Mayor Broad reported: ,that information regarding-the proposed Charter amendment to - increase Councilmen's salaries was - turned Over to the Chamber Commerce Board, who will meet Friday. Discussion indicated that i.t-- istoo late petitions to be circulated to get the matter on the ballot for the November, election,• but that the Chamber of Commerce Board wished t� have this information for their-_meeting : .- _ :. Council members toured the Word Processing Center,-in the City Hall, basement, and the Computer Center in the County Courthouse., personnel in each of these centers demonstrated and explained the work accomplished . _,.. _ -- • . • � _ .. • - After the tour, the Council continued the meeting in•the,Conference •Room•at City , City Manag.er.McMicken referred :to a status report_pr.epared ; by - the,Management Group and reviewed the.status.of various city projects. City Engineer,. There was discussion by the Council as to whether the amendment should provide for a,$1,000 bid limit or a $2,000 limit: It was moved by Edmondson•that the City Charter Amendment 'Proposition provide fora bid limit on purchases ; of personal property and services. Motion lost for want of a second. It was then McVED-by Brown, seconded by Whitaker. that Resolution No. D -3010, providing for the'subinittal of this - proposition to the electors of the City in a special election to be held in conjunction with the State General Election on November 6, 1973, be passed: carried, Broad, Brown, and Whitaker voting aye on roll call; Edmondson voting nay on roll call. Cole, Holbrook, and Schussler absent. RESOLUTION NO. D -3010, A RESOLUTION providing for the submittal to the electors of the City of Yakima, Washington, at -a special election to be held in.conjunction with the State °General Election to. .be held.November 6, 1973, of a-proposition as to whether Article VI, Section 6, of the Yakima City Charter shall be amended. City Manager McMicken referred to the Certification by the. City Engineer of the completion of work and recommendation'that the- work be accepted and final payment made on.L.I.D.• No. 991, Englewood Heights West and Others Sewer -- 'Schedule II, it was MOVED by Brown, seconded by Whitaker that the - report of the City Engineer dated September 5, 1973, with respect to the completion of the work Public Works contract L.I.D. Cole, Holbrook and Schussler absent. City Manager McMicken referred to the request for outside sewer service to the Virgil Van Horn residence located at 1 56th Avenue. He reported that a connection is readily available at a connection of $538.37. He further reported -the property to,be contiguous to the'City limits and stated that the owner desires to annex when possible. The Planning staff recommending approval of this request, it was MOVED by Whitaker, seconded by Brown that the request of Mr. VanHorn for outside sewer service, be granted: carried, Broad, Brown, Edmondson and Whitaker voting aye by voice vote. Cole,,,.Holbrook and Schussler absent. City Manager McMicken reported on receiving a •copy of the County Rural and Urban Waste Management Plan which was recently given final approval by the. County. He indicated that this report contains the type of summary requested by the Council. J Councilmen present at the meeting were Mayor Bert - Broad, Betty L. Edmondson,. Don Schussler and Bill Whitaker. Councilmen Brown, Cole and Holbrook absent. It was agreed by Councilmen that the city should be represented at the CATV Conference bein• held in Seattle on September 20 and 21, 1973. Councilman Wray Brown will be contacted on Monday to see if he is able to attend and if not, then a Staff member will attend. There was discussion of a possible agenda for the Tuesday, September 18, 1973 meeting with the Chamber of Commerce Board. No action was taken. • It was noted. that it would be profitable for each Council member to have a copy of the A.W.C. publication Budget Suggestions for 1974.
