HomeMy WebLinkAbout05/03/1988 Special Meeting 326 SPECIAL MEETING - MAY 3, 1988 The City Council met for a special meeting with the members of the Community Development Advisory Committee on this date at 11:00 A.M. • at the, Holiday ,Inn, No. 9th Street, Yakima, Washington.. Mayor Pat Berndt, presiding, Council members Henry, Beauchamp, Lynn Buchanan, Lynn Carrnichael, and Bernard Sims present. Council members Clarence Barnett and Jerry Foy absent and excused. Assistant City Manager Stouder, Director of Community & Economic ,Development, Glenn .Rice, CDBG Manager Dixie Kracht, Code Administration. Manager .Bob Shampine, and Associate Planner Joan .Davenport, also present. City Manager Zais present for.the luncheon meeting; .Planning Manager Don Skone, present during • the bus tour. Community Development Advisory Committee.members in attendance were Vice Chairman Kirkpatrick, •Maxine Moore, and Pam Alymer. • 1, BUS TOUR (MEET AT HOLIDAY INN) A bus tour of the block grant area commenced at 11:15 A.M. and concluded at 12:00 noon. A narrative and map of the tour is included as an appendix to these minutes. • • 2. LUNCHEON MEETING WITH COMMUNITY DEVELOPMENT ADVISORY COMMITTEE • The City Council members met with the members of the Community Development, Advisory Committee (CDAC). and discussed the future activities of the-CDAC and general issues in. the area of housing and land use.. Discussion ensued regarding future annexation of neighborhoods in the Fruitvale area, and., the residents. concerns about future land use and residential improvements. Council member . Beauchamp suggested an assessment be conducted in these areas because so much of the housing stock is seriously dilapidated. Mr. Rice commented that in a recent Department survey, 64,vacant, abandoned homes now exist in the CDBG target area. He •further commented these units or their property could be turned into homesteading units, if sound enough, or be used for farmworker housing, or other special needs. Mr. Stouder stated that in 1975, 26 vacant, abandoned units in the target, area were identified. Mr. Shampine.interjected that of ,those 26, only 6 -8 units remain. Mr. Stouder reported the State Housing Finance .Committee has created a new program.called the "Housing Trust Fund ", which will create subsidies from the State to assist local governments. He stated Jeff Robinson, in Toppenish, will be our local Director of the Housing ,Trust Fund. Mr. Rice thanked everyone for attending this.meeting and providing this opportunity to exchange ideas. 3. This tour is not intended to identify "the worst" housing units or neighborhoods. Rather, we hope to discuss in general the issues, ramifications and some solutions to neighborhood problems. Ten specific areas have been identified along the route of the housing tour which typify some of these neighborhood issues. A brief statement regarding each of these areas is included in this narrative providing a listing of specific properties and /or improvements which have been funded under the Community Development Block Grant Program. The attached map illustrate each of these areas. Study Area 1 This neighborhood is zoned CBDS, bounded to the north and south by M -1. Many old foundations exist in the area, as a reminder of this old neighborhood. However, land use changes adjacent to this area are substantial. One industrial use exists in the neighborhood. Generally the street conditions are poor, although sidewalks and curbs exist along most streets. The homes have individual septic tanks due to the cost of bringing in a sewer line. Adjacent to this area is the Chalet Nursing Home and Morningview Apartments (301 N. 10th St.), owned by the Yakima Housing Authority. Properties to Note: 114 N. 9th St. -CDBG Single - Family Project 116 N. 9th St. -CDBG Elderly Repair 303 N. 9th St. -Demolition Site /Proposed Homestead Site 307 N. 9th St. - Demolition Site /Proposed Homestead Site 309 N. 9th St. - Homesteading/ Single- Family Rehabilitation 1 Page One Study Area 2 This neighborhood is zoned R -2, residential. The area consists of many owner /occupied, single family homes. The age of the housing stock in this area is quite old compared to the rest of the city, with many rental properties. This neighborhood is substantially intact with good public improvements but deteriorating housing stock. Properties to Note: 403 N. 6th St. -CDBG Single - Family Rehab Project 710 N. 6th St. -CDBG Single - Family Rehab Project 718 N. 6th St. -CDBG Single - Family Rehab Project Study Area 3 This neighborhood is zoned R -2, and the street conditions are very poor. There exists quite an amount of debris in many yards and alleys. Properties to Note: 807 N. Naches -CDBG Single - Family Rehab Project 914 N. Naches -CDBG Single - Family Rehab Project 1012 N. Naches -CDBG Elderly Repair 1014 N. Naches -CDBG Single - Family Rehab Project Study Area 4 This neighborhood is zoned R -3. Many multiple- family rental properties exist directly adjacent to single - family homes without buffering or transitional open spaces. The area appears to be converting toward a higher density use, while single- family properties deteriorate. Study Area 5 This area included R -3, CBDS and CBD zoning. Of note in this area is Pioneer Plaza, a two - phased development by the Yakima Housing Authority for farm worker housing. These units are rented year -round to permanent farm workers. Page Two , Study Area 6 Walnut Avenue provides the boundary between the CBD to the north and R -2, or R -3 to the south. Since Walnut Avenue is heavily traveled, this area requires sensitive treatment to ensure compatibility and quality of life for surrounding multi- family rental properties. Study Area 7 To the east of South 6th Street, R -1 zoning exists and many properties and owner- occupied, and to the west the neighborhood is zoned R -2 where many rentals exist. South 6th Street serves as an arterial route and receives fairly high traffic loads. Properties to Note: 402 S. 6th St. - Burnout 404 S. 6th St. - Burnout 414 S. 6th St. -Yakima Housing Authority Rehab /Resale 604 S. 6th St. -CDBG Single- Family Rehab Project 606 S. 6th St. -CDBG Single - Family Rehab Project 607 S. 6th St. -CDBG Single- Family Rehab Project 610 S. 6th St. - Yakima Housing Authority Public Housing. House moved to site to replace burnout. 702 S. 6th St. -CDBG Elderly Repair 1001 S. 6th St. -CDBG Single- Family Rehab Project Study Area 8 This neighborhood is zoned R -2 and is a mixture of owner- occupied and rental properties. The housing stock is in a general state of deterioration with many vacant, weedy lots. Street improvements were funded with CDBG funds including curbs and sidewalks. Study Area 9 This area is entirely outside the city limits and included in Phase II of the III Page Three 37 -L1 Eastside Annexation. The neighborhood is currently zoned R -2, with very poor street conditions. Many mobile homes and dilapidated housing units . are located in the area. If annexed, a land use plan would be prepared to assess appropriate uses for this area. .. - The house at Kiwanis Park will be relocated to a vacant lot on South 7th Street. Study Area 10 This neighborhood is zoned R -1 and is largely owner - occupied. Many units are in need of minor repairs.
