Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. 1st Quarter 2015 Treasury Report B. 1st Quarter 2015 Accounts Receivable Status Report C. Resolution ratifying a grant agreement with the State of Washington, Office of the Secretary of State, Division of Archives and Records Management, to support local public records management and preservation efforts 6. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and/or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 7 Public Hearing and resolution authorizing an Interlocal Agreement with Yakima County regarding the 2015 JAG Grant 8. Public hearing to consider an ordinance concerning the Hearing Examiner's Recommendation regarding a right-of-way petition submitted by Yakima Valley Community College to vacate Hamm Ave between S 12th Ave & S 13th Ave 9. Public Hearing and resolution declaring portion of City -owned property adjacent to Stewart Subaru surplus and authorizing disposition 10. Public Hearing to consider: A) Resolution adopting the Six-year Transportation Improvement Program for the years 2016 to 2021, and to amend the Metropolitan Transportation Plan; and B) Resolution amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element CITY MANAGER REPORTS 11. Resolution authorizing revisions to the 2014-2017 Collective Bargaining Agreement with International Association of Firefighters for miscellaneous measures 12. Resolution authorizing Memorandum of Understanding with the International Association of Firefighters Locals 469 (Yakima) and 3680 (Union Gap) addressing the reassignment of Union Gap employees transferred to the City of Yakima 13. Resolution authorizing a Memorandum of Understanding with the International Association of Firefighters IAFF ("Union") to reflect revisions reached following negotiation of specific contract terms 14. Resolution authorizing Memorandum of Understanding with AFSCME Local 1122 Bargaining Unit (Municipal) regarding boot allowance for corrections officers 15. Resolution authorizing Memorandum of Understanding with the Yakima Police Patrolman's Association (YPPA) related to lateral hire vacation accruals 16. Resolution authorizing Memorandum of Understanding with the Yakima Police Patrolman's Association (YPPA) regarding sick leave exchange/payout limits 17. Other Business 18.
