ROLL CALL The City Council met in session on this date at 2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Mayor Pat Berndt, presiding, Council members Clarence Barnett, Henry Beauchamp, Lynn•Buchanan, Lynn Carmichael, and Bernard Sims present on roll call. City Manager Zais, City Attorney Vanek, and Department Assistant Barber also present. Council member Jerry Foy absent and excused. 2. INVOCATION The Pledge Of Allegiance was led by Council member Carmichael. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Gene Martin, Acting Deputy Fire Chief, presented Commendation • • Awards to Douglas•A. Heatwole, Douglas A. Pederson, and Douglas A. Berndt for dedicated, heroic, and conscientious actions which saved the life of a newborn infant, April 8, 1988. Honorable mention and a certificate were presented for Ronald D. Zielke, who was not present, for acts - performed off duty which resulted in saving of property and potential threat to life, April 11, 1988. 4. CONSENT AGENDA Mayor Berndt referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. It was the general consensus of the Council remove Item No. 5 from the Consent Agenda, as requested by Council member Barnett. The Acting City Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED by .Carmichael, seconded by . Barnett, that the Consent Agenda, as amended, be passed. Unanimously carried by roll call vote. Foy absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) 5. APPROVAL OF MINUTES OF COUNCIL MEETINGS OF APRIL 5, 1988 Council member Barnett stated the minutes of the April 5, 1988, Special Council Meeting with the Parks and Recreation Commission • indicate he was present, and he was not. He asked that his name be deleted from those minutes. It was MOVED by Barnett, seconded by Carmichael, to approve the Council minutes of the April 5, 1988 meeting as amended. Unanimously carried by voice vote. Foy absent. 6. TRANSITMAN ART CONTEST AWARDS PRESENTATION Bill Schultz, Transit Manager, stated the purpose of the Transitman Art Contest is to promote bus safety and understanding of the bus system to young people. He introduced Kathy Karst, Sales Representative for KMWX /KFFM and explained the prizes for the contest are donated by KFFM Radio. Mr. Schultz asked Mayor Berndt to present the awards. AUDIENCE PARTICIPATION ry Betty H. Carlson, 617 South 58th Avenue, Yakima, Co- chair'for the Yakima (City) State Centennial Local Committee presented - :information to the City Council members ,on behalf of the 1989 Washington Centennial Commission. She stated their :next meeting will be June 2, 1988 from 7:30; "p.m. 8 :40 - p.m. ' in the • Valley Regional Library on North Third Street. •She explained this . group is self- sustaining and hopes they will be sponsored by - various civic groups.:• Mrs. Carlson stated' her Co -chair person is Dick Olivas She 'reported Washington became a State at, , 5 00 p.m., November 11, 1889 and Yakima ,is hosting the first 'Centennial Ball in the State-,on. November 12; 1.988, and .the , Governor and his lady will be here. .r: • 8. CONSIDERATION OF A RESOLUTION REGARDING HAZARDOUS VEGETATION AND. CONSIDERATION OF AN ORDINANCE AMENDING THE 1988 BUDGET AND APPROPRIATING FUNDS INTO THE YAKIMA CENTER CAPITAL FUND (SECOND READING) • An Ordinance appropriating funds into the Yakima Center Capital Fund for installation of caps over all the-exterior beams at the Center having been read by title only at the previous meeting, was brought before the Council fora second reading. ORDINANCE NO. 3101, AN ORDINANCE amending the 1988' budget•for the City of Yakima; and making' an appropriation in the Convention Center Capital'Fund for during 1988. " 16.' OTHER BUSINESS' - ' A. STATE OF WASHINGTON, DEPARTMENT OF COMMUNITY DEVELOPMENT EMERGENCY SHELTER PROPOSAL Glenn Rice, Director of Community and Economic Development, . brought an off agenda it to the attention of the regarding participation "' in the State's Emergency Shelter Program. Council member Barnett questioned why this 'item came - to 'the City Council and City Manager Zais''explained it is a continuation of a program Yakima adopted' last year. It was - by Beauchamp, seconded by Carmichael',"to authorize the City Manager to sign the • appropriate'' documents and to 'continue support for this program. Unanimously 'carried by voice vote. "Foy absent. '(Beauchamp temporarily" absent.) Information Items: Items of information supplied to Council were: Minutes of the March' 9 &•30 'and`April 27, 1988 Yakima Air Terminal Board meetings; Minutes`.of the March' 29, 1988 Yakima Center Advisory • Commission meeting; and Minutes of the May 10, Yakima County - Wide Coalition for the War on Drugs °Board Meeting. 17. EXECUTIVE SESSION REGARDING ACQUISITION OF PROPERTY It was MOVED by Buchanan, seconded by Carmichael, to recess for the Council members to attend :a public hearing at• the Yakima County Courthouse ' with ' the County Canrnissioners' and then to reconvene at City Hall in the City •Manager's Conference' Room to move into AAD/ 361 MAY 24 ,,.• 1988 Executive Session for approximately - 10 minutes to discuss property acquisition, and adjourn the meeting immediately thereafter. Unanimously carried by voice vote. Foy absent. • 18.
