Present: Mayor Janice Deccio, presiding, Assistant Mayor Soneya Lund and
Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana
Macias (attending remotely via Zoom)

2. Public comment (allow 15 minutes)
None.
3. Asian American, Native Hawaiian, and Pacific Islander Heritage Month proclamation
Assistant Mayor Lund proclaimed the month of May 2022 as "Asian American, Native
Hawaiian, and Pacific Islander Heritage Month," and Dori Peralta Baker accepted the
proclamation.
4. Yakima County EMS Levy Renewal
Chief Markham reported on the Emergency Medical Services (EMS) Levy that expires on
December 31, 2023 and the benefit of the levy to the City. He noted the Yakima County EMS
Administration Board has asked the Board of County Commissioners to place this measure
on the ballot for renewal at the next general election this November.
5. Utility Account Management
James Dean, Utility Customer Services Manager, reviewed the current municipal code
relating to how utility accounts are billed, collected and managed and issues of landlord vs.
tenant held accounts.
6. Discussion regarding flag policy
Councilmember Byers stated with a recent Supreme Court ruling against the City of Boston
for violating the First Amendment regarding its flag policy, she believes the City's flag policy
should be rescinded.
MOTION: Byers moved and Brown seconded to rescind Ordinance No. 2020-019.

The motion carried by unanimous vote.
7. Adjournment
MOTION: Lund moved and Cousens seconded to adjourn to the next City Council
regular meeting on May 17, 2022, at 5:30 p.m. in the Council Chambers. The motion
carried by unanimous vote. The meeting adjourned at 5:32 p.m.
