HomeMy WebLinkAbout11/12/1986 Business Meeting 423 NOVEMBER 12, 1986 BUSINESS MEETING 1.• ROLL CALL The City Council met in session on this date at 2:00 p.m. in the Council Chambers of City Hall, Yakima, Washington. Mayor Henry Beauchamp, presiding, Council members Clarence Barnett, Pat Berndt, Lynn Carmichael, Jerry Foy and Bernard Sims present on roll call. City Manager Zais, City Attorney Andrews, City Clerk Roberts and Deputy City Clerk Toney also present. Council member Buchanan absent and excused. 2. INVOCATION The Invocation was given by Council member Bernard Sims. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Carmichael requested and obtained the. consensus of the Council to open the vacancy on the Parks Commission to the public by advertising for applications to fill that position. She reminded Council that the applicants for the recent Council vacancy had been encouraged to continue their interest and desire to become involved in City government through service on the various City boards and commissions. Council member Foy stated the term of Parks Commission Chairman, Mike Nixon, will expire December 31st creating a second vacancy on that Commission. He suggested reappointing Mr. Nixon to complete the unexpired term of Bernard Sims, and then appoint a new commission member to a full term. Council member Foy explained this would allow for more continuity of the . Parks Commission than the replacement of two commission members. It was the consensus of the Council to accept the recommendations of Council members Carmichael and Foy. Council member Carmichael stated Darlene Lust currently serves on the Yakima Valley Regional Library Board of Trustees and her term expires December 31st, 1986. Mrs. Lust has indicated she would like to be reappointed, therefore, it. was MOVED by Carmichael, seconded by Berndt, to. reappoint Darlene Lust to the Yakima Valley Regional Library Board of Trustees. Unanimously carried by voice vote. Buchanan absent. Council member Barnett stated he was notified by Ellis Cummins and George Martin of a large pothole in the intersection of 28th Avenue and Chestnut and requested it be repaired before winter weather sets 'in. Mr. Barnett stated he was informed by these gentlemen that the condition of the street had been brought to staff's attention several weeks ago, however, no action has been taken to date. • Mayor Beauchamp informed Council of the 1986 Statewide Conference to be held November 23 -25th at the Yakima Convention Center. The topic of discussion for the 3rd annual conference will be "Water for Washington," with Governor Booth Gardner, Congressman Sid Morrision and WSU President Samuel Smith slated as guest speakers. Mayor Beauchamp asked those Council members interested`in atending the conference to notify Administrative Secretary Ila•Cherrington so she may process the appropriate registration forms. Mayor Beauchamp read and presented a proclamation to Rod Karr declaring the week of November 10 -16th as "Youth Appreciation Week". in the City of Yakima.. Brian Wyatt was recognized ,for.. volunteering •. more than 166 hours of community service, r at the;-YMCA "and Glenda Garcia was recognized for over 243 hours'of community service to KYVE. • B -4/1 424 NOVEMBER 12, 1986 4. CONSENT AGENDA Mayor Beauchamp referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. It was the consensus of the Council that Items Nos. 8 and 9 be added to the Consent Agenda, and that Item No. 12 be removed, as requested by Council member Barnett. The City Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED by Carmichael, seconded by Berndt, that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. Buchanan absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) Mayor Beauchamp referred to Item No. 9 (Consideration of Management Canpenstation for 1987) and complimented staff on their recommendation that salary ranges for management employees remain at the 1986 level. *5. APPROVAL OF THE MINUTES OF THE COUNCIL MEETINGS OF OCTOBER 14, 21 AND 28, 1986 The Council minutes of October 14, 21, and 28th were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 6. AUDIENCE PARTICIPATION Ines Rice, 4409 Arlington, presented Council with a copy of a letter from Mark W. Cannon, Staff Director, naming Yakima as a "Designated Bicentennial Community." Mrs. Rice stated she has also received the bicentennial logo and authorization for its' use by non - profit organizations for promotional purposes. Mrs. Rice stated the committee will attempt to carbine this logo with the local 'logo for promotional purposes and asked that Council accept and approve the official logo. It was MOVED by Foy, seconded by Berndt, to accept the letter Ines Rice presented to Council making the City of Yakima a Designated Bicentennial Community. Unanimously carried by - voice vote. Buchanan absent. Mrs. Rice further informed. Council that she has invited Chief Justice Warren Burger to visit the City of Yakima. Council member. Carmichael thanked Mrs. Rice and the committee for their involvement in this endeavor. Dick Maison, a board member of the Yakima County Coalition for the Homeless, thanked Council for the Community Development