City Council directed staff to bring information regarding the resolution outlining the procedures
for naming public parks and park facilities.
This item was discussed at the May Yakima Parks & Recreation Commission and the P ark &
Recreation Commissioners had a wide variety of opinions on the current resolution that was
approved by City Council in 2005 and the proposal of changing the wording from "An individual
who has contributed outstanding civic service to the City of Yakima primarily in the area of Parks &
Recreation and deceased for at least one year," to "A n individual who has contributed outstanding
civic service to the City of Yakima primarily in the area of P arks & Recreation".

SUBJECT: Naming of Parks and Park Recreation Facilities
The City Council is considering amending Resolution R-2005-51 to allow the City of Yakima to
name public parks and parks and recreation facilities after an individual who is living. The
current resolution permits park facilities to be named after an individual who has contributed
outstanding civic service to the City of Yakima primarily in the area of Parks and Recreation and
who has been deceased for a period of at least one year.
Section 1(d) of the resolution does allow for an individual to be living or deceased, when they
have made a significant land and/or monetary contribution to the parks system or has had the
contribution made “in memoriam”, and when the name has been stipulated as a condition of the
donation.
This resolution was adopted on March 22, 2005, to establish a clear process for naming new
parks and facilities and existing non-named parks. The Parks and Recreation Commission also
unanimously approved the resolution at their March 14, 2005 Commission meeting. The
Commission considered a memorandum from then-Director of Public Works, Chris Waarvick,
and then-Parks and Recreation Manager, Denise Nichols. The memorandum discussed the
importance of choosing a name for parks facilities and the process to arrive at the name. The
memorandum also compared naming procedures with other cities in Washington.
If the Council decides a park should be named after a living individual, the resolution could be
amended by removing the clause “and who has been deceased for a period of one year” from
Section 1(e). Pursuant to Section 2, the City Council shall make its selection after receiving a
recommendation from the Parks and Recreation Commission, based upon public input from
individuals and organizations.
