Resolution authorizing Memorandum of Understanding with the
Yakima Police Patrolman's Association (YPPA) related to lateral
hire vacation accruals

SUMMARY EXPLANATION:
This is an addition to the current 2014-2015 Collective Bargaining Agreement negotiated by the City
Manager and YPPA to provide lateral officers credit for prior full years of service when calculating
vacation accrual rates. Current members who had prior lateral experience will receive a one-time vacation
credit of ninety (90) hours for his/her prior law enforcement service. This benefit was approved and
included in the 2016-2019 Collective Bargaining Agreement that Council approved at its April 7, 2015
meeting and was intended to apply to the current CBA.

RESOLUTION NO. R -2015-
A RESOLUTION ratifying a Memorandum of Understanding (MOU) between the City of
Yakima and Yakima Police Patrolman's Association (YPPA) revising the
2014-2015 Collective Bargaining Agreement terms relating to lateral hire
vacation accruals.
WHEREAS, the City and Yakima Police Patrolman's Association (YPPA) negotiated the
terms to provide lateral officers credit for prior full years of service when calculating vacation
accrual rates; and
WHEREAS, the City has determined that current members who had prior lateral
experience will receive a one-time vacation credit of ninety (90) hours for his/her prior law
enforcement service; and
WHEREAS, the City Council has determined that it is in the best interest of the City of
Yakima to agree to the terms and conditions of the attached Memorandum of Understanding
effecting the YPPA 2014-2015 CBA. Now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute the attached and incorporated
Memorandum of Understanding between the City of Yakima and the Yakima Police Patrolman's
Association (YPPA) amending the terms of the 2014-2015 YPPA Collective Bargaining
Agreement to provide lateral officers credit for prior full years of service when calculating
vacation accrual rates.

SUBJECT: Memorandum of Understanding — Vacation Time as applied to lateral hires

The Yakima Police Patrolman's Association enters with the City of Yakima an agreement to add a change
in the current Collective Bargaining Agreement of January 1, 20I4 through December 31, 2016' Article
14 — Vacations, the Annual Vacation Time language as to be applied to new lateral hires and previous
lateral hires for the City of Yakima Police department. The effective date of this agreement is to be back
dated to April 1, 2015.
The added language isasfollows:
New laterally hired employees with two (2) years or more of experience (after within the Nast
three (3) years shall be given credit for prior fufl years of service with their former employer when
calculating vacation accrual rates. Upon ratification of this Agreement, current YPD employees that
were lateral hires will receive a one-time vacation bank of ninety (90) hours in recognition for his/her
prior law enforcemnt service.
This agr ent shall remain in effect until the new Collective bargaining Agreement takes ect.