Block Grant funds for the 1986 program year. Mr. Maison urged Council's continued support of the program for the haneless and offered the support of the Coalition toward any program Council might be able to implement, or any program that might benefit from the Coalition's involvement. Mayor Beauchamp thanked Mr. Maison for the Coalition's efforts in this area and wished them continued success with this critical problem in the caning months. Larry Mathews, 805 South 17th Avenue, commented on the Council minutes of `October 21st and 28th critizing the manner in which he felt the City Council had arbitrarily increased refuse rates for yard service. Mr. Mathews stated although the increase is not significant, it will place a strain on the finances of sane of Yakima's senior citizens. Council member Barnett explained that he had raised the question of whether or not City refuse crews would continue to pick up bagged leaves as a part of the normal yard service after the current leaf pick -up program is completed. Mr. Barnett explained that last year a number of citizens had requested Council consider extending yard service into the month of November to allow for completion of their fall yard work. It was on this basis that the months in which yard service is offered - was changed to April through November rather than March to October, however, rates for yard service were not increased. B -4/2 425 NOVEMBER42, 1986. On another matter, Mr. Mathews reported that on Thursday of next week the New Yakima Valley Chapter of the Counsel of Senior Citizens will establish a charter. He stated this is the same group that has been active in promoting Initiative 92. Mr. Mathews also indicated a representative from that group will be attending future Council meetings. - 7. REPORT FROM STAFF REGARDING REQUEST BY YAKIMA INTERURBAN LINES ASSOCIATION ON NATIONAL HISTORICAL REGISTER DESIGNATION •FOR TROLLEYS • Glenn Rice, Director of Community and Economic Development, reviewed the staff report which states in August the Yakima Interurban Lines Association. (YILA) requested Council consider placing the Yakima Valley Transportation (YVT) system on the National Historic Register. It was Council's decision at that time to delay action on the request until staff researches the issue further. Mr. Rice stated staff has concluded their research and recommends the following two options: 1) If Council wishes to retain ownership of the YVT system and continue to enhance its operation, then it is advisable for the City to put the Yakima Valley Transportation system on the National Historic Register; and 2)' If the City wishes to abandon, sell, salvage or make other major changes to the system, either inside or outside the City, then there is no advantage to the City to put the system on the National Historic Register. Mr. Rice pointed out one of the advantages to placing the system on the National Historic Register would be the increased possibilities for future funding sources for the system. Discussion ensued regarding the current status of the lease agreement with Union Pacific Railroad for the car barn and storage of locomotive equipment. Mr. Rice stated the City had recieved a letter from Union Pacific Railroad on July 31, 1986 stating the lease agreement for the car barn would not be renewed. It was further requested the City remove all personal property, and property not belonging to the Railroad Company fran the site on or before the 18th day of November, 1986 so that possession of the property may be returned to Union Pacific Railroad Company. However, since that time Jerry Henderson, YILA President, has been in contact with Union Pacific Railroad Company and they have verbally agreed to renew the lease, either with YILA or with the City, on a rent or short term lease basis. Council member Carmichael requested to hear comments from Jerry 'Henderson concerning any future plans YILA might have for the Yakima Valley Transportation system. Mr. Henderson explained to Council that it is YILA's intent to preserve this mode of transportation by having it placed on the National Historic Register, and in doing so, it actually becomes a tourist attraction. He stated YILA wants to eventually purchase the car barn and possibly convert this into the State Railroad Museum: Mr. Henderson stated in the interim, the car barn will also serve as .a place to store, maintain and repair the equipment during winter months. He pointed out that the sytem provides natural transportation corridors to the West Valley and East Selah areas, and this factor may prove be of long term benefit to the . City and County. In response . to Mr. Foy's question about declaring a portion of the equipment as surplus, Mr. Henderson stated the equipment currently consists of one switch engine,' one line car, which is used to repair the overhead and work on the track, a truck called "the-high rail" with the capability of driving on the street or on the rail,'a'pole_ truck and a welder. He stated the line car is currently being used to maintain the • system, and that none of the equipment can actually be considered surplus. Mr. Henderson reported he received a letter from the National Trust