BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Clarence
Barnett, presiding, Council members Henry Beauchamp, Pat Berndt,
Lynn Buchanan, Lynn Carmichael, Jerry Foy and Jack Sparling present
on'roll call. City Manager Zais, City Attorney Andrews, City Clerk
Roberts and Deputy City Clerk Toney also present.
2. INVOCATION
The Pledge of Allegiance was led by Mayor Barnett.
3. ADMINISTRATION OF OATH OF OFFICE TO COUNCIL MEMBERS
Henry Beauchamp, Jerry Foy and Jack Sparling having been re- elected
to the office of Council member and Patricia Berndt having been
elected to fill an unexpired term on the City Council, on
November 5, 1985,. and the Oath pf Office having.been administered
to them at this time by the City Clerk, are now duly seated as
Council members for the City of Yakima.
A. PRESENTATION OF PROCLAMATION
Mayor Barnett read and presented a proclamation declaring January
6th -12th as Allied Arts Week to Anne Byerrum, representative of
Allied Arts Council.
4. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
None
A. CONSENT AGENDA
It was the general consensus of the Council that Items Nos. 8 and 9
be placed on the Consent Agenda, as requested by Council member
Foy. The City Clerk then read the Consent Agenda Items, including
resolutions and ordinances by title. It was MOVED by Carmichael,
seconded by Buchanan, that the Consent Agenda, as read, be passed.
Unanimously carried by voice vote. (Subsequent paragraphs preceded
by an asterisk ( *) indicated items on the Consent Agenda handled
under one motion without further discussion.)
5. AUDIENCE PARTICIPATION
Morris Corbray, 707 North 4th Avenue, appeared before Council
questioning his water billing which he believed to be excessive.
Mayor Barnett requested Director of Finance & Budget, John
Hanson, direct Mr. Corbray to the Customer Services Manager
to resolve the matter.
6. A. ELECTION OF MAYOR
Mayor Barnett opened the nominations for election of a new mayor.
Council member Buchanan nominated Lynn Carmichael for the mayor's
position, and Council member Foy nominated Henry Beauchamp. It was
MOVED by Buchanan, seconded by Berndt, the nominations be closed.
Unanimously carried by voice vote. Roll call was called for on
the nominations. The results of the vote were 4 -3 in favor of
Beauchamp; Barnett, Foy, Sparling and Beauchamp voting for
Council member Beauchamp; Berndt, Buchanan and Carmichael voting
for Council member Carmichael. It was MOVED by Carmichael,
seconded by Foy, to cast a unanimous ballot for Henry Beauchamp as
Mayor. Unanimously carried by roll call vote. Mr. Beauchamp
having been elected Mayor, presided over the remainder of the
meeting.
B. ELECTION OF ASSISTANT MAYOR
Council member Sparling nominated Clarence Barnett as Assistant
Mayor. It was MOVED by Buchanan, seconded by -Foy; the - nominations

be closed, and a unanimous ballot be cast for Mr. Barnett as
Assistant Mayor. Unanimously carried by voice vote.
C. CONSIDERATION OF APPOINTMENTS TO BOARDS, COMMISSIONS AND
COMMITTEES OF THE CITY COUNCIL
Health Board
Council member Sparling withdrew as alternate from the Health
Board. It was the general consensus of the Council to appoint
Jerry Foy to serve as alternate.
Law and Justice
It was the general consensus of the Council to
delete representation to this Commission as it has not met for the
past two years.
Conference of Governments .
Clarence Barnett and Jerry Foy will continue as primary
representatives. Lynn Carmichael and Henry Beauchamp will remain
as alternates.
Planning Commission /COG
Mayor Beauchamp requested Council member Barnett check with the
current members serving on the Planning Commission and ascertain if
they desire to continue serving as Planning Commission members.
Joint Board /Urban Area Planning
Council member Lynn Carmichael and Jerry Foy will continue to serve
on the Joint Board.
Downtown Area Redevelopment Committee
Lynn Carmichael will continue to serve on this committee.
Westside Merchant Association
It was the general consensus of the Council that Jerry Foy will
serve on this committee at the request of the association members.
Yakima Joint Basin Board
Jack Sparling will continue to serve as primary representative and
Jerry Foy will serve as alternate.
Air Terminal Board
It was the general consensus of the Council that Lynn Buchanan will
continue to serve as Council liaison.
Yakima - Kittitas Resource Conservation & Economic Development
Henry Beauchamp will continue to serve as primary and Lynn
Carmichael will serve as alternate.
COG Executive Board
(This representative is elected by COG.) •
Chamber of Commerce Board :
As newly elected Mayor, Henry Beauchamp will serve on this
board ex officio.
Visitors & Convention Bureau Advisory Board
Lynn Carmichael will continue to serve on this board.
Yakima Sunfair, Inc.
Pat Berndt will continue to serve on this board.

