Councilmen present at the meeting were Mayor Bert Broad, Wray Brown ;Howard C. Cole, Betty Edmondson; Ralph Holbrook, Don Schussler and Bill Whitaker. Also - present were City. Manager Craig McMicken; :Public'Works Director Dave Vargas Admninistrative Assistant Dick Zais, City Clerk Iris Litzenberger'; StanDar.ling representing the Russell . Miller and Marilyn Hudson. City,Manager McMicken referred to letter received from.•Jane.t Snodgrass :regarding removal of parking on 40th Avenue. Public Works Director ;.Dave Vargareferred to.- minutes of City Council Planning - Commission Hearing and stated that 4OthAvenue has.always been_figured as being 4 -lane and not 2 -lane with..parking. It was the of the Council members that Mayor Broad will write Mrs..Snodgrass giving her this information. City McMicken'reviewed a.letter received from S.A.A. -and complimented Airport Manager. Jim Eakin in his handling of:Air.port; security and': stating that7.there7are fifteen things that can be done'to improve the 'security at the Airport. Mr. McMicken reported that -Jim Eakin has already started to do some of these things. City. Manager ' McMicken referred to :the - ICMA .Code of-Ethics,. . a . copy of was given to each Council member City'Manager°McMicken reviewed a 19:.74 Preliminary Budget explaining his - Budget Message and some parts of the Budget • which is being presented to the on this date at the:regular City Council meeting.. At.3:00 P.M., the Council.memb.ers moved,into..the Council Chambers for;the.balance of the. meeting, Mayor Broad presiding, .Councilmen:Brown,'Cole. ;'Edmondson, Holbrook, Schussler and Whitaker, City Manager McMicken :and City'Attorney Andrews present on roll call.: The Invocation was given by Mayor Broad. The minutes of the regular adjourned meeting of October 24; 1973, and October 26, 1973-, the regular meeting of October.29,.1973, having been duly certified accurate.' by two'.Coundilmen, and no one present wishing to Piave said minutes read publicly, Mayor Broad declared said minutes approved as recorded. This being the time set for the Hearing on Resolution No. D -3024, declaring the intention of the Yakima City Council to establish a:pedestrian mall - on Second between Walnut and "B" Street, Director of Community Development, Jay-Otto, reported on the recommendation of the Planning Commission on this subject'as it relates to the General Plan -and the Central Business District Plan He described the location of the project and the plans. for removal - of the metered parking in. the proposed area. Mr. Otto further referred to the plans..for landscaping with trees and provisions for the care of said 'trees. Traffic. Engineer, Bill Stark, used a design drawing the location ,of proposed parking the four blocks i'nvolved,. and "reported on the of parking ,meters to'be removed He further referred - .to the two -hour limit, number of ,parking stalls gained, site of the parking stalls,.striping, and provisions for loading zones. City.. Manager McMicken indicated that this project is'being taken care of_.with parking 'meter.revenue funds and that it is an interim step in the total plan'for. removal of parking meters2 in the downtown core area. Ee.reviewed "the procedure to be followed in citing:violators - and the fine to be charged for those exceeding the twohour limit. Those questions in .connection with access to their business establish- ments were Mr. Micheal, Larson Building Garage; Dick Morgan, Seattle First National Bank; Robert.Colewell, Larson Building; and Lee Semon, Jr. After due discussion., it was'MOVED.by Cole,-seconded by Whitaker that Ordinance No. 1580, establishing said pedestrian mall, be passed:, carried,.Broad, Brown, Cole, Edmondson, Holbrook, Schussler • and Whitaker voting aye on-roll call. ORDINANCE NO. 1580, AN°ORDINANCE establishing apedestrian mall on 2nd Street between Walnut and, "B" Streets; adopting a. plan therefor and providing for the limiting and regulating of vehicular traffic therein; and declaring an emergency. It was MOVED by, Brown., seconded by Schussler that Ordinance No. 1581, regulating parking within the pedestrian mall on 2nd Street be passed: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye on roll call. ORDINANCE NO. 1581, AN ORDINANCE relating to traffic control; re elating parking; amending' Sections 9.35.040 and 9.75.060; enacting new Sections 9.10.041, 9.30.030 and 9.35.045; and repealing Subsection 9.75.030 (a) (8), all of the City of Yakima Municipal Code; and declaring an emergency. Petition No. 797, having been filed with .the City on October 31, 1973, by M. A. DeGrasse- Enterprises, Inc., requesting' the improvement of a street by the widening for parking.- South 1st Street - adjacent to 1220 -1230, it was MOVED by Schussler, seconded by Edmondson, that No. 797, for the creation of a Local Improvement be referred to the City Manager .Staff for study and._recommendation :,.carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and:Whitaker.voting aye by voice vote. ' Petition No. 798, .Notice of Intention to.Commence- Annexation Proceedings, having been filed withthe City Clerk on October 31, 1973, by Glascam-Builders, Inc., requesting annexation of property located at 3810 West Nob Hill Boulevard, Director of Community Development, Jay Otto, explained that there are some questions in connection with this request and recommended that .it be referred to the Planning Commission for their. further. consideration and report back to the Council. After due discussion, it was MOVED by Schussler, seconded by Brown that today be set as the time for a meeting with the initiating parties who signed the Notice -of Intention to Commence Annexation Proceedings, dated October 29., 1973, those initiating parties.being Glascam Builders, Inc.: carried; Broad, Brown; Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote.