for Historic Preservation today stating that YILA's application for a grant for the preservation fund..,. has been approved, and that $750 has been allocated to a consultant to prepare a preservation plan for the Yakima Interurban Lines. Mr. Henderson stated one of the stipulations prior to the funds being dispensed is that the Yakima Valley' Transportation system must be on the National Historic Register. Following further discussion, it was MOVED by Foy, seconded Berndt, to accept the report to the extent of supporting the request that the Yakima Valley Transportation system be placed on the National Historic Register. B -4/3 426 NOVEMBER 12, 1986 City Manager Zais pointed out that the County owns one trolley car and Council acknowledged this fact. Mayor Beauchamp complimented Mr. Henderson's committee for the time and effort they have expended in their endeavor to have the trolleys placed on the National Historic Register, and wished: them continued success. The question was called for a vote on the motion. Unanimously carried by voice vote. Buchanan absent. *8. REPORT FROM PUBLIC WORKS DEPARTMENT REGARDING PURCHASE OF USED VEHICLES FOR THE POLICE DEPARTMENT The staff report and recommendation dated November 12, 1986, from • the Public Works, Director regarding the purchases of used vehicles was accepted and approved. (Staff recommendation was to: 1) "release the hold on the purchase of -used sedans for the Police Department, and 2) authorize purchase of used sedans via used car dealer auctions.) *9. CONSIDERATION OF MANAGEMENT COMPENSATION FOR 1987 • • The report and staff recommendation dated November 12, 1986 from the City Manager regarding the Management Compensation Proposal for 1987 was accepted and approved. (Staff recommended the 1987 base salaries and benefits for City management be maintained at 1986 levels.) - • *10. REPORT FROM DEPARTMENT OF ENGINEERING & UTILITIES REGARDING THIRD QUARTER, 1986 STATUS-REPORT ON 1986 CAPITAL IMPROVEMENT PROJECTS The Third Quarter 1986 Status Report on- 1986 Capital. Improvement Projects from the Department of Engineering & Utilities was accepted and approved. . * 11. APPROVAL OF. FINAL CONTRACT PAYMENT FOR THE 1986 INTERSECTION SAFETY PROJECTS (STANDARD MOTION V -B -- ACCEPT.PROJECT AND APPROVE FINAL PAYMENT) • The report from the Director of Engineering and Utilities dated November 5, 1986, with respect to the completion of the work on the 1986 Intersection Safety Projects, performed by Knobel's Electric, was approved, the work accepted and payment of the final estimates as therein set forth was authorized. 12. CONSIDERATION OF RESOLUTION AUTHORIZING' EXECUTION OF CONTRACT WITH YAKIMA COUNTY, AREA AGENCY ON AGING AND PEOPLE FOR PEOPLE FOR TRANSPORTATION SERVICES FOR THE ELDERLY AND HANDICAPPED Council member Barnett asked what responsibility the City has in administering this contract. Public Works Director Jerry Copeland explained that the City is the designated recipient for Urban Mass Transit Administration funds and is responsible for budgeting those funds. Council member Barnett expressed concern that the figures presented in this report do not reconcile with those presented in the Preliminary Budget. - Mr...:,Copeland .explained the figures presented in the Preliminary Budget are inflated and will be adjusted during the budget review process. Transit Manager Bill Schultz stated funds from the Area Agency on Aging (AAA) are matched with UMTA funds. It was also noted by Mr. Schultz that Council member Barnett is referring to the revenue side of the •budget while Mr. Copeland is referring to the expense portion of the budget. The. resolution having been read -by title only, it was MOVED by Carmichael, seconded by Foy, the resolution be adopted. Unanimously. carried by roll call vote. Buchanan absent. • RESOLUTION NO. D -5305, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of. Yakima to execute an agreement with Yakima County and People for People relating to transporting senior citizens. • B -4/4 427 NOVEMBER.12, 1986 13. OTHER BUSINESS Mayor Beauchamp recommended that Council member Sims be appointed on an interim basis to the various Council Boards and Commissions on which former Council member Sparling served, with the exception of the Joint Basin Board wherein Council member Foy will become the primary representative with Sims serving as alternate. It was pointed out that these appointments are routinely reviewed after the first of the year and additional changes may occur at that time. EXECUTIVE SESSION REGARDING COLLECTIVE BARGAINING • There being no further business to cane before the Council, it was MOVED by Berndt, seconded by Foy, to move into Executive Session for approximately 10 minutes for the purpose of discussing collective bargaining, and adjourn immediately thereafter to 7:00 a.m. on November 18, 1986 at the Holiday Inn. Unanimously carried by 'voice vote. Buchanan absent. (Foy absent after 3:12 p.m.) 15. ADJOURNMENT The Executive Session being postponed one week due to the absence of Council member Buchanan, it was MOVED by Carmichael, seconded by Barnett,'that the meeting be adjourned at the hour of 3:15 p.m. Unanimously carried by voice vote.