Yakima Valley Greenway Taskforce
Pat Berndt will continue to serve on this task force.
Yakima Centennial Executive Board
It was the general consensus of the Council to delete
representation to this board.
Police Relief & Pension Board
Mayor Beauchamp designated Clarence Barnett to serve on this
board.
Fire Relief & Pension Board
Mayor Beauchamp designated Clarence Barnett to serve on this board.
Yakima County Emergency Services Council
As newly elected Mayor, Henry Beauchamp will serve on this
Council.
Yakima County Emergency Services Executive Board
This representative is elected by the Emergency Services Council.
Districting Court Committee for Yakima County District Court
As newly elected Mayor, Henry Beauchamp will serve on this
committee.
Yakima Clean Air Authority
As newly elected Mayor, Henry Beauchamp will serve on this Board.
Chamber of Commerce Resource Advisory Committee
It was the general consensus of the Council that representation
to this Committee be discontinued.
Association of Washington Cities
It was the general consensus of the Council that Lynn
Carmichael's current position as Vice President of the Association
of Washington Cities be shown, and that in June she will installed
as President of this Association.
Mayor Beauchamp stated there are three committees not listed on the
information supplied to Council, those being the Transit Committee,
the Labor Management Committee and the Yakima Valley Transit
Committee. City Clerk Roberts shared the following information
with Council regarding these committees: Lynn Carmichael, Lynn
Buchanan, and Jack Sparling currently serve as primary
representatives and Henry Beauchamp serves as alternate. Council
member Barnett stated he would like to serve as alternate. On the
Labor Management Committee, primary representatives include Jerry
Foy, Jack Sparling and Clarence Barnett. On the Yakima Valley
Tranportation Committee, primary representatives include Clarence
Barnett, Lynn Buchanan, Lynn Carmichael, and Jerry Foy as
alternate. Mayor Beauchamp stated if the Council members desire to
continue serving on the various committees as outlined, he would
entertain such a motion. Following discussion, it was MOVED by
Buchanan, seconded by Foy, to approve the list of appointments to
the Committees for Appointments to Boards and Commissions as
presented in the Council packet, with the exception of Clarence
Barnett replacing Henry Beauchamp as the alternate representative
on the Transit Committee. Unanimously carried by voice vote.
Jerry 'Foy 'will ' serve as alternate on the Yakima Valley
Transportation Committee.
City Employees Civil Service
Mayor Beauchamp - stated applications have been received for the
Civil Service Committee, however, the Committee for Appointments
would like to meet prior to making any new appointments.

