LUNCHEON MEETING WITH THE PARKS AND RECREATION COMMISSION • The City Council met in session on this date at 12':00 noon at The Restaurant At The Airport for a luncheon meeting with the Parks and Recreation Commission. Council members present were Assistant Mayor Clarence Barnett, Pat Berndt, Lynn Carmichael, Jerry Foy and Jack Sparling. Mayor Henry Beauchamp and Council member Lynn Buchanan absent and excused. Parks Commission members present were Mike Nixon, Chairman, Michele Alexander, Lola Amos, Bob Busse, Mark Graham, Paul Schafer and Bernard Sims. Staff members present were City Manager Zais, Assistant City Manager Stouder, Jerry Copeland, Director of Public Works, Jodi Wroblewski and Gordon Elliott, Parks Division. Referring to the material previously supplied to the Council, Jerry Copeland reviewed some of the background history on the Parks budget and programs. He commented some of the policies are by tradition and not all are from the Council. In fact, he stated some are in conflict with City ordinances. He stated staff has prepared some policy issues for Council consideration and discussion, which have already been reviewed by the Parks Commission.. .One of the major policy issues concerns the concession stands at the parks, wherein one of the alternatives is for the • City to take over the concessions. Another major policy issue is facility user fees and to what extent does Council want to . subsidize some of. the._programs offered by the Parks. Division. Council member Foy stated that staff needs to take a look at the City property and if it isn't being used satisfactorily for its current use, then the usage of the property should be changed. There was discussion regarding the maintenance of parks facilities and how it could be improved with automatic irrigation systems. Mr. Copeland also stated there has to be a policy decision made about the service level that should be provided to groups and which groups Council wants to subsidize, whether by sample formula or named by names. Michele Alexander commented she would like to see more youth oriented programs offered by the Parks Division and a policy decision would have to be made regarding subsidization of those programs. (Michele Alexander absent after 1:15 p.m.) Discussion followed regarding the agreement with the Softball Association for usage of the facilities at Larson Park and the agreement requirements which need to be enforced. Council member Carmichael stated the capital outlay issue is an area which should be explored. Council member Sperling suggested a permanent gazebo or amphitheater should be erected in one of the parks for concerts.
