Roll Call Present: Councilmember Patricia Byers, presiding, and Councilmembers Matt Brown, Danny Herrera, and Eliana Macias Staff:Acting City Manager Rosylen Oglesby, City Attorney Sara Watkins and City Clerk Sonya Claar Tee Absent and excused: Mayor Janice Deccio,Assistant Mayor Soneya Lund, and Councilmember Holly Cousens 2. Pledge of Alley Councilmember Byerlied the Pledge of Allegiance. 3. Interpreter Services Councilmerhber Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order None. 5. Council Reports None. 6. Consent Agenda Councilmember Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Macias moved and Brown seconded to approve the consent agenda. R-2022-074,A RESOLUTION authorizing an agreement with Genesis Housing Services in the amount of up to Fifty Thousand Dollars ($50,000) in Federal Housing and Urban Development HOME funds for assistance with the construction of 16 low-income farmworker housing units. I. Ordinance amending the franchise granted to Wholesail Networks, LLC (Wholesail) to construct, operate and maintain a telecommunications system. ORDINANCE NO. 2022-015,AN ORDINANCE amending the non-exclusive franchise previously granted to Wholesail Networks LLC (Wholesail) by ordinance No. 2015-045 and amended by ordinance No. 2019-034 to add and include Wholesail's affiliate Ziply Fiber Pacific, LLC (Ziply Fiber) (collectively referred to hereafter as"Wholesail")to Wholesail's franchise to construct, operate and maintain a Telecommunications System,with all necessary facilities,within the City of Yakima, Washington (the "City"); setting forth provisions, terms and conditions accompanying the grant of this Franchise; providing for City regulation of construction, operation, maintenance and use of the Telecommunications System; prescribing penalties for the violations of its provisions; and setting an effective date. 7. Public Comment Page 2 of 4 4 Laurie Bernard, Joy Erb, Kim Eglet, Mike Phelps, non-residents, and Rebecca Flynn, City resident, spoke against the Safe City Resolution. DEPARTMENT ITEMS 8. 2021 Transportation Benefit District Annual Report Public Works Director Scott Schafer reviewed the annual Transportation Benefits District report outlining the revenue generated, expenditures and the status of projects during the year. MOTION: Macias moved and Brown seconded to accept the report. The motion carried by unanimous vote,with Cousens, Deccio, and Lund absent. 9. Resolution designating the name of the"Yakima Convention and Event Center" as the new name of the City of Yakima building at 10 North 8th Street in Yakima, Washington, previously known as the"Yakima Convention Center" John Cooper, President and CEO of Yakima Valley Tourism, reported the Public Facilities District Board recently recommended the City rename the Yakima Convention Center to the Yakima Convention and Event Center to bring attention to residents and event planners that the convention center also has the ability to host events of all kinds. Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Danny Herrera, Eliana Macias and Holly Cousens (attending remotely via Zoom) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and Acting City Clerk Jodi Stephens 2. Public comment(allow 15 minutes) Tony Courcy, C'ty resident, spoke on several su 'ects. 3. Downtown Yaki Mile roclamatio N/ Assistant Mayor Lund proclaimed July 2, 2022 as "Downtown Yakima Mile Day" and Chris Waddel, Lead Developer and Managing Partner of Hogback Development, accepted the proclamation. Mr. Waddel discussed the seriousness and volume of domestic violence in our community and explained the Yakima Mile is more than a race, it is about bringing our community together for fun, fitness and to support the YWCA in their mission to end domestic violence in Yakima. 4. Arts Commission Presentation on Potential Creative District Joan Davenport, Director of Community Development introduced David Lynx, Chair of the Yakima Arts Commission. Mr. Lynx shared a PowerPoint presentation of the Arts Commission's accomplishments and current projects. He also provided an overview of what a Creative District is and asked for Council support. MOTION: Lund moved and Byers seconded to direct staff to prepare a resolution of interest to the WA State Arts Commission for adoption at a future meeting. The motion carried by unanimous vote. 5. Summary of Potential Downtown Plan Update Joan Davenport, Director of Community Development, reported on a number of projects and strategies currently in development in the City of Yakima core downtown area, including the concept of a Creative District. Ms. Davenport stated an update of the City of Yakima Page 1 of 2 7 Downtown Plan could provide a document that captures the vision of the property owners, articulates the strategies of city projects and addresses some of the critical needs of the area, like housing and destination planning. She noted an update is a big undertaking and further discussion will need to take place during budget implementation. Several councilmembers spoke in favor of moving forward with the plan. 6. Discussion on the Council Nominating Committee process City Manger Harrison briefed Council on the item. Councilmembers Byers and Cousens expressed concerns they had previously when the Committee rotated members. Councilmember Brown mentioned it is a time commitment having to interview applicants as positions are filled.After further discussion, MOTION: Lund moved and Macias seconded to put on a future agenda to discuss rotating members of the Nominating Committee and what that would look like. The motion carried by a 4-3 vote with Byers, Brown and Cousens voting no. 7. Review of the proclamation policy City Manager Harrison briefed Council on the proclamation policy.After discussion, it was Council consensus that the policy is too broad. MOTION: Lund moved and Macias seconded to direct staff to bring back an improved version of the proclamation process. The motion carried by unanimous vote. 8.
