ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 3:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington.. Council. members
present were Mayor Clarence Barnett, Pat Berndt, Lynn Buchanan, Lynn
Carmichael, and Jerry Foy. Council members Henry Beauchamp and Jack
Sparking absent. Staff members present were City Manager Zais,
Director of Finance & Budget Hanson, Accounting Manager Wheeler and
City Clerk Roberts.
POLICE
Police Chief Pleas Green introduced his administrative staff members:
Lieutenant Follansbee, Captain Blesio and Marsha Devine. He coinu
he would propose to leave in the increased amount projected to be
spent on overtime due to the Fair Labor Standards Act, even though
the effective date has been delayed. He further couuented the radios
mentioned in the policy issue for the 12 pursuit vehicles are not
included in the 800 mhz system which is under Council and staff
evaluation. Chief Green responded to the Council's questions regard-
ing the computerization of the - Records Bureau, the number of patrol-
men and stacking of complaint calls.. Chief Green credited the
Reserve Officers for their assistance given to the Police Department,
allowing the Department to keep their manpower need lower. He also
spoke about the contribution made by the On Guard volunteers and
Crime Prevention Task Force. Chief Green continued to respond to the
Council's questions regarding costs for housing prisoners at the
County jail, the justification for the position upgrade to an
Assistant Records Supervisor in the Records Bureau and the policy
issue relating to radio equipment replacement. There was a brief
discussion regarding the Police Cadet Program. City Manager Zais
commented the Cadet Program is budgeted under the FRS on page 97. He
stated that assuming FRS is discontinued in 1987, this program will
be budgeted in the General Fund. Chief Green conu about the
equipment replacement request for seven pursuit vehicles, advising
Council the Department is on schedule for their replacement program.
FIRE
City Manager Zais introduced the members of the Command Staff: Tom
Fieldstead, Deputy Fire Chief, Ernie Berger, Gene O'Dell and Bruce
Hines. He stated this budget has been prepared by the entire Command
Staff. Deputy Chief Fieldstead coi on the delay of the effec-
tive date of the Fair Labor Standards Act and stated he would like
to leave the overtime budgets as presented at this time due to the
uncertainty of the outcome of this issue. The budget was then
reviewed page by page; members of the Command Staff responding to
the questions posed by the Council members. Deputy Chief Fieldstead
explained the increase in the office supplies account being due to
consolidation of a number of other accounts and explained the new
line item called "shift differential ". Mr. Fieldstead described the
physical fitness program and stated all personnel are tested on . a
quarterly basis. There was discussion regarding the request for a
portable radio and the communication problem experienced with other
fire fighting entities. Referring to the capital outlay request in
the Training budget for a VHS camera and recorder, Council member
Foy questioned why this equipment isn't being purchased from the 5%
Cox and McCaw franchise fees. City Manager Zais conu it was the
opinion of the Cable TV Coordinator that this purchase does not
qualify for funding from the Cable TV Fund in view of the other
services they have, based upon the ordinance and franchise commitment
to community access. Mr. Berger interjected the equipment would have
to be dedicated for use at the Fire Department and City Manager Zais
coiiniented that was another concern of the Cable TV Coordinator.
Council member Buchanan stated it would be good to see what kind of
'inventory of this type of equipment there is in the Fire Department,
as well as the other departments. Referring to Policy issue "A ", on
page 187, Council member Foy pointed out a transposition of the
words "lower a ", which should be "a lower ". Staff responded to
Council member Foy's questions regarding the joint training facility

and the requirements of the Bond issue pertaining to the sale of the
old fire training site.
It was MOVED by Berndt, seconded by Buchanan that this meeting be
adjourned at the hour of 4:30 p.m. to ''``then meet on Tuesday,
November 12, 1985 at 10:30 a.m. at the Thunderbird Motor Inn.
Unanimously carried by voice vote. Beauchamp and Sparling absent.;
