' BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Henry
Beauchamp, presiding,. Council members Clarence Barnett, Pat Berndt,
Lynn Buchanan,: and Lynn Carmichael present on roll call. City
Manager Zais, City Attorney Andrews, City Clerk Roberts and Deputy
City Clerk Toney also present. Council members Jerry Foy and Jack
Sparling absent.
2. INVOCATION
The Invocation was given by City Manager Zais.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Council member Barnett reminded Council members of the
informational workshop on nuclear waste to be held May 21st, 6 :30
p.m. at Davis High School and encouraged them to attend.
Council member Buchanan stated he distributed an article from the
May issue of Fireman entitled "Wavering Wavelengths" for Council's
information. He stated this information should be beneficial in
view of the fact that Council is anticipating the expenditure of
funds for new radio equipment.
City Manager Zais introduced Gerald Beeson to the Council stating
he will be reporting to work June 2nd as the new Fire Chief. Mr.
Beeson informed Council he began his career as a firefighter twenty
years ago in Peoria, Illinois, and briefly reviewed his
background and qualifications for the Fire Chief position. He
stated he is looking forward to June 2nd and the challenge ahead.
Mayor Beauchamp welcomed Mr. Beeson to Yakima and his new position
as Chief of the Yakima Fire Department.
Mayor Beauchamp read and presented a proclamation declaring May
18 -24th as "National Insurance Women's Week" to - Monica, Young,
President of that organization.
Mayor Beauchamp read and presented a proclamation declaring May 18-
24th as "Tourism Week in the City of Yakima" to Mary Lou
Wainwright, President of the Visitors & Convention Bureau.
Mayor Beauchamp expressed appreciation to Council members and
staff who had been in attendance at the Mayor's Prayer Breakfast
held last week at the Holiday Inn.
4. CONSENT AGENDA
Mayor Beauchamp referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. It was the consensus
of the Council that Item No. 12 be removed as requested. The City
Clerk then read the Consent Agenda items, including resolutions and
ordinances by title. It was MOVED by Carmichael, seconded by
Buchanan, that the Consent Agenda, as read, be passed. Unanimously
carried by roll call vote. Foy and Sparling absent. (Subsequent
paragraphs preceded by an asterisk ( *) indicate items on the
Consent Agenda handled under one motion without further
discussion.)
*5. APPROVAL OF MINUTES OF THE COUNCIL MEETING OF MAY 6, 1986
The Council minutes of May 6 were approved, having been duly
certified accurate by two Council members and no one present
wishing to have said minutes read publicly.

6. AUDIENCE PARTICIPATION •

Phil Salatino, 209 Park Avenue, appeared-before Council asking why
35 out of 75 or 80 manhole covers on Summitview are approximately 2
inches below street level. On another matter, Mr. Salatino
commented the intersection at 40th & Summitview is a traffic
hazard and asked what measures could be taken to alleviate the
problem. Dennis Covell, Director of Engineering and. Utilities,
responded to both of these issues, stating the 40th & Summitview
intersection is currently under designr.,an& willr=baddressed with
left turn bays. Regarding the manhole cover) issue, .Mr. Covell
stated the manhole covers are put in flush with the pavement,
however, settlement occurs in same areas, resulting in recessed
manhole covers. He stated he would have staff conduct a field
survey and evaluate their findings.
Rachel Howard, 1010 South 10th Avenue, appeared before the City
Council requesting donations toward air fare to California for
herself and her mother. The purpose of the trip is to enable
Rachel to participate in the "Hands Across America" campaign to be
held Sunday, May 25th across the United States. The proceeds from
the campaign will benefit the less fortunate citizens in the United
States by providing food and shelter for the hungry and homeless.
Mayor Beauchamp thanked Rachel for caning and explained that City
funds cannot be used for this purpose, however,-,individuals may
wish to make contributions.

7. CONSIDERATION OF PROPOSED LEASE AGREEMENT FOR OFFICE SPACE FOR
CABLE TV
Glenn Rice, Director of Community & Economic Development, and Bruce
Crest, Cables TV Coordinator, were present to respond to Council
members inquiries regarding this item. -Mr.• Rice stated. this
request'is a result of the expiration of the current lease for the
Cable -TV facility. He explained the School District does not wish
to renew the lease, 'and in fact, the new occupant is currently
. residing in the hall waiting for Yakima Valley Cable TV to vacate
the premises. Staff considered eight different locations of which
only three were acceptable as possible relocation sites for the
• Cable TV facility. Following considerable discussion regarding
the alternate sites, the possibility of constructing a facility,
and a possible contribution by McCaw Cablevision, it was MOVED by
Berndt,. seconded by Carmichael, to accept staff' s' recommendation.
(Staff directed to negotiate a lease with Chester Abbott for the
remodeling and use of 305 South 3rd Avenue, #A and B,. to serve as a
cable .communications facility for the City, and return to the City
Council at a future date for their consideration of said lease.)
• Scott Wilson, 810 West Nob Hill Boulevard, owner of the Fanny
Fitter Building, distributed a letter to Council, reviewed the
information contained therein, and requested his property be given
further consideration as a possible relocation site for the Cable
TV office. (Mayor Beauchamp temporarily absent.), Discussion
ensued following relocation of the satellite 'dish. Mr. Crest
indicated -the satellite dish is a minor concern as it is used for
retransmission on a minimum basis. The question was called for a
vote on the motion. Carried by 3 -2 voice vote. Barnett and
Buchanan voting nay. Foy and Sparling absent.

