CALL , The City Council met in session on this date at 2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Mayor Henry Beauchamp, presiding, Council members Clarence Barnett, Pat Berndt, Lynn Buchanan, Lynn Carmichael, Jerry Foy and Bernard Sims present on roll call City Manager Zais, City Attorney Vanek, City Clerk Roberts and Deputy City Clerk Toney also present. 2. INVOCATION The Invocation was given by Mayor Beauchamp. 3. ADMINISTRATION OF OATH OF OFFICE BY CITY CLERK FOR NEWLY ELECTED COUNCIL MEMBERS Clarence Barnett, Pat Berndt,, Lynn Buchanan, and Lynn Carmichael having been re- elected to the office of Council member,. and Bernard Sims having been elected to fill an unexpired term on the City Council, on November 3, 1987, and the Oath of office having been administered to than at this time by City Clerk Roberts, are now duly seated as Council members for the City of Yakitina. _ 4. OPEN DI-SCUSSION FOR THE GOOD OF THE ORDER Mayor Beauchamp stated he received a letter from' the Executive Board of the County 1tnergency Services requesting the Mayor of Selah, Chuck. Dodge, be nominated to fill the vacancy created on the Executive Board by the resignation of John Hodkinson former • Mayor of Union Gap. This was the general 'consensus of the Council. Mayor Beauchamp also acknowledged former Council member. Jack Sparling seated in the audience. • 5. ELECTIONS . - A. MAYOR . . Prior to nominating Pat Berndt for Mayor, Council member Foy commented briefly on the direction he would like to see City Council take in the future. It was MOVED by Carmichael, seconded by Barnett, that the nominations be closed. Unanimously carried by voice vote. It was MOVED by Foy, seconded by Carmichael, to cast a unanimous ballot to. elect Pat, Berndt as the .next Mayor for 1988 -1989. Unanimously carried by voice vote. , Former Mayor Beauchamp stated it has been a pleasure to serve as Mayor the past two years and expressed appreciation to' Assistant Mayor . Barnett and' Council member. Carmichael for their support and assistance during his tenure as Mayor. Newly elected' Mayor thanked Council for the opportunity to serve as Mayor and : for the vote of confidence in the Council as a unified 'NAST., - $he ; stat y d is _ ‘ it her .- des ire ' to see Yakima grow and prosper, and she believes the Coucil can provide the leadership 'needed to bring about this growth and prosperity. B. MAYOR PRO -TEM Council member Barnett nominated Lynn Buchanan as Mayor Pro -Tem. It was MOVED by Carmichael, seconded by Foy, to close the nominations. Unanimously carried by voice vote. It was MOVED by Carmichael, seconded by Foy, to cast a unanimous ballot for Lynn Buchanan as Mayor Pro -Tem. Unanimously carried by voice vote. B -4 JANUARY , 5 1988 213 6. CONSIDERATION OF APPOINTMENTS TO BOARDS, COMMISSIONS AND COMMITTEES OF THE COUNCIL: The following..appointments were_made Boards Commissions and :.Committees of the Council: Intergovernmental . Yakima County District Board of Health Council members Barnett, Berndt and Buchanan will continue to serve ..as primary designees. Council. members Beauchamp :'and _ ..Foy will serve as alternates. Conference of :Governments _ t Council members. Foy- and : ,Barnett .will, continue , to 'serve as the .,primary designees, with Council members Carmichael and 'Beauchamp as :: alternates. Council member ..Barnett :commented:_he would like Council to determine if . they are going, to remain' a .'member_ o£ rCOG .. prior to budget review this '.year. - _. _ _. 1.; Joint Board for Urban Area Planning ' .. • . Westside Merchant Association Council member 'Foy :will continue :to serve: Yakima Air Terminal Board Council member Buchanan will continue to serve as Council , Liaison, with Council member Foy as alternate. Yakima Joint Basin .- Board _ Council member -Sims will serve as the primary.representative, with Council member Carmichael as alternate. Emergency Medical Services Advisory- .(Executive Board) Council member Buchanan will continue to serve. Other Boards and Commissions & Commission (By Invitation). - Yakima- Kittitas Resource Conservation &:Economic Development This is by invitation. Chamber of Commerce Board Council,LLmemberlFoy stated traditionally: •the Mayor serves on the Chamber of Commerce Board, however, Assistant Mayor Barnett has .been _•serving as' Mayor. ;Beauchamp's designee, and has been appointed to .two maj or . task force. committees for. the Chamber of. Commerce. Mr. Foy asked that Council member ,Barnett be allowed to continue his appointment as alternate, therefore, continuing as Chairman on these ' two task force committees. • Mayor' Berndt concurred . . Visitors.and Convention-Bureau Advisory *' Council member Carmichael will continue to serve on this Board. B -4 214 JANUARY 5, 1988 Yakima Sunfair, Inc. Mayor Berndt stated - Sunfair meets.: the first Wednesday of the month at 8:45 A.M. , and indicated she would like to continue serving on this Board. Yakima Greenway Task Force • Council member Sims will continue to serve on this Board. Commissions /Boards,(Mayor stipulated or elected official designee) The following Commissions and Boards are Mayor stipulated or an elected official