ROLL CALL • The City Council met. • in r session on this daate + at 2: 00 t P:M. , in the Council Chambers of••City Hall;- Yakima, Washington'. Mayor Pat Berndt, presiding, Council members Clarence Barnett, Henry Beauchamp, Lynn Buchanan,�Lynn Carmichael; and'Bernard Sims present on roll call. City Manager Zais, City •AttorneyVanek, City Clerk Roberts and Deputy City Clerk Toney also present. Council member Jerry Foy absent and excused. 1 s 2. INVOCATION • The Pledge of Allegiance was led by Council member Sims. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Carmichael noticed the plaque and gavel missing from the south wall of the Council Chambers and asked if anyone is aware T of 'pits' , whereabouts: 'Council member Beauchamp statedl some work is 'being 'done on the plaque. • 4. CONSENT AGENDA ? t -: - Mayor Berndt referred .to' the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. •It was the'consensus of the Council to add Item No. 7, remove Item No. 8, and-defer approval of the Council minutes of January 12th for one week. The City Clerk- then read the Consent Agenda - items, including resolutions '`and - 'ordinances by title" It was "MOVED by Carmichael, seconded by Sims' that the`Co_nsert Agenda, as read, be passed. Unanimously carried by roll call vote, (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the ' Consent Agenda handled •under one motion without further • discussion.) *5. APPROVAL OF THE MINUTES OF THE COUNCIL MEETINGS OF JANUARY 12 AND 19, 1988. , The' Council minutes of January 1988 were approved, having been duly certified accurate by two Council members and•no "on'e present wishing to have said read publicly. (The' approval of the January 12, 1988 Council minutes was deferred one week for clarification purposes.) 6: • AUDIENCE PARTICIPATION ' A. COMMEMORATIVEFCONFERENCE ' Mayor Berndt announced this''has been deferred to a later date at the request of Reverend Trimble. *7. REPORT FROM FIRE DEPARTMENT REGARDING ALARM. MONITORING' SYSTEM The report from the Fire Department dated January 181, 1988, regarding the Fire Alarm Monitoring System, was accepted as submitted:' 8. CONSIDERATION OF RESOLUTION SUPPORTING• YAKIMA HOSTING CENTENNIAL • GAMES. • Andy Brassington, 8 South 28th Avenue, Ron' King, 320 Stanley Boulevard, and Verna Messer, 7503 Conover Drive, were present to encourage Council's approval of this resolution, stating the entire County will benefit financially by the tourism generated from the Centennial Games being held here. Resolution No. D -5430 having AAD /1 232 JANUARY 26, 1988 been read by title, it was MOVED by Carmichael, seconded by Buchanan, to adopt the resolution. Unanimously carried by roll call vote. Foy absent. Mayor Berndt commented on the enthusiasm of the volunteers involved in this effort and also thanked Council member Carmichael for her involvement in getting this endeavor off the ground. • RESOLUTION•NO. D -5430, A.RESOLUTION endorsing Yakima as'a host city for the Washington State Centennial Games. * 9. REPORT FROM ENGINEERING & UTILITIES AND PUBLIC WORKS DEPARTMENTS REGARDING BUS TRAFFIC EFFECT ON WEST CHESTNUT AVENUE /ROADWAY USE AND REPAIR The report from the Engineering & Utilities and Public Works Departments and staff recommendation to utilize Chestnut as a bus • route from 56th to 65th Avenues only, and seal coat Chestnut from 56th to 65th Avenues and 65th Avenue, :from Chestnut to Tieton Drive, was accepted. • * 10. SET DATE OF HEARING FOR MARCH 22, 1988 ON THE 1988 IRRIGATION MAINTENANCE ASSESSMENT ROLL • RESOLUTION NO. D -5431, A RESOLUTION setting a date for hearing on the confirmation of the irrigation maintenance assessment roll for the year 1988. March 22, 1988 was set as the date of hearing on the 1988 Irrigation Maintenance Assessment Roll. * 11. APPROVAL OF OUT -OF -STATE TRAVEL FOR JERRY BEESON AND DAVE BACHMANN, FIRE DEPARTMENT, TO MELROSE PARK, ILLINOIS • The Out -of -State travel for Jerry Beeson and Dave Bachmann, Fire Department, to inspect the new Fire Pumper . under construction, in . Melrose Park, Illinois, February 1- 5,•1988, a cost of _$765.00 and $965.00, respectively, was approved. *12. APPROVAL OF FINAL CONTRACT PAYMENT FOR THE 38TH AVENUE WATERMAIN PROJECT (STANDARD MOTION V -A, ACCEPT PROJECT AND APPROVE FINAL PAYMENT) • The report from the Director of Engineering and Utilities dated January 18, 1988, with respect to the completion of the work on the • 38th Avenue Watermain Project, performed by Central Concrete & Utilities, was approved; the work accepted and payment of the final estimates as therein set forth was authorized. . *13. CONSIDERATION OF AN ORDINANCE AMENDING THE 1988 BUDGET AND APPROPRIATING FUNDS FOR AERATION REHABILITATION CONSTRUCTION INSPECTION COSTS AT THE WASTEWATER TREATMENT PLANT (SECOND READING) An Ordinance appropriating funds for aeration rehabilitation construction inspection costs, having been read by title only at • the previous meeting, was brought before the Council for a second reading. ORDINANCE NO. 3089, AN ORDINANCE. amending the 1988 budget for the City of Yakima; and making an appropriation in the 478 - Wastewater Facility Fund for expenditure during 1988.. • *14. CONSIDERATION OF AN ORDINANCE AMENDING THE TRAFFIC CODE AND RESTRICTING PARKING ON CERTAIN STREETS • ORDINANCE NO. 3090, AN ORDINANCE relating to parking restrictions; amending Sections 9.50.070 and 9.50.090 of the City of Yakima Municipal Code. • • AAD /2 • JANUARY 26, 1988 2 15. OTHER BUSINESS Public Works Director Copeland' distributed a news release announcing the hiring of Michael Donahue, as Traffic Engineer for the City of Yakima. He stated Mr. Donahue is from Englewood, Colorado, and will begin employment with the City of Yakima February 1, 1988: :'Mr. - Copeland stated Mr. - Donahue's departure - fran Boulder; Colorado, has been delayed due inclement weather. EXECUTIVE SESSION REGARDING' PENDING AND` PROSPECTIVE LITIGATION It was MOVED by' Buchanan;rseconded by Sims, to-adjourn-to Executive Session for approximatelyr15 minutes for'the purpose of discussing pending litigation; land - to ` immediately thereafter.
