5. REPORT FROM DEPARTMENT OF COMMUNITY' AND ECONOMIC 'DEVELOPMENT •
. REGARDING THE CITY'S ANNEXATION STRATEGY

Assistant City Manager Stouder gave some brief background remarks
about year old issue. He commented that the City
. - responds to annexation requests on Almost'an:emergency situation.
He stated during the last year, staff has been working on a' report
.regarding the financial impact to the: City .should these
annexations _occur. Don_skcpe,,.Planning Manager, reported there are
21 annexation areas staff considered, however these areas are not
listed in any ;kind of priority order in the report He also
.. ..
reported the financial section of the report was prepared, by Chuck
.Greenough, . the City's , Budget AnalySt. The *report contains
: . information on the composition of the annexation' ,areas, i.e.
-... housing,, businesses, etC.; and staff'SdeterMination,„aS:to*whether
the revenues from those areas will pay its share of municipal
services. The'boUndary.reviewed WaS"the in the Urban Area
Plan There has been a'lot of growth in this area, primarily due
. . . to the availability of municipal services.' Staff believes these
areas can pay their own way. If the City - is going to accelerate
the annexations, he- it will:require:an: implementation
program and the,reSources.He:stated there was siiCh,a 'dispute in
„ . 1981 regarding anhexations many 'annexations have occurred
since then. . Council member - . Barnett - asked the County
Commissioners are going to submit' a report on this issue. Mr.
Skone said staff advised the County this document was being

proposed and perhaps the County has been waiting to review it
before submitting a report. Council member Barnett expressed
concern about trying to give guidance to staff prior to a response
from the County Commissioners about Report 37 A & B. He pointed
out that we have not yet heard from any citizen on this particular
document. He asked if staff is expecting a response today to the
three recommendations in the report? Mr. Stouder said staff did
not expect a response today; this starts the review of this issue.
If Council wants this, annexation policy to become a fact, staff is
advising Council that the property to be annexed'will more than pay
for itself if annexed. Council member Beauchamp inquired if there
are other benefits of annexation in addition to the increased
property, - tax? Don Skone replied 'that the'State shared revenue is
formulated-on' a per capita basis and it would also the
Community Development Block Grant formula. Referring . to page 6 of
the report, Council member Foy stated the first item under
Summary /Recommendations (1. Reduce the emphasis on Outside
Utility Agreements and adhere to the City policy of requiring
immediate annexation of new development when - feasible.) needs
further explanation. He said the developers need to be aware of
the annexation area and suggested the property be annexed
immediately. He asked how many additional full time staff will be
• requested to.implement this annexation plan, if approved; what the
impact "would be on current staff; and what are the improvements
needed if Council proceeds with the first five annexations on the
list? Council member Foy also asked if all the capital items are
included in the report? He commented that in taking leadership in
this annexation schedule, staff" needs the people to sit•down and
try to resolve any differences. Council member Sims asked what
staff's expectations are regarding additional staff to pursue this
annexation policy? Mr. Skone stated he anticipates 1.5 to 2 staff
members will be needed (planner and a part - time or full -time
'department 'assistant). Council member Foy suggested ;that an
annexation date be .given at the time a citizen. signs the outside
utility agreement. Mr. Skone stated that without an `annexation
program and the resources, a date can't - be projected; Council
members discussed the impact these annexations would have•on the
County's : revenue; Council member Carmichael - _ commenting that
although the County revenue would be decreased once 'property is
• annexed to the City,, the County's need to service that property
would be eliminated. One, final comment from Don' Skone to
' remind the Council that two of the three' annexations completed this
year were for City -owned property` and did not•'require an inordinate
amount of staff time. •
6. STATUS REPORT ON INFORMATION SYSTEMS DIVISION
Rick Pettyjohn, Information Systems Manager, was available to
respond to Council's questions. Mr. Pettyjohn gave a brief summary
• of his report, _elaborating on the Public Safety System, the
Wastewater Treatment Plant System and the Transit System programs.
He reported on the status of the mapping and Geographical Data
Management' System '(GEMS), commenting that the drafting equipment
• has been received. He stated the use of computers throughout the
,City 'has increased, as represented in'Exhibit No. '4 of the staff
report showing over 70 operations on the two systems. He stated we
have -just installed as much memory'on the computer as possible; the
next'.'problem is - the central processing unit (CPU), which is almost
at capacity. Council, member'Foy commented that in the future when
he receives a report'like this one, he would like t� know the total
cost of - the five year plan, and the 'funding sources by department
dollar. Council member Barnett spoke about' the increased use of
the computer and asked if staff is trying to put too many - .programs
, on the' . computer or are there' too many high priorities.
Mr. Pettyjohn commented that since the last five year plan, staff
has found additional' uses for the, computer resulting in increased
usage. Mr. Stouder .said the purpose of this report is to present
the issue and advised Council staff.is•initially reviewing these
• - Policy issues. He stated Council will be'provided with the budget
costs during the 1989 budget presentation; and no formal•action is
required'at this time.

7. OTHER BUSINESS
Mr. Stouder stated staff distributed to Council copies of material
regarding a report from TRANSPO and the UDAG applications. He
reported the UDAG applications were filed Friday, however staff
does not expect the Centennial Program request to be funded this
quarter. He stated staff hopes this project will be held over for
the next quarter's consideration. He commented staff believes the
' J. I.' Haas project may be funded this quarter.
Council member Barnett asked staff to check the timer for the
lighting system at Larson Park because it appears to be
malfunctioning.
