Resolution authorizing Memorandum of Understanding with the
Yakima Police Patrolman's Association (YPPA) regarding sick
leave exchange/payout limits

This is an addition to the current 2014-2015 contract negotiated by the City Manager and YPPA to
provide an increase to the maximum allowable VEBA contribution for officers with thirty (30) or more
years of service from $22,000 to $28,500. The MOU was intended to apply to the current CBA and was
included in the 2016-2019 Collective Bargaining Agreement that was approved on April 7, 2015. Four (4)
YPPA members are currently eligible to take advantage of this retirement incentive.

RESOLUTION NO. R -2015-
A RESOLUTION ratifying a Memorandum of Understanding (MOU) between the City of
Yakima and Yakima Police Patrolman's Association (YPPA) revising the
2014-2015 Collective Bargaining Agreement terms regarding sick leave
exchange/VEBA contribution for employees with thirty (30) or more years of
service.
WHEREAS, the City of Yakima and Yakima Police Patrolman's Association (YPPA)
negotiated terms to provide increased sick leave exchange/VEBA contribution from $22,000 to
$28,500; and
WHEREAS, the City has determined that an increased sick leave exchange/VEBA
contribution is appropriate for employees with thirty (30) or more years of service; and
WHEREAS, the City Council has determined that it is in the best interest of the City of
Yakima to agree to the terms and conditions of the attached Memorandum of Understanding
effecting the YPPA 2014-2015 Collective Bargaining Agreement. Now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is authorized to execute the attached and
incorporated Memorandum of Understanding between the City of Yakima and the Yakima
Police Patrolman's Association (YPPA) amending the terms of the 2014-2015 YPPA Collective
Bargaining Agreement to increase sick leave exchange/VEBA contribution from $22,000 to
$28,500 for employees with thirty (30) or more years of service.

The Yakima Police Patrolman's Association enters with the City of Yakima an agreement to change
Article 24 --Sick Leave Exchange, Section 5, paragraph B(1) through B(4) ot the current Collective
Bargaining Agreement { January 1, 2014 through December 31, 2015) to read as follows:

Exchange of accrued sick leave for additional leave days or for cash will be
granted to employees who have accrued seven hundred and twenty (720) hours
or more subject to the following provisions:
(1) Upon retirement or death, the employee's accrued sick leave up through
a maximum of seven hundred and twenty (720) hours will be exchanged
for pay at the rate of one hundred percent (100%) of the employee's
current base pay and deposited into the employee's VEBA account,
(2) Upon termination under honorable conditions, as distinct from death or
retirement, the employee's accrued sick leave up to a maximum of seven
hundred and twenty (720) hours will be exchanged for pay at the rate of
fifty percent (50%) of the employee's current base pay and deposited into
the employee's VEBA account,
(3)
The maximum amount allowable for payout is $22,000 for employees
with less than 30 years of service. For employees with 30 years of service
to the City of Yakima or more, the maximum amount allowed is $28,500.
(4) Employees who have accrued more than seven hundred and twenty
(720) hours of sick leave may exchange such sick leave for bonus
(additional) leave days at the rate of three (3) days of sick leave for each
additional leave day, not to exceed a total of three (3) added leave days
annually. Employees may receive compensation in lieu of taking leave
days, utilization of which would be subject to the scheduling and
approval by the Department headt
This agreement shall commence on the date listed above and is effective until the new Collective
Bargaining Agreement takes effect an .Januaryl, 2016„
