JULY 8, 1986
BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Henry
Beauchamp, presiding, Council members Pat Berndt, Lynn Buchanan,
and Lynn Carmichael present on roll call. City Manager Zais, City
Attorney Andrews, Acting City Clerk Toney and Department Assistant
II Leon also present. Council members Clarence Barnett, Jerry Foy
and Jack Sparling absent and excused.
2. INVOCATION
The Pledge of Allegiance was led by Council member Buchanan.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
None
4. CONSENT AGENDA
Mayor Beauchamp referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. It was the general
consensus of the Council to add Item No. 9 to the Consent Agenda.
The Acting'City Clerk then read the Consent Agenda items, including
resolutions and ordinances by title. It was MOVED
by Carmichael, seconded by Buchanan, that the Consent Agenda, as
read, be passed. Unanimously carried by roll call vote.
Barnett, Foy and Sparling absent. (Subsequent paragraphs preceded
by an asterisk ( *) indicate items on the Consent Agenda handled
under one motion without further discussion.)
*5. APPROVAL OF MINUTES OF THE COUNCIL MEETING OF JUNE 17, 1986
The Council minutes of June 17, 1986 were approved, having been
duly certified accurate by two Council members and no one present
wishing to have said minutes read publicly.
6. AUDIENCE PARTICIPATION
None
7. SPECIAL PRESENTATION OF SERVICE AWARDS
Mayor Beauchamp assisted Bob Weaver, Personnel Officer, in
presenting service awards to City Employees with twenty or more
years of service. Those employees include: James Ives with 35 or
more years of service, Roy Reed and Lt. Lavone Swanson with 30 or
more years of service, Batt. Chief Ernie Berger, Captain Ray
Sanderson and Lt. James Beaushaw with 25 or more years of service,
Captain Don Blesio, Officer Dick Leavitt, Officer Gary Carter,
Captain Myron Menard, Dan Gefre, Joe Jackson, John Munzanreder,
William Nance, Gloria Waltman, Captain Michael Nugent, Ron Zielke,
David Lynch, Clarene Walsh_ and Richard Sommer, all with 20 or more
'years of ser
8. PUBLIC MEETING RE CITY COUNCIL INITIATED REZONE REQUEST OF PROPERTY
IN THE VICINITY OF 12TH AVENUE & TIETON DRIVE
Associate Planner, Don .Skone, stated staff had no additional
comments regarding this rezone request. It was MOVED by Berndt,
seconded by Carmichael, to accept the Hearing Examiner's
recommendation for approval. Unanimously carried by voice vote.

*9. CONSIDERATION OF RESOLUTION AUTHORIZING THE CITY MANAGER AND CITY
CLERK TO EXECUTE AND FILE APPLICATION FOR FINANCIAL ASSISTANCE TO
UMTA

RESOLUTION NO. D -5266, A RESOLUTION authorizing the filing of
applications with the Department of Transportation, United States
of America, for grants under the Urban Mass Transportation Act of
1964, as amended.
10. REPORT FROM PUBLIC WORKS RE PARKING RESTRICTION IN VICINITY OF
TIETON DRIVE TO SOUTH OF ARLINGTON ON 40TH AVENUE
Jerry Copeland, Director of Public Works, was present to respond to
Council's inquiries regarding parking restriction in the vicinity
of 40th Avenue and Arlington. He stated he received a letter from
the School District indicating their willingness to cooperate in .
resolving the matter. Council member Berndt expressed her concerns
with the proposed solutions: 1) If the 2 hour. parking. on Arlington
is not enforced, the students will ignore it; 2) Limiting parking
on the east side of 40th Avenue from 7 a.m. to 9 a.m. in order to
• have parking available for the golfers is not such a good solution
because in afternoon when the students returning from. lunch will
use those parking spots; and 3) The west side parking on 40th
Avenue should be left available for evening use because of sporting
events. Mr Copeland informed Council that once the no parking rules
are established, staff would be looking towards 40th Avenue
becoming a four -lane thoroughfare. Mr. Copeland explained further
the possibility of making a "cut -out" in the golf course to provide
for off street parking. Further discussion ensued with concerns
expressed regarding traffic safety in the area. It was then MOVED
by Buchanan, seconded by Berndt, to refer this tothe Legal
Department for drafting of an ordinance in time to be effective by
August 29, 1986. Council. member Carmichael agreed with the
concerns expressed earlier by Council member Berndt, but. commented
that although it may be referred to the Legal Department, Council
is not "washing its hands" of this problem. She continued by
noting she wanted to be kept apprised of the solutions and hoped
that the solution presented today would work properly. The
question was called for a vote on the motion. Unanimously carried
by voice vote. Barnett, Foy and Sparling absent.
11. CONSIDERATION OF RESOLUTION REGARDING HAZARDOUS VEGETATION AND
DEBRIS ABATEMENT PROGRAM
Code Administration Manager, Bob Shampine,.was present and informed
Council that none of the citizens whose names appear on the
notification list regarding this issue have contacted his office.
Mayor Beauchamp asked if there were any citizens present wishing to
speak to this issue. There being none, and the resolution having
been read by title, it was MOVED by Berndt, seconded by Buchanan,
that the resolution be adopted. Unanimously carried by roll call
vote. Barnett, Foy and Sparling absent.

