BUSINESS MEETING
The City Council met in session on this date at 3:00 p.m. in. the Council
Chambers of City Hall, Yakima, Washington.
1. ROLL CALL
Mayor Clarence Barnett presiding, Council members Henry
Beauchamp, Pat Berndt, Jerry Foy and Jack Sparling present on
roll call. Council members Lynn Buchanan and Lynn Carmichael
absent and excused. City Manager Zais, City Attorney Andrews,
City Clerk Roberts and Deputy City Clerk Toney also present.
2. INVOCATION
The Invocation was given by Council member Foy.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Mayor Barnett questioned if Council members would be able to
attend a study session on the proposed zoning ordinance on
April 9, 1985 at 3:00 p.m. and a bus tour of the urban area on
April 3, 1985 at 2:00 p.m. It was the general consensus of
the Council to confirm these meeting dates, as proposed by
staff.
4. CONSENT AGENDA
Mayor Barnett referred to the Items placed on the Consent
Agenda, questioning whether there were any additions or
deletions from either Council members or citizens present.
Council member Foy requested that Items Nos. 7, 8, 9 and 10 be
added to the Consent Agenda. It was the general consensus of
the Council that the addition of Items Nos. 7, 8 9, and 10, as
requested, be made. The City Clerk then read the Consent
Agenda items, including resolutions by title. It was MOVED by
Sparling, seconded by Foy, that the Consent Agenda, as read,
be passed. Unanimously carried by roll call vote. Buchanan .
and Carmichael absent.
*5. MINUTES
The Council minutes of February 20 and 22, 1985 and March 5,
1985 were approved, having been duly certified accurate by two
Council members and no one present wishing to have said
minutes read publicly.
6. AUDIENCE PARTICIPATION
None
*7. REPORT FROM TRAFFIC ENGINEER AND TRAFFIC SAFETY ADVISORY COMMISSION
REGARDING BROWNE AVENUE
The staff report and recommendation to refer this matter to
the Legal Department for drafting of an ordinance amendment to '
provide for partial one -way traffic in the alley between
Browne Avenue and Summitview, westbound from Pierce to
approximately 9th Avenue, was accepted.
*8. PRESENTATION FROM TRANSIT DIVISION REGARDING 1984 ANNUAL REPORT
The' 1984 Annual Transit Division Report was accepted and
filed.
*9. PRESENTATION FROM PERSONNEL DIVISION REGARDING 1984 YEAR END SAFETY
REPORT
The 1984 Year End Safety Report was accepted and filed.

*10. PRESENTATION FROM PARKS AND RECREATION DIVISION REGARDING 1984
ANNUAL REPORT
The 1984 Parks and Recreation Annual report was accepted and
filed.
*11. REPORT FROM POLICE DEPARTMENT REGARDING PROPOSED FALSE ALARM
LEGISLATION
The staff report and recommendation from the Police Department
regarding proposed false alarm legislation, was accepted.
*12. AGREEMENT WITH YAKIMA CENTENNIAL COMMISSION
RESOLUTION NO. D -5095, A RESOLUTION authorizing the execution
of a Tourist Promotion Agreement with Yakima Centennial.
*13. URBAN HOMESTEADING AGREEMENT WITH HUD
RESOLUTION NO. D- 5096, A RESOLUTION authorizing the City
Manager and City Clerk of the City of Yakima to execute an
Urban Homesteading Agreement with the Secretary of Housing and
Urban Development.
*14. INTERGOVERNMENTAL COOPERATIVE PURCHASING AGREEMENTS WITH THE CITIES
OF TOPPENISH, MOXEE, SUNNYSIDE AND GRANDVIEW
RESOLUTION NO. D -5097, A RESOLUTION authorizing the execution
of Intergovernmental Cooperative Purchasing Agreements with
the cities of Toppenish, Moxee, Sunnyside and Grandview.
*15. CANAL CROSSING AGREEMENT WITH YAKIMA VALLEY CANAL COMPANY
RESOLUTION NO. D -5098, A RESOLUTION authorizing and directing
the City Manager and City Clerk of the City of Yakima to
execute a Canal Crossing Agreement with the Yakima Valley
Canal Company.
*16. SET DATE OF HEARING ON THE STATE DEPARTMENT OF COMMUNITY
DEVELOPMENT MULTI - FAMILY RENTAL REHABILITATION PROGRAM
April 9, 1985 was set as the date of hearing on the State
Department of Community Development Multi - Family Rental
Rehabilitation Program.
*17. OUT OF STATE TRAVEL
a. Jodi Wroblewski and Marty Eckes, Parks & Recreation Division
The out -of -state travel for Jodi Wroblewski and Marty Eckes,
Parks & Recreation Division, to attend the Washington
Recreation and Parks Association Board Meeting and the
National Recreation and Park Association Regional Conference
in Eugene, Oregon, April 20 -27, 1985, at a cost of $455 and
$335, respectively, was approved.
b. Karen Dean, Transit Division
The out -of -state travel for Karen Dean, Transit Division, to
attend the Pacific Northwest Transit Information Exchange in
Medford, Oregon, April 24 -26, 1985, at a cost of $368, was
approved.
18. OTHER BUSINESS
City Manager Zais canmented that Council members have been
provided with a copy of the 1985 Final Budget, which reflects
the actual 1984 year -end expenditures and all changes
requested during the budget process.

Information Its
Items of information provided to Council were: memo from
Director of Community & Economic Development regarding outside
utility request free Curtis Baney for sewer and water service
to a 96 unit motel in the vicinity of the 1700 block of
Terrace Heights Way. 3/21/85; letter from the City of Bend,
Oregon challenging the city to compete in the annual Pole,
Pedal, Paddle Race; and Yakima Transit Monthly Operations
Report for February 1985.
19. ADJOURNMENT
There being no further business to come before the Council, it
was MOVED by Foy, seconded by Sparling, that this meeting be
adjourned at the hour of 3:08 p.m. Unanimously carried by
voice vote. Buchanan and Carmichael absent.