*8. REPORT FROM'TRAFFIC ENGINEERING REGARDING PROPOSED LEGISLATION ON
ONE-WAY ALLEYS BETWEEN • YAKIMA AVENUE AND CHESTNUT AND -4.IST ST. AND
FRONT
The - staff report - and -- recamnendation to direct staff! to prepare an
ordinance designating the -west alley between-First Street and
Front Street as a two -way - alley and furthendirecting the Traffic
Engineering staff to conduct traffic reviews--:in the .future, was
accepted. • -
*9. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH
FIRST INTERSTATE BANK FOR MULTI - FAMILY REHABILITATION PROGRAM

RESOLUTION NO. D -5254, A RESOLUTION authorizing the Director of
Community and Economic Development to enter into agreement with
First Interstate Bank for implementation of a multi - family loan
program.
*10. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF AMENDMENT
NO. 1 TO AN AGREEMENT WITH GRAY & OSBORNE, INC. FOR CONOVER PARK
AND SCENIC DRIVE SEWER DESIGN
RESOLUTION NO. D -5255, A 'RESOLUTION• authorizing the City Manager
and City Clerk of the City of Yakima to execute Amendment No. 1 to
an agreement with Gray & Osborne, Inc., P.S. for professional
engineering services.
*11. APPROVAL OF REPORTS FROM DEPARTMENT OF FINANCE &BUDGET:
A. BUDGET REPORT FOR APRIL 1986
The Budget Report for April 1986 submitted by the Director of
Finance & Budget, was accepted.
B. TREASURY REPORT FOR APRIL 1986 •
The report from the Director of Finance & Budget dated May 20, 1986
regarding the investments of the City of Yakima, was accepted and
approved.
12. CONSIDERATION OF AN ORDINANCE AMENDING THE 1986 BUDGET AND
APPROPRIATING FUNDS FOR A CITY -WIDE RADIO SYSTEM STUDY
An ordinance appropriating funds for a City -wide radio system study
having been read by title only at the previous meeting, was brought
before the Council for a second reading. Council member Buchanan
initiated discussion regarding the expenditure of $13,000 for a
City -wide radio system study stating he is uncomfortable with this.
City Manager Zais responded the intent of the study is to review
and evaluate the current system and make a recoMmendation•as to
whether or not the City should update its current system or convert
to a different system -in the future. Deputy Fire Chief Fieldstead
responded to Council member Carmichael's• inquiry regarding the
length of time to complete the' study, stating it will take nine
weeks. The ordinance having been read by title, it was MOVED by
Carmichael, seconded by Barnett, the Ordinance be adopted. Carried
by 4 -1 voice vote. Buchanan voting nay. Foy and Sparling absent.
ORDINANCE NO. 2960, AN ORDINANCE amending the 1986 budget for the
City of Yakima and making an appropriation in the Federal Shared
Revenue Fund for expenditure during 1986.
13. OTHER BUSINESS
Council member Berndt requested additional information from staff
regarding the impact the proposed housing project at 51st &
Chestnut will have on the Chestnut Avenue bike route. Community
& Economic Development staff was unavailable to respond to this
inquiry.
Council member Buchanan stated a vacancy exists on the. Housing
Authority Board to which Bob Zike would like to be reappointed.
Therefore, it was MOVED by Buchanan, seconded by Carmichael, to re-
appoint Bob Zike to serve a five year term. Unanimously carried by
voice vote. Foy and Sparling absent.
Mayor Beauchamp reiterated to Rachel Howard and her mother the City
could not contribute to their cause, however, Council members and
staff may make contributions as individuals if they so desire.
Mrs. Howard further responded to Mayor Beauchamp's inquiries
regarding the purpose of the campaign, stating 60a of the proceeds
will filter into food banks to be used to help care for America's
hungry and homeless.

City Manager Zais referred to the Hearing Examiner's schedule in
the Council packet, stating a copy of the schedule will be made
available to Council members alerting them to specific issues
to be heard by the Hearing Examiner. City Attorney Andrews
reviewed the Appearance of Fairness Ebctrine as it relates to these
hearings. Council members were informed of their role and
responsibilities in matters scheduled to be heard by the Hearing
Examiner. Council member Buchanan stated he is uncomfortable with
the fact that the Hearing Examiner will be making decisions
regarding right -of -way vacations. Council member Berndt also
expressed concern in this regard. City Attorney..Andrews.`indicated
right -of -way vacations would be heard by the City Council.

14. ADJOURNMENT
There being no further business to come before the Council, it was
MOVED by Berndt, seconded by Carmichael, this meeting be adjourned
at the hour of 3:30 p.m. Unanimously carried by voice vote. Foy
and Sparling absent.