RESOLUTION NO. D -5267, A RESOLUTION authorizing the Code
Administration Manager to clear certain weedy lots.
*12. REPORT FROM CITY MANAGEMENT RE AFFIRMATIVE ACTION POLICY OPTIONS
The report and staff recommendation to request the City of Yakima
Civil Service Commission to adopt a "Rule of three plus three" was
accepted and approved. - - . .. .
*13 REPORT FROM COMMUNITY & ECONOMIC DEVELOPMENT RE THE 1986 FRUITVALE
(PP &L) CANAL WALKS
The report•"from the Director of Community and Economic Development
regarding the 1986 Fruitvale (PP &L) Canal Walks- Project 1152,
and staff's recommendation to have City Council members review this
project -and authorize the additional_ cost over -run from •
contingency, was accepted and approved.

*14. APPROVAL OF TREASURY REPORT FOR MAY 1986
The report from the Director of Finance and Budget dated July 8,
1986, regarding the investments of the City of Yakima, was accepted
and approved.
*15. APPROVAL OF OUT -OF -STATE TRAVEL FOR BOB WEAVER, PERSONNEL OFFICER,
TO WASHINGTON D.C.
The out -of -state travel for Bob Weaver, Personnel Division, to
Washington D.C. to attend a planning meeting of the 1987 Board of
Directors of the American Society for Personnel Administration,
July 25 thru 27,'1986, at no expense to the City, was approved.
*16. APPROVAL' OF OUT -OF -STATE TRAVEL FOR • BOB SHAMPINE, CODE
ADMINISTRATION MANAGER, TO PHOENIX, ARIZONA

. The out-of -state travel for Bob Shanpine, Code Administration, to
Phoenix, Arizona, to attend the 64th Annual Education and Code
Development Conference of International Conference of 'Building
Officials, September 12 thru'20, 1986, at a cost of $1,034 was
approved.
*17. CONSIDERATION OF RESOLUTION AUTHORIZING SALE OF SURPLUS
PROPERTY' -

RESOLUTION NO'. D -5268, A RESOLUTION authorizing the sale of surplus
personal property owned by the City.
*18. CONSIDERATION OF RESOLUTION AUTHORIZING AMENDMENT TO ENGINEERING
CONSULTANT SERVICE CONTRACT WITH CULP, WESNER, CULP
RESOLUTION NO. D -5269, A RESOLUTION authorizing the execution of an
amendment to the existing agreement 'with' Culp, Wesner, Culp,
consulting engineers, for consulting engineering services.
*19 CONSIDERATION OF A RESOLUTION APPROVING YAKIMA'AIR TERMINAL BOARD
RESOLUTION ESTABLISHING' A DEFERRED COMPENSATION PLAN
RESOLUTION NO. D -5270, A RESOLUTION approving a resolution of the
Yakima Air Terminal Board establishing a deferred coMpensation
plan.
*20. CONSIDERATION OF ORDINANCE AMENDING THE TRAFFIC CODE: ' '
A. 'PROHIBITING PARKING ON TIETON DRIVE /48TH AVENUE
B. PROHIBITING PARKING ON KNOBEL AVENUE
C. ESTABLISHING ONE - WAY ALLEY, B STREET TO A STREET, BETWEEN 3RD
' AND 4TH STREETS
ORDINANCE NO. 2968, AN ORDINANCE relating to traffic control;
prohibiting parking at all times on certain streets; establishing
one-way streets and alleys; and amending Sections 9.50.050 and
9.50.290 of the City of Yakima Municipal Code.
*21. CONSIDERATION OF AN ORDINANCE APPROPRIATING FUNDS FOR ACQUISITION
OF MANHOLE COVERS AND RINGS FOR UPCOMING STREET IMPROVEMENT
PROJECTS (FIRST READING)
An ordinance appropriating funds for the purchase of manhole rings
and lids having been read by title only at this meeting, was laid
on the table for one week, or until July' 15, 1986.
*22. CONSIDERATION OF AN ORDINANCE IMPOSING A NON- REFUNDABLE FEE FOR
CERTAIN CIVIL SERVICE EXAMINATIONS
ORDINANCE NO.' 2969, AN ORDINANCE relaating to 'city government
administration; imposing a non - refundable fee for taking certain
civil service examinations; and amending Subsection . 2.45.010A of
the City of Yakima Municipal Code.

*23. CONSIDERATION OF AN ORDINANCE AMENDING THE 1986 BUDGET PROVIDING
FUNDS FOR STREET MAINTENANCE (SECOND READING)
An Ordinance amending the 1986 Budget and appropriating funds for
expenditures during 1986 having been read by title only on June 17,
1986, was brought before the Council for a second reading.
ORDINANCE NO. 2970, AN ORDINANCE amending the 1986 Budget for the
City of Yakima; making appropriations from unappropriated fund
balances within, various funds for expenditure during,1986.

25. ADJOURNMENT
There being no further business to come before the Council, it was
MOVED by Berndt, seconded by Carmichael, that this meeting be
adjourned at the hour of 2:30 p.m. Unanimously carried by voice
vote. Barnett, Foy and Sparling absent.
