STUDY SESSION.
The City Council met in session on this date at 2:00 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Clarence Barnett, Henry Beauchamp, Pat Berndt, Lynn Buchanan, Lynn
Carmichael, Jerry Foy and Jack Sparling.
1. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Mayor Barnett couuuented that a Joint Study Session with the Council
and County Commissioners is scheduled for tomorrow, July 17th at 3:00
p.m. for the purpose of discussion the Proposed Urban Area Plan. He
stated the possibility exists that the meeting will need to be
continued, .and requested Council consider August 5th as the date to
adjourn tomorrow's meeting. He asked that Council members review
their calendars and indicate during the "Other Business" portion of
the meeting whether or not. they will be able to attend a Joint
Meeting on that date.

'I City Manager Zais suggested July 30th, 1985 as a possible date for
the Joint Study Session on the Urban Area Examiner concept.
Council members were requested to indicate whether or not they would
be available for a meeting on this date.
2. j DISCUSSION AND REVIEW RE PROPOSED 7 -YEAR RADIO ACQUISITION PLAN
Tom Fieldstead, Deputy Fire Chief, responded to Council's inquiries
regarding the Proposed 7 -Year Acquisition Plan. Following a discussion
• regarding some of the technical aspects of the plan, it was MOVED by
Foy, seconded by Sparling, to move this item down on the agenda to
become Item No. 6a under Current Study Session Items. Unanimously
carried by voice vote.

• BUSINESS MEETING
3. ROLL CALL •
At 3:00 p.m., the Council members couunenced the regular meeting,
Mayor Barnett, presiding, Council members Beauchamp, Berndt, Buchanan,
'I Carmichael, Foy, and Sparling present on roll call. City Manager
Zais, City Attorney Andrews, Deputy City Clerk Toney also present.
4. INVOCATION
The Invocation was given by City Attorney Andrews.
5. CONSENT AGENDA
Mayor Barnett referred to the Items placed on the Consent Agenda,
. questioning whether there were any additions or deletions from either
Council members or citizens present. Mayor Barnett indicated a citizen
had requested to speak regarding Item No. 11, therefore, it was
removed from the Consent Agenda. It was the general consensus of the
Council that the deletion of Item No. 11, as requested, be made. The •
Deputy City Clerk then read the Consent Agenda items, including
• resolutions and ordinances by title. It was MOVED by Carmichael,
seconded by Buchanan; that the Consent Agenda, as read, be passed.
Unanimously carried by roll call vote. (Subsequent paragraphs preceded
by an asterisk (%) .indicate items on the Consent handled under •
one motion without further discussion.)
6. CURRENT STUDY SESSION ITEMS
a. Proposed 7 -Year Radio Acquisition Plan
Council member Beauchamp'questioned the time frame which must be met
regarding this issue. Deputy Fire Chief Tom Fieldstead explained
Phase I was implemented in 1985 and Phase II will be addressed in the
budget process for 1986 and 1987. He stated $18,960 has been budgeted
'; for the purchase of •radios for various city departments and he would
,I like to see that amount set aside for a period of time. City Manager

Zais indicated Phase I funds have been earmarked in the equipment
rental funds, while the Wastewater Treatment Plant and Transit funds
were proposed through reserves. Council member Beauchamp questioned
the need to deal with the issue now rather than at budget time. Mr.
Fieldstead responded stating fourteen transit buses have been purchas-
ed and will be arriving in different stages. He indicated the buses
will need to be equipped with radios prior to being placed in
operation. It was MOVED by Foy, seconded by Carmichael, to direct
staff to bring back proper legislation for Option II. Discussion
followed in which Council member Buchanan coinuuented the City is in
the process of transitioning into a new prime computer system and
does not feel this is the time to be purchasing a completely new
radio system due to the expense involved. Council member Beauchamp
indicated he would prefer to address the issue at budget time. Mayor
Barnett stated there are some technical questions which he would like
answered prior to voting �n the matter. The question was called for a
vote on the motion. Motion failed by 4 -3 voice vote. Barnett,
Beauchamp, Buchanan and Sparling voting nay. Following a brief discus-

sion regarding some of the technical aspects of the system, and the
critical need of some of the departments, it was the general consensus
of the Council to request staff to return with further information at
a later date. City Manager Zais couuiented that Phase II will be
brought back at budget time, however, some of the radios will have to
be purchased for the new transit buses as they arrive and are placed
into service.

