carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1442, A RESOLUTION amending the "General Plan for the City of Yakima" by adding as a supplement thereto a "Parks and Recreation Plan ". A Damage Claim having been filed with the City Clerk on February 5, 1970, by Harold Parris 201 West Naches, Selah, Washington, in the amount of $578.99 for damages to'his automobile as the result of an involvement with another auto which was in a funeral procession, and claimant indicating that there was no Patrolman in evidence directing traffic, it was MOVED by Robinson, seconded by Lust that said Damage Claim be referred to the City Manager and. Staff for study and recommendation: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye by voice vote. An Ordinance appropriating $5,000 in the Irrigation Fund to purchase steel pipe, having been read in its entirety at this meeting, was laid on the table for one week or until February 24,1970. City Manager McMicken explained that this appropriation is necessary to replace existing wood stave irrigation pipe which services the general system in the vicinity of the purposed 40th Avenue connection to the future North -by -pass Highway. He further explained that neither the County or State wished to repair this pipe and requeste• that it be done by the City forces. He indicated that the City will be reimbursed by the County, who will be paid by the State. Mr. Larry Robinson presented some printed matter to Council members regarding fluoridation City Manager McMicken referred to the matter of awarding the annual bid for City adver- tising. In accordance with Resolution No. D -1439 prescribing a form of contract for City advertising and directing publication of notice for proposals, two bids for the City printing for,the period commencing February 17, 1970 and ending on the third Monday in :February, 1971, were received and considered by the Bid Board on this date as follows: 1st Insertion Column, Inch 2nd Insertion Yakima Herald Republic 1.92 1.44 Sun Publications .99 .99 City Manager McMicken referred to written information presented to the Council members from both newspapers regarding costs and circulation. He explained that according to the Yakima Municipal Code, the Bid Board consists of the Purchasing Agent, the City Clerk and a member of the Department calling for bids and in this case, the City Attorney sat on this Bid Board. He further explained that the City Clerk and the Purchasing Agent recommended that the bid award be made to the Yakima Herald Republic as being the lowest best bid, because it reaches a circulation of 38,000people, and that the third member of the Bid &yard, the City Attorney recommended that the award be made to Sun Publications as being th:; lowest bidder. In discussion, Councilmen Lambert and Robinson indicated that they feel . this is a matter of cost to the City and should be awarded to the lowest bidder. Mayor Larson_indicated that he felt the award should go to the newspaper reaching the most people. Mr. Richard Clester of the Yakima Herald Republic and Mr. Gary Jackson of the Sun Publications were present and spoke regarding their publications. After due discuss- ion, it was MOVED by Lambert, seconded by Keith that the bid submitted by Sun Publica- tions be accepted as the lowest and best bid, and that the City Manager be and is hereby authorized to enter into an agreement with said Sun Publications: carried, Brown, Keith, Lambert, Lust, McNeice and Robinson voting aye by voice vote. Larson voting nay by voice vote. City Manager McMicken reporting that the proposed irrigation maintenance assessment roll for 1970, has been submitted, it was MOVED by Brown, seconded by Keith that Resolution No D -1443 setting a date for a hearing on the confirmation of said assessment roll for March 9, 1970, be passed as read: carried,, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye on roll call. 15 • FEBRUARY 16, 1970 RESOLUTION NO. D -1443, A RESOLUTION setting.a date for hearing on the confirmation of the irrigation maintenance assessment roll for the year 1970. • City Manager McMicken referring to the Damage Claim filed by Walter J. Funk, 4411 Snow- mountain Road, in the amount of $43.99 for damages caused by a,sewer backup, it was MOVED by Lust, seconded by. McNeice that Resolution No. D -1444 authorizing the.payment of said . claim, be passed as read: carried, Brown, Keith, Lambert, Larson, Lust., McNeice and Robinson voting aye on roll call. RESOLUTION NO. D =1444, A RESOLUTION authorizing payment of a Claim for Damages filed ' against the City of Yakima by Walter J. Funk. City Manager McMicken. referred to his Report #72, City Bus Service- -1969 and'indicated that this report is a brief review of municipally- operated transit service. He stated that the explains the increase in patronage, the success of the Senior Citizen Bus Pass program, the Transit Hostess survey made last summer and that there are several statistical tables attached to the report comparing 1968 and 1969 regarding these matters. City Manager McMicken reported that as a result of some comments from Mr. John Chesterley, Chairman of the Park & Recreation Commission, which•were published recently, an investi- gation has been made regarding the removing of trees from City streets and parking strips. He indicated that there has been no planned program of tree removal and.replacement, but that trees. have,been removed, in most cases by City personnel, when they are diseased or badly damaged and a hazard if.left where they are. Mr McMicken reported that since 1962 877 trees have been removed by City forces and another 73 trees were removed along 16th Avenue by contract, for that arterial improvement. He recommended that the Council ask the Park and Recreation Departmentto_ include as their responsiblity, street trees, which would include a plan for the planting and care of as well as the removal, and that they in turn might appoint.an official.. street tree,committee of four to seven lay people who would have the responsibility to develop a plan or program, review the city's present tree situation, select the proper species, and apply it appropriately 'so there would be some uniformity and policy for'tree planting throughout the City:. After due discussion, it was MOVED by Lambert, seconded by Robinson that said matter be referred to -the Park and Recreation Department with the suggestion that they appoint a street tree committee' as recommended by the City Manager: carried, Brown, Keith, Lambert, Larson, Lust,HMcNeice and Robinson voting aye by voice vote. . City Manager McMicken reported that in accordance with action taken by the City Council on February 2, ,I970, Coates Field Services, Appraisers, have been hired in connection with the Water System Improvement Project and the purchase of the property for the reservoir' site at the northeast corner of the intersection of 40th Avenue and'Englewood Avenue. He further reported that additional appraisal services are needed in connection with this . project and recommends that the'City Council authorize Coates Field Services to,do, this additional appraisal work. After due discussion, it was MOVED by'Robinson, seconded by Lust that Coates Field Services, Appraisers, be authorized to include the additional areas in their appraisal services, as recommended by the City Manager: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye.by voice vote. City Manager McMicken referred to the matter of a request by Hahn Motor CO., for the vacation of 6th Street at Washington Street, in accordance with Petition No. 652, which was filed by .them with theCity Clerk on December 17, 1969,, and'referred to the City Manager and Planning Commission by the City Council on December 22, 1969. He-indicated that their investigation of this matter brought out some facts regarding property in this area needed by the City. Principal Planner Loidhamer explained that there have been some negotiations with Hahn Motor Company to exchange'some property with the City and the City . should commence vacation proceedings regarding this matter. After due discussion, it was MOVED by Brown, seconded by Keith that Resolution No. D -1445 commencing street vacation proceedings and fixing the time,for"a hearing on the matter of the vacation-of a portion of South 6th Street, be passed as read: crried, Brown, Keith, Lambert,, Larson, Lust, McNeice and Robinson voting aye on roll call. South 6th Street within the City of,Yakima.. . City Manager McMicken requesting that out -of -state travel be authorized for. Chief Inspec- tor Newell Pock to attend a Board of Directors meeting of the Internation Conference of• 'Building Officials in Portland, Oregon, at no expense to the City, it was MOVED by Lambert, seconded by,Keith that said travel by authorized: carried, Brown, Keith, Lambert, Larson, Lust, McNeice and Robinson voting aye by voice vote. .
