ADJOURNED MEETING
NOVEMBER 18, 1986
The City Council met in session on this date at 7:00 A.M. at the
Holiday Inn, 9 North 9th Street, Yakima, Washington. Mayor Henry
Beauchamp, presiding, Council members Clarence Barnett, Pat Berndt,
Lynn Buchanan and Bernard Sims present on roll call. Council
member Lynn Carmichael present after 7:25 A.M. Council member
Jerry Foy absent and excused. Staff members present were City
Manager Zais, Assistant City Manager Stouder, Glenn Rice, Director
of Community & Economic Development, John Haddix, Planning
Supervisor, Larry Lehman, Planning Associate, and City Clerk
Roberts. Also present were Steve Lewis and Doug Johnson, Bucher -
Willis- Ratliff, and Ron Kasprisin, Kasprisin Design Group.
1. BREAKFAST MEETING WITH STEVE LEWIS,.BUCHER- WILLIS - RATLIFF, AND RON
KASPRISIN, KASPRISIN DESIGN GROUP, ON 'CBD PLANNING PROGRAM
City Manager Zais called the meeting to order, explaining the

purpose of the meeting was to provide the City Council members with
an opportunity to meet the consultants working on the downtown
projects and identify the work the various firms are performing.
He introduced Steve Lewis and Doug Johnson, Bucher - Willis - Ratliff,
and Ron Kasprisin, Kasprisin Design Group, consultants for the
downtown study projects.
Ron Kasprisin stated the studies include economics, transportation,
and physical and land use planning. He stated his firm is handling
the design and land use study in the central business district
(CBD), Bucher - Willis - Ratliff is handling the surrounding area
and Transpo will handle the traffic study. He commented that the
study is not limited to the Yakima Mall. The westside businesses
meet different community needs than those businesses located within
the CBD.
Steve Lewis stated the marketing analysis has been divided into
five different phases: 1). basic data collection; 2) preliminary
market analysis, including three surveys: shoppers survey,
merchant survey, and market basket survey; 3) asset /deficiency
identification; 4) strategy identification); & 5) implementation.
He commented his firm believes this entire project has to revolve
around the economic strategy. Responding to Council member
Barnett's question, Mr. Lewis described a market basket survey as
• one where his firm researches what the different shops are charging
. for certain items, comparing prices within the CBD area and
outside the downtown area. He further stated they will compare the
merchant survey results" against the - shoppers *survey. Council
member Sims asked what would be their benchmark on whether this is
successful. Mr. Lewis responded the results might take a while to
surface, but if the vitality in the downtown area is increased that
could be a sign the project was successful. Also, an indicator for
businesses would be if the sales increase per square feet, and in
terms of the City, they could look at increased sales tax, new
stores and population growth. Glenn Rice stated another indicator
would be job retention. Assistant City Manager Stouder stated they
have already noticed a change in the merchants attitudes, i.e. the
westside and eastside are working together. He stated that about
70% of the shoppers in the origin /destination survey took the time
to write comments on their survey form and that indicates an
interest by the community in this project. Mr. Lewis stated they
are looking at a tourism project with Yakima County Development
Association (YCDA). Mayor Beauchamp questioned the target
completion date. Mr. Kasprisin stated the completion of the
project should occur in March or April, 1987.
There were separate discussions at the two tables during breakfast.
(Mayor Beauchamp absent after 8:20 a.m.) Assistant City
Manager Stouder stated Council is invited to attend the 7:30 a.m.
breakfast meeting tomorrow with the consultants and the merchants.
(Council member Barnett absent after 8:27 a.m.)

The meeting was adjourned at the hour of 8:30 a.m., to then meet at
9:00 a.m. this morning in the Council Chambers of City Hall for a
budget review session.