8. REVIEW OF RESPONSE TO THE YAKIMA RIVER BASIN ENHANCEMENT PROJECT - -U.S.
BUREAU OF RECLAMATION
State Representative Shirley Doty was present and to address this
item. She stated she was pleased with the preliminary draft of the
letter to Gary Kitterman of the Bureau of Reclamation regarding
continuation of the study of the Yakima River Basin Water Enhancement
Project. She suggested Council consider proposing (to the Association
of Washington Cities) that one day seminars be conducted in the Puget
Sound area in which a presentation of the Yakima and Spokane water
quality situations be presented. It was MOVED by Carmichael, seconded
by Foy, that the City Council endorse a proposal to the Association
of Washington Cities to sponsor one day seminars regarding water
quality, and send a letter to the Association of Washington Cities
President, Bob Overstreet, regarding the presentation outline indicat-
ed by Representative Doty...Unanimously carried by voice vote. Council
member Carmichael suggested a copy of the letter be sent to Tacoma as
well as Spokane, to advise them of the request.
9. REPORT CONSIDERING THE ADOPTION OF THE 1985 EDITION OF THE UNIFORM
BUILDING CODES
The report from the Department of Community and Economic Development
dated July 12, 1985, regarding the adoption of the 1985 Edition of
the Uniform Codes was accepted and approved.
*10. 1985 ENGINEERING DEPARTMENT CAPITAL IMPROVEMENT PROJECTS QUARTERLY
REPORT
The report from the. Director of Engineering and Utilities dated July
12, 1985, regarding the 1985 Engineering Division Capital Improvement
Projects Quarterly Report, was accepted and approved.
11. STATUS REPORT FROM ENGINEERING AND UTILITIES RE STATUS OF PROPOSED
INDUS'1'KIAL USERS AGREEMENT
Larry Mathews, 807 South 17th Avenue, gave a brief history of the
creation of the industrial sprayfield. He stated he was a Public
Works Commissioner at the time the agreement was negotiated with the
original sprayfield users. Mr. Mathews related that two years ago
Council increased domestic water rates of home owners to pay for
water used by industry, businesses, and conu«ercial establishments. He
indicated he obtained over 2,700 signatures in a referendum campaign,
however, the signatures were rejected by Council on the basis that
any revenue measure related to bonded indebtedness is not subject to

referendum. He stated he is opposed to any increase for home owners,
and suggested Council make a separate out of general
funds to subsidize industry, and id'e'ntify the money rather than hide
it in a rate increase on the public's utility bills. Council member
J Foy pointed out to Mr. Mathews that this is an informational report
from staff to Council, and no action is to be taken regarding this
item today other than accepting the information contained in the
report. It was MOVED by Buchanan, seconded by Carmichael, that the
report be accepted. Unanimously carried by voice vote.
*12. APPROVAL OF OUT-OF-STATE TRAVEL FOR BOB SHAMPINE; CODE MANAGER
The Out -of -State travel for Bob Shampine, Code Manager, to attend the
63rd Annual Education & Code Development Conference of the Internation-
al Conference of Building Officials in Bloomington, Minnesota, on
September 26th to October 4, 1985, was accepted and approved.
*13. CONSIDERATION OF RESOLUTION AUTHORIZING MEMORANDUM OF AGREEMENT FOR
LEGAL SERVICES WITH - YAKIMA COUNTY PROSECUTOR
RESOLUTION NO. D- 5140,. A RESOLUTION authorizing a memorandum of
agreement for Court services.
*14.. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF WATER /SEWER
L.I.D. MAIN REIMBURSEMENT AGREEMENT
RESOLUTION NO. D -5141, A RESOLUTION authorizing the City Manager and
City Clerk of the City of Yakima to execute an agreement with Roger
Lukehart for the partial reimbursement of construction costs for
domestic water and sewer lines.
*15. CONSIDERATION OF RESOLUTION FOR APPROVAL OF A SEWER L.I.D. DESIGN
CONSULTANT AGREEMENT
RESOLUTION NO. D -5142, A RESOLUTION authorizing the City Manager and
City Clerk of the City of Yakima to execute an agreement with Preston
Shepherd Associates, Inc., for professional engineering services.
16. OTHER BUSINESS
Council member Carmichael referred to the memorandum from the Director
of Community and Economic Development regarding Permit Center Operat-
ing Procedures. She stated the two surcharges are not being instituted
by the Washington State Building Code Advisory Council, but rather by
the request of various home builders across the state. Council member
Berndt questioned whether or not the average home owner is capable of
submitting a plot plan with an acceptable drawing prior to a permit
being issued. Council member Foy pointed out that recent action taken
the City Council requires a plan "drawn to scale" be submitted when
application for a building permit is made. He added if the individual
in unable to prepare the drawing, he must make the necessary arrange-
ments for having one prepared.
Mayor Barnett questioned if it was the general consensus of the
Council to hold a Joint Study Session between Council members and the
County Commissioners at 3:00 p.m. for the purpose of discussing the
Hearings Examiner Concept contained in the Proposed Urban Area Plan.
This was the general consensus of Council to hold the meeting as
discussed. Council member Foy and Sparling indicated they would not
be in attendance at the meeting scheduled' for tomorrow, July 17th, at
3:00 p.m.

17. ADJOURNMENT TO PUBLIC HEARING ON THE PROPOSED URBAN AREA PLAN, 3:00
P.M. ON JULY 17, 1985
There being no further business to come before the Council, it was
MOVED by Beauchamp, seconded by Carmichael, to adjourn to Executive
Session at the hour of 4:45 p.m., to then adjourn to the public
hearing on the Proposed Urban Area Plan at 3:00 July. 17, 1985 in the
City Hall Council Chambers. Unanimously carried by voice vote.
