SUMMARY EXPLANATION:
TTC Construction LLC completed the 30-inch transmission main valve installation Project
AC2533.
The valve installation was completed as part of the City's Water Division's overall 1st level
reservoir rehabilitation project, located at N 40th Avenue and Englewood Avenue. This new valve
will allow the reservoir to be taken out of service for a period of time while keeping the 30-inch
transmission main in service, providing for improved reliability in our water system operation. The
repairs to the 1st level reservoir is anticipated to take place fall/winter of 2022/2023.
Final inspection for this project was made and the recommendation is that the project be accepted. A
final payment of$4,640.00 (5% retainage) is due from the City to TTC Construction LLC for the
completion of this project.

Dear Mr. Shane:
This letter provides the City of Yakima with guidance regarding accepting the project as
complete and release of the retainage.
FINAL PROGRESS ESTIMATE
We have attached the signed Final Contract Voucher and Final Progress Estimate, which
is the final progress estimate for this project. The City should place the progress estimate
in its files and forward a copy of the progress estimate to the contractor with the payment.
The amount due the contractor and the amount to be deposited in the retainage account
are as follows:

Remove a section of existing 30"Concrete Cylinder Pipe(CCP)and install new
fabricated CCP reducer sections and new 24"butterfly valve along with misc fitings,
traffic control,excavation, backfill, compaction, and surface repair.

RELEASE OF RETAINAGE
We have also attached the release of retainage progress estimate for this project. The
City should place this estimate in its files and forward a copy of the release of retainage
progress estimate to the contractor with the payment. The retainage should be released to
the contractor contingent upon the following requirements being fulfilled:
1. Sixty days have elapsed since the Contract Completion Date.
2. The City receives the Washington State Depaitiuent of Revenue
"Certificate of Payment of State Excise Taxes by Public Works
Contractor" (RCW 60.28).
3. The City receives the"Certificate of Payment of Contribution Penalties
and Interest on Public Works Contract"from the Washington State
Employment Security Department.
4. There are no claims or liens filed for labor and materials furnished on this
Contract.

5. The City receives notification from the Washington State Department of
Labor and Industries that the contractor and their subcontractors are
current with payments of industrial insurance and medical aid premiums.