Community Programing Advisory Committee
Council member Carmichael stated the Committee for Appointments
would like to meet prior to making a decision on this appointment.
Human Relations Committee
Mayor Beauchamp stated this Committee has been inactive for quite
some time now, and rather than make appointments filling vacant
positions, Council needs to consider the future of this Committee.
Traffic Safety Advisory Committee
Council member Barnett stated applications have been received for
this committee, however, Council heeds to form a Committee for
Appointments. Council members Berndt, Buchanan, and Carmichael
were appointed to serve on this Committee for Appointments.
Utility Rate Advisory Board
City Manager Zais stated applications are still being considered
for this appointment. He indicated this appointment is made by the
City Manager, and is subject to confirmation of the Council.
7. REPORT FROM DEPARTMENT OF FINANCE AND BUDGET REGARDING THE
AVAILABILITY OF INSURANCE OFFERED BY FRED S. JAMES & COMPANY
City Manager Zais commented briefly on the letter provided to
Council in their packets with regard to general liability and
property insurance coverage for 1986 and the anticipated premium.
He introduced Debbie Krautwurm and Joel Pearson of Fred S. James
and asked them to comment on the issue. Joel Pearson reviewed the
options contained in the letter to Couridil and responded to
questions regarding the issue. Mr. Pearson stated the proposal
from PENCO appears to be the best option at this time. He
indicated a number of the insurance companies are attempting to
negotiate re- insurance contracts, however, they have been
unsuccessful in doing so. Mr. Pearson stated another factor
contributing to higher quotes is that more insurance companies are
deciding not to carry municipal insurance. A brief discussion
ensued regarding the City's relatively good loss ratio
experience. Mr. Pearson stated the actual quotes received are
less than the $580,000 shown in the report to Council. He stated
the quote does not include coverage for the transit system,
which must be purchased separately. He requested the City Manager
be authorized to make the final decision on quotes received for
insurance coverage. Mr. Pearson indicated statistics show
approximately $165,000 a year has been paid out in insurance
claims. Council member Sparling expressed dissatisfaction with the
quotes ,presented in the report, and suggested the City not obtain
coverage at these prices. Mr. Pearson cautioned the Council
regarding the risk of the City going uninsured. It was MOVED by
Foy, seconded by Barnett, to accept the report and give the City
Manager authority to sign an insurance binder by Friday, January
10th. Carried by 6 -1 voice vote. Sparling voting nay.
*8. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF PROPERTY DEED
RESOLUTION NO. D -5202, A RESOLUTION authorizing the City Manager
and City Clerk of the City of Yakima to execute and deliver a
warranty deed to the Yakima City and County Employees Credit
Union.
*9. SET DATE OF HEARING ON APPEAL FROM TOMMY HAYES ON REVOCATION OF
TAXI DRIVER'S LICENSE FOR JANUARY 14, 1986
January 14, 1986 was set as the date of hearing on the appeal filed
by Tommy Hayes on the revocation of his taxi driver's license.
10. OTHER BUSINESS
City Manager Zais stated he received notification from the County
that they had agreed to support the Airport in funding a project
between the range of $20- 25,000. He stated Council committed
$25,000 to the Airport for capital improvement projects during the

1985 budget hearings, and agreed to allocate an additional $25,000
if the County matched the amount. Mr.. Zais asked Council if they
desire to go forward with their original commitment or reconsider
the matter. He pointed out that $15;000 would cane from the
existing FRS reserve and $10,000 would come from the revenue
sharing allocation. He reminded Council this would .reduce the
carryover funds to the 1986 budget. It was the general consensus
. of Council to proceed with the appropriation of the $25,000.
.City Manager Zais asked Glenn Rice, Director of Community &
Economic Development, to comment on information received from HUD
regarding the 1986 CBDG funds. Mr. Rice stated notification has
been received from HUD that the CDBG allocation has been reduced

25% . fran . the _„level Council approved duri:iig . the hearing and review
process. He stated staff will bring a revised budget to Council on
II January 21st, and ask for recommendations in dealing with the
reduction of funds.
City Manager Zais stated he had distributed an article for
informational purposes regarding the federal government's
rejection of a dam project proposed by the City of Bellevue.
He also called attention to a letter sent recently to Senator
Morrison regarding some of the concerns the City is currently
facing. He suggested Council attempt to schedule a meeting with
Senator Morrison while he is in the area. It was MOVED by Barnett,,
seconded by Sparling, that the Mayor initiate a meeting with
Senator Morrison while he is in the Yakima area. Unanimously
carried by voice vote.
Council member Sparling encouraged the Council to give serious
thought to the City's insurance situation. He pointed out that the
way it is currently setup, "the City will be paying all of the
claims, and the insurance company will be pocketing the $580,000."
He stated he believes the state is going to put a ceiling on the
amount of liability claims this year. City Manager Zais reminded
Council that one of the elements being introduced in the insurance
program is legal counsel to review the City's smaller claims. He
stated $50,000 has been set aside for this purpose.

11. EXECUTIVE SESSION REGARDING COLLECTIVE BARGAINING
It was MOVED by Barnett, seconded by Foy, to move into executive
session for approximately 25 minutes for the purpose of discussing
collective bargaining. Unanimously carried by voice vote.

12. ADJOURNMENT
Following the completion of Executive Session, the meeting was