designated by the Mayor: Police Relief & Pension Board, Fire Relief & Pension Board,, Yakima County E ergency Services Council, Yakima County, EmergencyServices Executive Board, , Districting Court "Committee for Yakima County District, Court, Yakima Clean Air Authority Board. Mayor Berndt indicated she will discuss these "Committees and Boards with ;Mayor Pro -Tem Buchanan and make a decision as to who will serve on them. State Boards & Commissions Association of Washington Cities Council member Lynn Carmichael will continue to serve as she is the Past President of AWC. Council. member Buchanan will continue to serve as a Board Member of AWC.. APPOINTMENTS TO THE COMMI'T1'EES OF THE COUNCIL It was the consensus of the Council that each of 'the members will continue to serve on the committees of the Council to which they are currently appointed. Those appointment are listed below. City Employees Civil Service Commission Bernard Sims, Chairman, Henry Beauchamp and Jerry Foy. Community Development Citizens Advisory Committee: Henry Beauchamp, Chairman, Lynn Carmichael and Bernard Sims. . Community Progralmning Advisory Committee: Lynn Carmichael, Chairperson, Pat Berndt and Lynn Buchanan. Housing Authority Committee: Bernard Sims, Chairman, Henry Beauchamp and Lynn Buchanan. Regional Planning Commission: Lynn Carmichael, Jerry Foy and Pat Berndt: Parks and. Recreation Commission: Lynn Carmichael, Chairperson, Henry Beauchamp, and Pat Berndt. Regional Library Board: Clarence Barnett, Lynn Buchanan and Henry Beauchamp. Traffic Safety Advisory Commission: Lynn Carmichael, Chairperson, Lynn Buchanan and Pat Berndt. Yakima Center Advisory Board: Lynn Buchanan, Chairman, Clarence Barnett and Bernard Sims . Air .Terminal Board :. Lynn Buchanan, Jerry Foy and Pat Berndt. Transit Committee: Lynn Buchanan, Lynn Bernard Sims, with Clarence Barnett as alternate. Hearing Examiner Review Committee: Lynn Carmichael and Pat Berndt. B -4 JANUARY 5, 1988 215 Labor /Management 'Committee: Jerry Foy, Bernard-Sims ' Clarence Barnett. Public Safety Committee Re: Joint Law Enforcement Facility, 911 and Consolidated Communications: Lynn Buchanan, Chairman, Pat Berndt, Jerry Foy, with Clarence Barnett as alternate. - -It was - MOVED- by .-Carmichael, seconded .by:'rFoy, .:to . the appointments to'the Boards and •Commissions =as statedlunless there was a notation of a change as indicated. Unanimously .. carried by voice vote. _ Regarding the appointments of citizens to the , various Boards and Commissions, it was the consensus of the Council that the City Clerk's Office advertise for additional applicants to serve on these Boards and Commissions' ., and those applications be reviewed prior to _appointments being' made•. Council member Barnett informed City Clerk Roberts`'tlat Norman Johnson has resigned from the :Yakima County District Board of Health, and that vacancy has not yet been filled. 7. 'CONSIDERATION OF AN ORDINANCE ATTENDING REGULATIONS REGARDING HORSES IN CITY PARKS (SLEIGH RIDES - CONTINUED FROM DECEMBER 15, 1987) Ordinance N3073- having been ' read by title, it was MOVED by 'Carmichael, seconded by Sims, the ordinance be passed. Unanimously carried by roll call vote. ORDINANCE NO. 3073, AN ORDINANCE relating to parks and playgrounds, regulating and permitting carriage and sleigh rides in public parks and boulevards and amending Section 13.16.095 of the City of Yakima Municipal Code. 8. OTHER BUSINESS _ Council member Foy stated on November 10th Council asked Public Works Director Jerry Copeland to obtain proposals from Washington Transit Advertising Company for advertising on transit buses. He stated a local advertising firm has also indicated a desire to submit proposals. Therefore, it was MOVED by Foy, seconded by Sims, to open the transit advertising by asking for requests for proposals, thus allowing other entities to submit proposals. Unanimously - carried by voice vote. Larry Mathews, 805 South 17th Avenue, presented a graph depicting the rate increase proposed by Pacific Power & Light and asked Council's support in opposing this issue. Mr. Mathews stated those to be affected by the increase are citizens who can least afford it; the lower income population. Council member Buchanan suggested Mr. Mathews take this issue up with the Washington Utilities and Transportation Commission, as they would be the appropriate entity with whom to lodge a protest. Barbara Harris, 1911 West Yakima Avenue, asked if there is going to be another study conducted on the rate increase for business licenses. She was informed staff does not intend to conduct another study at this time. Mrs. Harris contends the rate structure should be adjusted to allow parity to the small businessman. She stated a business license is required for owners of four - plexes, but not for owners of tri- plexes. Following further discussion, Council member Foy stated Council can take a look at that portion fo the ordinance and see if anything can be done to correct the imbalance. ADJOURNMENT There being no further business to come before the Council, it was LOVED .by Barnett, seconded by Carmichel, that this meeting be adjourned at the hour. of 2:35 P.M.
