HomeMy WebLinkAbout10/29/1973 Business Meeting • • 43 • :OCTOBER 29, 1973 The City Council met in session at 1:30 P.M. on this date in,the Conference Room Yakima City Hall. • Councilmen present at the meeting were Mayor Bert Broad", Wray Brown, Betty'L. Edmondson, Don Schussler and Bill Whitaker. Also present were City'Manager Craig McMicken; Public Services Director Jack Daniel; Airport Manager Jim Eakini.City Engineer Fritz Jaeger Administrative Assistant Dick Zais; City Clerk Iris Litzehberger Marilyn7Hudson;.�.' Stan Darling reppresenting the Press, and Mr. Ken Reid of Reid, Middleton &Associates, Inc, and Russell Miller: Mayor Broadreferred to an off- Agenda item, which had been previously discussed, "that of appointments to Boards and Commissions. He reported that.. .there are several vacancies on some of 'the Boards. It was suggested that these be checked out and a report'be brought back to the Counc i l . City Manager McMicken referred to the Metropolitan'Workshop that is being held November 9, 1973, and suggested that two Councilmen be designated to represent the Council at the Workshop.' It was unanimously agreed that Don Schussler and Wray Brown be so designated. • A review of the land acquisition program at the airport was given by Public Services Director Jack Daniel and Ken Reid of Reid, Middleton & Associates, Inc. It was indicated that there will be three separate schedules for the construction work to be done: 1. Schedule I— parking lot paving 2. 7Schedule II - electrical 3. Schedule III - taxiway lighting There was discussion on approaching the County to participate financially in this project. Mayor Broad will talk to the'County. • The request by the County Commissioners for a review of City and County Comprehensive Plans was discussed. Jay Otto,,Director of Community Development, reported on his talk' with Warren Sutliff. 'Other related matters discussed by Council members were: a. Letter from Commissioners dated October 23, 19735. b. "Foundation for Metropolitan -Wide Planning" dated August 14, 1972. c. "Yakima.Area Regionalization Study" dated September 4, 1973. A letter- was read from the Mayor to Union Gap, which talked about the use of Cahalan Park. There was discussion on the City's use of the Park, the new restrooms and other related subjects. No action was taken on this matter at this time. At 3:00 "1P.M the Council, members moved into the Council.Chambers'for the balance of the meeting, Mayor.Broad presiding Councilmen Brown, Edmondson, :' Schussler and Whitaker, City Manager McMicken and•City Attorney. Andrews present on roll call. Councilmen • Cole,andiEolbrook absent on roll call, having been excused at a previous meeting. The Invocation was given by Brown. • The minutes ..of :the previous regular meeting of Tuesday, October 23; 1973., having duly. certified_-accura.te by two Councilmen and.no one present wishing to have said minutes -read.publicly, Mayor Broad declared said approved as recorded. A Damage Claim having been filed with City Clerk on October 24, 1973, by Richard G.' Boehme; 1204•South 9th Avenue,•in the - amount of $32.58, for damages'resulting from a sewer-backup, it was MOVED by Schussler, seconded by Brown, that said Damage Claim be referred to. the City Manager for study and recommendation: carried, Broad, Brown, Edmondson; Schussler and Whitaker aye by °voice vote. RESOLUTION NO. D- 3030, A' authorizing and directing the City Manager and City Clerk of the City-of-Yakima to execute'an agreement Yakima Association .;f.or, .the use of Larson Park -. • City Manager McMicken referred the - matter of executing a Stipulation and Release to settle. the claim of'Bonnie Weatherman City Attorney briefly reviewed the history-of-the. situation in-which Bonnie Weatherman's home was acquired as part of the .site.for -the Southeast- Community and who is now residing in a home which has been found to be substandard to the City Code. He explained that she is entitled to an allowance from to provide - for housing'comparable to that formerly•owned. Mr. Andrews presented the matter as discussed •in the letter from Mrs. Weatherman's, attorney, -- Mr. Michael Schwab; dated July -31, 1973, and recommended payment.by the.City of'$.4,000 in,relocation. Mr. Schwab; being present,' spoke to this matter, recommending the'payment of the benefits to Mrs. Weatherman. After due discussion, it was by-Brown, seconded by Whitaker, that- Resolution No. D -3030, authorizing theexecution of said :Stipulation and Release, be passed: carried, Broad, Brown, Edmondson, Schussler-and Whitaker voting aye roll call. Cole and Holbrook absent. RESOLUTION NO. D- 3.03.1, A RESOLUTION the City Manager and City Clerk of the City'of Yakima to execute a Stipulation and Release with - Bonnie Weatherman as settlement of her claim as a property owner displaced by the City's acquisition of the Southeast Yakima Community Center site. Referring.to the request for a temporary•loan from the Fund to the Southeast Community. Center Fund , City; Manager explained, that this provides for the payment.of the.relocation costs to Bonnie in the. acquisition of property for_ the.Sou.theast Community Center site. It was MOVED by Schussler, seconded by Brown that Resolution No. D -3032, authorizing said temporary loan ; be passed: carried, Broad, Brown, Edmondson,. Schuss and Whitaker voting aye -on roll call. Cole and Holbrook RESOLUTION NO. D -3032, A RESOLUTION authorizing a temporary loan of $4,000 from 473 - Water - Sewer' Fund :to 391- Southeast Community Center Fund and providing for repayment; and extending repayment -dates -for previous loans to the. Southeast' Community Center Fund. City Manager McMicken referred to the request for outside sewer service to a residence owned by Mr_. Claud Griffith,•at 1704 South 8th Avenue. He reported on connection c stating that an 8 -inch sewer line adjacent to the property is readily available. The. Planning Staff recommending approval of this request; it was MOVED by Whitaker, seconded by Schussler that the request of Mr. Griffith for outside utility service be granted: carried Broad, Brown, Edmondson, Schussler and Whitaker voting aye by voice vote. Cole and Holbrook absent. An Ordinance transferring :and appropriating money to :the Transit having been read by title.only - at this meeting was laid'on the table one week or until November 5, 1973. City Manager :McMicken explained that this - appropriation covers the proposed acquisition of streetcars'for Yakima. City Manager McMicken explained the off= agenda item concerning the proposed Ordinance setting the :.amount of compensation be paid to City Council members. It was MOVED by Brown, seconded. by Schussler,` that Ordinance - No." 1'579, specifying amount of compensation to be paid be passed: •carried; Broad, Brown, Edmondson;- Schussler and - Whitaker voting roll call. Cole and Holbrook absent. ORDINANCE NO..1579, AN ORDINANCE relating to city personnel; specifying the amount _of compensation to be paid to Yakima City Council members enacting 2.20.095 as a.new section of the City of Yakima Municipal Code; and declaring an emergency. There being no further business to before the Council, it was MOVED by Whitaker, seconded,.by,Schussler that this meeting be adjourned at 3:55 P.M., to Friday November 2, 1973,:at the hour of 12:00 Noon to then meet at 'the Flight Deck Restaurant in the Yakima Air__,Terminal: carried; Broad, Brown, Edmondson, 'Schussler and Whitaker voting aye by voice vote.
